Review of scope and performance of Office for Budget Responsibility Treasury Committee (Select) Not accepting submissions After initial reluctance from the Budget Responsibility Committee's Chairman, Lord Burns, to provide it, Treasury Committee staff have now reviewed the e-mail exchange between the Treasury and the OBR in the 'pre-release access period' leading up to the publication of the OBR's December 2014 Economic and Fiscal Outlook. The correspondence shows that, during this period, a number of non-factual requests for changes to the OBR's Economic and Fiscal Outlook were made by Treasury officials. Some were taken on board by the OBR. While these changes made no material difference to the content of the publication, they raise concerns about the terms of engagement between the OBR and Government officials. These should now be clarified. |

South Wales Main Line
Asked by: Stephen Doughty (Labour (Co-op) - Cardiff South and Penarth) Monday 11th March 2024 Question to the Department for Transport: To ask the Secretary of State for Transport, what recent progress he has made on the provision of relief lines to allow additional capacity on the South Wales mainline in South Wales. Answered by Huw Merriman The government is investing in an enhancement of the Relief Lines between the Severn Tunnel and Cardiff. The proposed increase in line speed and capacity would improve the performance of existing passenger and freight trains and enable the operation of additional local services as set out in the recommendations of Lord Burns’ South East Wales Transport Commission. The Full Business Case for this scheme is on target to be delivered by the end of the year. |
Transport: North Wales
Asked by: Virginia Crosbie (Conservative - Ynys Môn) Monday 17th April 2023 Question to the Department for Transport: To ask the Secretary of State for Transport, if he will work with the Welsh Government on a multimodal review of the North Wales transport corridor to develop improvements of (a) the North Wales Main Line, (b) connectivity with HS2, (c) electrification), (d) the A55, (e) the M53, (f) the M56, and (g) travel to and from the island of Ireland. Answered by Richard Holden Lord Hendy of Richmond Hill’s independent Union Connectivity Review recognised the importance of transport connectivity right across our United Kingdom recommended that a multimodal review of the North Wales transport corridor be undertaken.
It is the UK Government’s clear view that we should work towards improving transport via all modes in order to ensure that opportunity is available to all in every part of our United Kingdom. This includes via road, which in addition to private car and motorcycle, also carry the overwhelming majority of freight and over three-quarters of public transport users, especially from lower-income and elderly groups by bus and younger people via long-distance coach travel.
Following the Union Connectivity Review, the Welsh Government subsequently announced the establishment of the North Wales Transport Commission, led by Lord Burns, to assess the transport system in North Wales.
We will consider any recommendations that Commission makes and to the Union Connectivity Review in due course but it’s clear from the UK Government’s recent announced investment in Holyhead in Ynys Mon that the UK Government understand the value and importance of the North Wales Traffic Corridor across all modes of transport.

Asked by: Jessica Morden (Labour - Newport East) Friday 3rd February 2023 Question to the Wales Office: To ask the Secretary of State for Wales, whether he has had recent discussions with the Secretary of State for Transport on (a) upgrades to the South Wales relief line and (b) the rail-related recommendations in the report by Lord Burns entitled South East Wales Transport Commission: final recommendations, published on 26 November 2020. Answered by David T C Davies I have regular discussions with the Transport Secretary on a range of transport issues, including infrastructure in Wales. We have recently announced a further £2.7 million study with Welsh Government, funded by the UK Government, to develop options for new stations and services on the South Wales Main Line. The study follows Lord Hendy’s recommendations from his review of transport connectivity across the UK, which put forward the need to relieve congestion on the M4. A series of options will be considered as part of this study, among which is the development of five brand new stations between Cardiff and Severn Tunnel. |

How sustainable is our national debt? Economic Affairs Committee (Select) Not accepting submissions UK public sector net debt, often referred to as ‘national debt’, currently stands at just under 100 per cent of GDP. The UK’s growth outlook remains weak; quantitative easing has significantly increased the sensitivity of the UK’s debt to changes in short-term interest rates; and it is unclear whether the Government’s fiscal rule, as it relates to the national debt, is fit for purpose. The committee’s inquiry will investigate whether the UK’s national debt is on a sustainable path; if not, what steps are required; and whether the Government’s fiscal rule regarding the national debt is meaningful. |
