I am grateful for that question. It is certainly work that we continue to do. I do not have that information to hand. The figure mentioned by the noble Lord seems like an incredibly high amount and a surprisingly large number. But the reality is that there is clearly economic crime in the system and we have done everything we can to remove that. I stress to the House the incredible cross-party consensus that we built around the Economic Crime and Corporate Transparency Bill to ensure exactly this. We have gone further than any Government for the past 120 years and I think we should get some credit for it.

My Lords, there are thousands of people in this country now of whom there is no identification by the state. It applies not just in companies but in so many areas. If you know anything about the Chinese community, you will know that there are literally scores and scores of people there who do not exist as far as the UK is concerned. As we are seeking to work together, is it not time that we return to trying to produce a proper digital identity scheme for the whole of the country?

I am delighted to say that the introduction of ID cards is not a component of this Question, as far as I am concerned. However, I should say that Companies House now will require electronic verification, so one will have to provide registered, nationally approved identity. One has to have one’s photograph taken. Importantly, to make life easier for businesses, we are going to have an effective digital system. So one has one login ID, however many directorships one has or companies one is involved in, whereby we can track people. For businesses and individuals, the system will be extremely simple.

I will read Hansard on that debate. I seem to remember being there myself; I delegated the opening to one of our newest Members. We promised, during that debate, to have a full consultation on how artists’ rights are treated. It is extremely important that we get the balance right. Ultimately, it is about fairness and equity, and we stand four-square behind that, as I am sure the noble Lord will agree is right.

The noble Lord mentioned the carer’s Act. Does he recognise that we have millions of workers in this country who are paid nothing at all? It is high time we started paying more attention to carers and giving them support. Looking to the future, is one way we could do this not to have a universal wage rather than a minimum wage? In due course, as AI spreads, there will be less requirement for people to be leaving their home, and they will be working more from home. We need to think longer term, rather than short term.

The Government wholeheartedly agree that the support we must give to carers should be continually reviewed. That is why I was so proud to bring in the Carer’s Leave Act and the Neonatal Care (Leave and Pay) Act, which will result in millions of people being able to take leave in order to look after their loved ones and, we believe, 36,000 parents being able to take up the right to one week’s paid leave. I am grateful for the comments, and we will continue to work in this important area.

My noble friend raises an interesting question—this is going off on all sorts of tangents at this point. Those of us who are in this House consider it to be a great privilege, those who are asked to serve the Government consider it a great honour, and we continue to serve the country as best we can.

I am sure the House has a great deal of sympathy for many of the new Ministers who have come in, especially as they are not being paid. They may not recall, although I hope the Minister does, that his Government gave a promise in 2019 that an employment Bill would become an Act during the course of this Parliament. I go back to the earlier question: will the Minister say whether an employment Bill will be in the King’s Speech in November, or is this another broken promise?

Throughout the course of this Parliament, commitments have been made around the manifesto commitments on employment given by the party on this side of the House. Over the last Parliament, six Private Members’ Bills have been brought through to enhance and protect workers’ rights. As I said, we are trying to strike the balance between workers’ protection and employers’ flexibility.
