My Lords, these past six years during which I have served as Bishop of Newcastle and as a Member of your Lordships’ House have, in a good way, been the most extraordinary years of my life. After a lifetime of living in the south, these six years in the north-east have helped me to see things from a different and much richer perspective.

The usual way to assess a Budget, the one we see in the newspapers, is to identify the winners and losers. I want strongly to resist this approach. When, aeons ago, I studied for my degree in economics, I learned that the way we spend our money shows what we value, what really matters to us. The question that matters is not what will I or we get out of this, but what kind of values does this Budget embrace—what is the moral framework undergirding it?

In Newcastle diocese I am well known—indeed, probably notorious—for citing the words of Archbishop William Temple, and references to him have not been unknown in speeches I have made in your Lordships’ House. I was therefore delighted to hear that Edward Heath shared my enthusiasm. He wrote that the impact of William Temple on his generation was immense and that the reason was not far to seek: William Temple was foremost among the leaders of the nation, temporal or spiritual, in posing challenging, radical questions about the nature of our society and its economic basis. Archbishop Temple did not often offer solutions, believing that the bishops lacked the technical expertise to do that, but he insisted that the answers to his questions had to be founded on a moral code. Archbishop Temple’s key priorities, were, first, that every child should find itself a member of a family housed with decency and dignity; secondly, that every child should have an opportunity of an education until years of maturity, which should make possible the full development of their aptitudes; and thirdly, that every citizen should be secure in possession of such income as would enable them to maintain a home and bring up children.

What would Temple make of the Budget we are debating today and what questions would he ask? Much of the Chancellor’s scope for making spending commitments depends on the forecast for economic growth, which is now expected to be 6.5% this year. Thinking of Temple’s priorities, and as chair of the North of Tyne Combined Authority Inclusive Economy Board, I believe the key question here is who will benefit from this growth. Experience suggests that the poorest are often left behind.

In terms of Temple’s priorities, there is much to welcome in this Budget, in particular the rise in the national living wage to £9.50 an hour, and it was so good to see Iain Duncan Smith’s satisfaction that the 8% cut in the universal credit taper rate at last gives us the universal credit system he designed. I also welcome the £1.7 billion levelling-up fund to be invested across the United Kingdom, which will begin to create greater interregional equity. I note that the levelling-up funding has so far focused on hard infrastructure, when we know that social infrastructure is needed as well if our communities are to flourish. I urge the Government to move further along the path of devolving funding to the regions and to trust regional and local government to make the best decisions for the areas and people they serve and know best.

One of my concerns about the Budget is that the poorest people in the world will continue to be impacted by the cut in foreign aid spending, which it seems will not be restored until at least 2024, and I remain deeply anxious for people who are on universal credit but not in work. This is a real concern in the north-east, with our relatively high level of unemployment. I understand, but nevertheless deeply regret, the Chancellor’s decision to remove the £20 a week uplift. This is a decision which hurts the most vulnerable, including many families with children.

This brings me to the question that concerns me most: are we doing the very best we can for our children and young people and the future flourishing of our country? The IFS analysis suggests that since 2010, health spending has increased by 40% while education spending will have increased by only 3%. As health spending disproportionately benefits people of my generation and older, this leads to an extraordinary and unacceptable situation of intergenerational injustice, which has been exacerbated by the pandemic. As a country we spend 5% of our GDP on education but 10% and rising on health. We should ask ourselves whether this is right. Increasing education spending will mean taking money away from something else, so there are no easy answers, but in the Temple tradition, I will not let that stop me asking to what extent we are prepared to invest in the future for our nation and our children, and what we are prepared to give up in order to achieve that.

In my maiden speech in your Lordships’ House, I said:

“The north-east is not a problem to be solved by the rest of the country but an asset to be valued.”—[Official Report, 25/5/16; col. 419.]


I have fallen deeply in love with the north-east, and most especially her people, who are warm, hospitable, proud and resilient. Human flourishing in all its forms, including economic flourishing, depends above all on our most precious resource—our people. The challenge to us as a nation is to invest in our people, particularly our young people, to equip them to thrive in the world they will live in.

I began my maiden speech by speaking of the wonderful kindness and warmth of welcome I received from your Lordships, the staff and all who work in this place. I conclude by saying that this early experience has been borne out in every way during my time here. I thank you all from the bottom of my heart and will hold your work deeply in my prayers.

Well, my Lords, my noble friend has gone a bit wider than the Question before the House, but I can assure him that the Government are committed to supporting marriage. As the Lord Chancellor said in another place, the Government will work hard to co-ordinate and bring together the strands of policy of various departments and ensure we have a suitable family policy that is fit for the 2020s.

My Lords, it is with great delight that we received news yesterday that weddings will once again be permitted. This will be an enormous joy to many couples and families all across England. As the Minister will know, hymns are most often a focal point of a wedding service. Given yesterday’s announcement about live performances, can he give us any more detailed guidance about singing in churches, both choral and congregational?

My Lords, I very much understand the point that the right reverend Prelate makes, but the scientific advice at the moment—not only in relation to churches, I may say—is that singing generally, because of its impact, carries the risk of spreading Covid, so it should be avoided in all public spaces.

The hate crime action plan that I referred to a moment ago is going to be refreshed this year, and we will take on board the points that she and other noble Lords have made. I will make one final point: yesterday there was a Commonwealth service in Westminster Abbey, where all faiths were represented and a script from every religion was read out. That is the sort of country that we are and should remain, and we should put the issues that the noble Baroness and others have referred to in the perspective of this broader picture.

My Lords, on behalf of these Benches and, I am sure, on behalf of the Church, I want to say that any attack on a person or community on the basis of their faith or their race is abhorrent and has no place in a decent, civilised society. As a Christian leader I stand in solidarity with my Muslim friends and with all those in and outside this building who have been directly affected or are fearful and anxious. In the light of the Government’s forthcoming integration strategy, will the Minister please comment on what practical action the Government intend to take to strengthen the relationships at grass-roots level, where it matters so much, between Muslim and other religious communities and to reassure us that the necessary resources will be committed to make that meaningful?

My Lords, I warmly welcome this excellent report from the Economic Affairs Committee. My conversations with local authorities, housing associations and chamber of commerce colleagues in the north-east have endorsed the power of its analysis. The report demonstrates the complexity and long-standing dysfunctionality of the housing market with a terrifying clarity.

Recognising that my six months working in an estate agents in the early 1970s will not quite cut the mustard, I will not attempt to speak to the many technical aspects of the report and the White Paper, which I also welcome. I will leave that to the many noble Lords who are far more qualified than I am to do so. I want to speak about the crucial significance of this issue to human dignity and flourishing, and the kind of society we aspire to build.

One of the greatest social thinkers in recent history was Archbishop William Temple, Archbishop of York for 12 years and then Archbishop of Canterbury during the Second World War. He wrote:

“Every child should find itself a member of a family housed with decency and dignity, so that it may grow up as a member of that basic community in a happy fellowship unspoilt by underfeeding or overcrowding, or by dirty and drab surroundings”.


With those words before me, this afternoon I want to focus on the importance of building homes and communities, not just houses. If we are to do this, we need homes that people want to live in in places where they need them. We need communities in which people want to put down roots. The first key factor is the need to have an increase in access to home ownership, particularly for young people, so bringing new people and young families into the community. Communities cannot be built on transient private renters. The Government are to be congratulated on their efforts in this regard—for example, the Help to Buy scheme and the proposals for starter homes—but more needs to be done.

Just how much was brought home to me on a delayed train on the east coast line a couple of weeks ago when I had a chance to have a conversation with a young woman who lives in Stockton. She was excited because the following day she was going to move into a house she was buying. She was a nurse in her mid-20s. She had been able to buy the small house in Stockton, which is a low-price housing market, because she had stayed at home while she was at university and her parents had subsidised her living and she had a small legacy from a grandparent. That it had taken her, a nurse in her mid-20s, that much effort and that long to be able to achieve a modest house in Stockton demonstrates that it is almost impossible for many of our young people to achieve the same thing. For young people who do not have access to the bank of mum and dad, a 10% deposit, even in less expensive housing areas, can be an insurmountable barrier.

There is also some evidence, which surprised me, that many young people are not aware of the possibilities of home ownership and do not know what the options are. Research by the North East England Chamber of Commerce suggested that just one-third of the students and young people questioned knew what a mortgage was. Nine in 10 were unware of starter homes, and only half were aware of the Help to Buy scheme. I wonder whether our higher education institutions and employers can do more in terms of financial education for our young people.

The second key factor in building homes and communities, not just houses, is the key imperative of having genuinely affordable housing to rent for local people, as has already been mentioned. Home ownership and social housing, particularly local authority social housing, are all too often posed as alternatives. People often have an ideological commitment and pose a false dichotomy between the two kinds of provision. We cannot afford that false dichotomy. We need both kinds of provision. We need home ownership and genuinely affordable housing that provides safe and stable accommodation for those on the lowest incomes. Providing this is something we have not got right in recent years. Affordable housing completions are at their lowest level for 24 years.

The recent White Paper’s shift in focus towards rented accommodation is welcome and needed. In Newcastle and North Tyneside, there are encouraging signs that our local authorities are doing their best to respond to this need. North Tyneside Council is committing to build 3,000 affordable homes by 2023, and Newcastle City Council delivered 1,000 homes last year. Building More Homes and the noble Lord, Lord Sharkey, made the point that initiatives such as this would be encouraged by the lifting of local authority borrowing caps. Will the Minister confirm whether the White Paper commits the Government to looking at this? I did not find this point quite clear when I read the White Paper.

We also need to support the work of our housing associations. In my conversations with some of them, they stressed the need to be able to sustain a commercial business case, and they are particularly concerned about the impact of the 1% rent reduction in social housing. Will the Minister comment on that point?

Finally, building homes and communities, not just houses, also means providing homes for people in every walk of life. We need a strong supported-housing sector so that young people, especially those on the edge of care, can find a safe home. We need supported housing for the elderly and disabled so they and we will benefit from their inclusion in communal life, which will add to the rich diversity of local communities. I shall make one point on that: Newcastle City Council, like the housing associations, is finding that the 1% rent reduction in social housing has had a particularly negative impact on the supported-housing sector.

Back in 1941, it is very likely that the heart of Archbishop William Temple would have been warmed by this excellent report. That is certainly the case for this bishop today.
