My Lords, the UK supports the findings of the UN World Water Development Report 2023. We agree that partnership and co-operation are key to achieving sustainable development goal 6: equitable access to water and sanitation for all. However, delivery is far off track, particularly on accountability, political leadership and finance. At last week’s UN water conference I called for increased action in these areas and announced a new £18.5 million water sanitation and hygiene—WASH—system for health programme, as well as seed funding for a new £38 million water programme.

I thank the Minister for his reply. The report shows that where a country’s access to water is under threat, it can quickly lead to security issues, sometimes war, and eventually even higher levels of migration, so it is a subject that affects our country and every country in the world. One of the asks of the report is for partnerships to

“accelerate the development and uptake of innovative technologies through knowledge transfer, entrepreneurship and applied research.”

What are His Majesty’s Government doing to further the partnerships called for in the report?

The right reverend Prelate is exactly right on both counts, and our approach focuses very much on partnership and co-operation. The figures are huge: 2 billion people lacked access to safely managed water services in 2020, and 3.5 billion people lacked access to safely managed sanitation. He is also right about the link between water shortage and conflict. I think the House will find it as shocking as I do that children under five in protracted conflict zones are more likely to die as a consequence of unsafe water than from violence, so the link is absolutely there.

The noble Lord is exactly right and what he says entirely echoes the view of the UK Government. It is outrageous that anyone, particularly journalists reporting on a foreign country, should be subjected to any kind of intimidation—here in the UK or indeed anywhere. There is continuous communication and co-operation between the Foreign Office and the Home Office, as noble Lords would expect, on this and many other issues. Any steps taken by the Foreign Secretary have been taken in line with the Home Office.

My Lords, following China’s banning of the BBC World News channel, what advice has been given, as has been given in countries such as Russia, on the use of VPNs and ways around the ban? The importance of broadcasting accurate reporting into China is increasing as we face so many crackdowns on minority groups.

My Lords, the right reverend Prelate mentions Russia and China, which are the source of much of the activity and agitation we have seen against a free press, both in those countries and in other countries as a consequence of their actions. The Russian Government’s brutal suppression of freedom of expression and of the media generally is clear evidence of Putin’s desperation to conceal the truth of this war from his own people. We are doing everything we can to expose the Kremlin playbook, including through the new government information cell, detailing how Russia is using the four Ds of disinformation, calling out its lies and contrasting them with verified facts. Through our unprecedented package of sanctions against Russia, we have targeted peddlers of Russian disinformation who push Kremlin propaganda. The Government have already directly sanctioned state media organisations, targeting the Kremlin-funded TV-Novosti, which owns RT, and Rossiya Segodnya, which controls the Sputnik news agency.

My Lords, the crisis in east Africa continues to worsen. Drought is causing significant levels of food insecurity. Over 51 million people in the region are estimated to be facing severe food insecurity, and of particular concern is the recent data from the Bay region in Somalia projecting that famine is likely to occur this year. The UK is a major humanitarian donor to the east Africa region and UK-funded activities are making a difference and saving lives. In the financial year 2022-23, the UK intends to provide approximately £156 million in humanitarian aid across east Africa. Of this amount, nearly 50% has already been allocated to help those affected by this devastating crisis.

My Lords, a combination of conflict, climate change, increasing world food prices and a fifth year of drought means that we have an absolute humanitarian crisis hitting this part of the world. In Somalia alone, the UN is estimating that about half a million children are likely to die shortly. We have slashed our aid budgets to that part of the world. We need emergency funding as well as long-term funding. What can we do in addition to what the Minister has said in working with our international partners to get emergency aid into those areas which are dreadfully affected?

My Lords, it is absolutely right to say that the UK reduced the proportion of its GNI spending on overseas aid from 0.7% to 0.5%, but we are committed to returning to 0.7%. Like many noble Lords, I hope that happens as soon as possible, but in the meantime it is worth reiterating—to remind the House—that we remain one of the world’s most generous donors, particularly when it comes to humanitarian assistance, and the proportion of our ODA which goes toward the very poorest people in the world is higher than that of any of the other G7 donor countries, I believe. It is an important point that if you tot up all the international aid provided year on year, which comes to around $160 billion a year, that is not a patch on the actual needs, so we will not solve these problems through ODA alone. That is why our emphasis in the UK on facilitating easier trade with poorer countries and bringing investment to them is so important to leverage the support we can give.

My Lords, I am not going to disagree with the noble Lord on the value of volunteering and the promotion of volunteering in recent years—I do not think anyone would argue with that. I would not dismiss £27 million as pure spin, but nor is that the end of the story. As I said before, I cannot comment on future spending, but spending answers will be published very soon. The allocations will be available for the House to scrutinise, and either praise or criticise depending on the answers. I cannot go into the specifics now, but I can reassure the noble Lord and everyone else in this place that the value of volunteering is recognised through every strand of activity in the FCDO, and that will be reflected in our funding decisions.

My Lords, over the next few days more than a 1,000 overseas Anglican bishops will be arriving here for the Lambeth Conference. There are hundreds of links of volunteers going to many of the areas of the world which we are deeply concerned about, including parts of the Horn of Africa where there is famine and locusts have had a devastating impact. People are coming from the Democratic Republic of the Congo, where Ebola is such a problem; these are people who are working on the ground. We already have many volunteer programmes of medics and others going in and out. Does the FCDO intend to meet some of those people who are coming here to see how we can strengthen other forms of volunteering, as well as some of the government schemes we have had in the past?

The right reverend Prelate makes an extremely good point. It is hard to know which Ministers will be responding to the invitation when it comes to the Foreign Office, but I assure him that, in the unlikely circumstance that I am the Minister opening the envelope, I will certainly take him up on his invitation. I look forward to being given good counsel by people who, as he rightly says, do extraordinary work in some of the most difficult parts of the world.

I apologise for the length of my previous answer—I have not fully mastered the protocols of this format, and I thought that I was meant to be giving a more substantial answer. I thank the noble Lord for his comments. We want to be as aligned as possible with our allies; this is not about politics, Brexit or any of the other issues that have preoccupied us so much for the last few years. We need alignment, and we work very closely with our friends in Europe. We do not need to be in the European Union to be aligned on these issues—we have the necessary discussions in good faith and on a regular basis.

I simply echo an earlier comment: there is a very real sense that if we, our friends and allies or Ukraine were to concede so much as an inch to Russia, it would then almost inevitably seek to take further inches and end up with the full mile. Clearly, no one wants escalation into full-scale global war—you would have to be insane to crave such a scenario—but it is precisely by not appeasing the kind of figure that currently rules in Russia that the risk of further escalation of this conflict can be prevented or at least minimised. So we are on the right track.

My Lords, it has come to a very sad state of affairs when I feel that I have to welcome the sanctions on Patriarch Kirill, given his role in leading the Orthodox Church. Having said that, it is important to keep back channels open when these things are going on, and the Church of England has close contact with the Russian Orthodox Church. Will Her Majesty’s Government work with the Church of England, through our diplomatic and other links, so that we can at least try to keep some conversations open, at the same time as rightly imposing these strong sanctions?

I am certain that my colleagues and fellow Ministers at the Foreign Office, for whom I am standing in, would be very keen to have that discussion and to learn more about how we can benefit from the kind of reach that the right reverend Prelate has.

My Lords, we have seen an increase in planting rates in England over the last year. They are up from 1,400 hectares in 2019 to 2,200 in this planting season but, as the noble Lord will acknowledge, that is a long way off from the target we have set ourselves by the end of this Parliament. We absolutely acknowledge that we need to ramp up rates, and rapidly. However, we have backed up that commitment with funding. The £640 million Nature for Climate Fund is part of that funding package. We are funding the new Northern and Great Northumberland forests; we have introduced a £50 million carbon guarantee. As he pointed out, the shift from the common agriculture policy to the ELM system will also provide support. We absolutely want to make that support as accessible and unbureaucratic as possible.

My Lords, it is encouraging to hear about the progress being made, but we are fighting a losing battle if we continue to import saplings rife with diseases that then kill significant numbers of trees. Will the Minister update your Lordships’ House on the tree health resilience strategy and what other steps Her Majesty’s Government are taking to increase biosecurity?

Biosecurity is enormously important, not least because we are an island nation. We announced a £2 million partnership investment, which I mentioned earlier, alongside the Scottish and Welsh Governments. The Government support the Grown in Britain agenda and the Woodland Trust’s UK sourced and grown assurance scheme. Any initiatives which increase domestic production and grow more trees and plants in this country are welcome and will merit government support. In addition, for exactly the same reason, we are taking steps to increase demand for domestically grown timber. Demand massively exceeds supply in this country: we import 81% of the timber and wood products that we need, while only about 23% of homes in England are currently built with timber frames, compared to 83% in Scotland. We want to reverse that ratio as much as we possibly can to stimulate demand and the sector, while encouraging more tree-planting.
