I will try to answer those questions rapidly because I know that other noble Lords are keen to get in. Teachers have a very clear duty of care to the children in their schools; that is writ large in every safeguarding policy in every school. In terms of culture, I know that Dame Angiolini and the noble Baroness, Lady Casey, in both their pieces of work for the Home Office, are involved in looking at the culture within the police. I do not think that anyone is trying to whitewash, for want of a better word, the fact that there are issues of culture within the police. We have seen so many incidents—Sarah Everard, to name but one. It is clear that over the last couple of years, BAME representation in the police has been much more representative of the population at large, and that can only be a good thing.

My Lords, there is an underlying question here that came up in the Sarah Everard case: how do you say no to the police? What do the Government plan to do to encourage and support schools and public authorities in addressing that question?

The right reverend Prelate may have heard me say, when we discussed Sarah Everard’s murder, that I would not feel confident in saying no to the police if I were requested to do something. In a way, that is at the heart of this issue. It will all come out in the IOPC review, but did the school have confidence in saying, “Excuse me?” to the police or, “This is the way that we do safeguarding at this school”? That will all come out in the review. However, whatever the organisation, whether it is schools, teachers or the health service, we need to have confidence in challenging—not refusing but challenging—the police if we think they have got it wrong.

My noble friend will have seen footage of my right honourable friend the Home Secretary there over the weekend. We are in very regular contact with Poland. I just turned to my noble friend to clarify the contact we are having with the UNHCR: it sounds regular and very thorough in enabling refugees to come to this country as quickly as possible. If someone is in Poland, and has had their visa issued in Poland, they are absolutely ready to come to this country. That is the very positive benefit of having VACs in Poland.

My Lords, I heard yesterday that one of the refugee application centres in Poland has no available appointments until the end of April—the end of next month. This seems to be a bureaucratic answer to a humanitarian question. I received an email last night asking, “Is the UK Government ill prepared, incompetent or unwilling?”—and I do not know how to answer it.

Well, I hope I can help the right reverend Prelate in saying that we are surging capacity and capability in the VACs. It is not acceptable if people are being told that they have to wait until the end of April. I certainly hope that, when I next return to this House with an update, it will be a far more positive picture.

As I said, the figures are uncapped: as many people who want to come here can come, whether or not they have family ties. It was estimated last week, I think, that under the family routes provisions we might see 200,000—there is no limit on the number of people who can come here through this humanitarian sponsorship pathway scheme.

My Lords, the Government have rightly praised the generosity of the people of the United Kingdom, but there seems to be a systemic problem in allowing that generosity to be exercised. Can the Minister say something about the systemic issues and address an associated matter: how can we guarantee that the information we are given is accurate, given what has happened in Calais, for example? We keep hearing from the Government that we are leading the way, but we are patently not.

I can say to the right reverend Prelate that this scheme is new—only a few days old. I think that I recognised, in my answer to a previous question, that we want people’s generosity—the British people are very generous—to be captured, and I hope that this scheme will be up and running as soon as possible.

I do not have the numbers for how many people have applied for a document that confirms settled status, but I can find out. The fact that 2.5 million people have been successful should partly satisfy noble Lords that the system is working well. Also, there have been only five rejections on the system so far. I will come to the point made by the noble Baroness, Lady Ludford, later, but that is quite a decent statistic when you think about the—

I thank the Minister for giving way. Does she agree that many of the 2.5 million people who have registered have done so resentfully and unhappily, because the process that they have been made to go through is effectively applying for a status that many of them have for decades felt that they should have had automatically? Even though I accept that the system might be working successfully, and I applaud that, there are still some reassurances to be given—the soft power, if you like—to those, many of whom I know in my own diocese, who have applied with a great deal of resentment and unhappiness.

My Lords, I have spoken to my noble friends beside me and I have not had any feedback on resentment. I have had feedback on the fact that we have made the scheme free, which was a noble thing for the previous Home Secretary and Prime Minister to do. The fact that so many people now have a status they can prove can be only a good thing.

We are processing 20,000 applications every day. We are working with communities—sometimes on a one-to-one basis because some people find the filling-in of any application process difficult.

My Lords, we have the lessons of history to learn and certainly the Windrush scandal—which happened, of course, over decades—helped in that endeavour. As time has gone on and identity assurance is much more important in the digital age, so these schemes will add to the confidence of both the public and the Government that we are assuring the right of people to be here and their identity.

My Lords, is it possible that the language could be changed? I spoke to a German woman who has been here for 67 years and finds the language of “You may be allowed to stay” quite difficult, as opposed to “You belong”, when she has children and grandchildren, she has been a taxpayer and all that. This goes deeper than simply being allowed to stay.

The right reverend Prelate is right, it goes deeper than the right to stay; it is “You are welcome to stay”. This country is most welcoming, hence the influx of immigration into this country, because it is such a great place to live.

My Lords, it is important that the decisions made are the right ones. I could not comment on decisions being rushed, but I can go back to the department to ask that question. There are certainly a lot of decisions to be made, because people want to come to this country, and I can try to ascertain a figure for the backlog.

My Lords, before training is rolled out, will some religious leaders in this country be consulted on what sort of training might be appropriate, and the sort of questions that may be asked of asylum seekers? At the moment, I should be hard-pressed to answer some of them.

I would struggle with the questions proposed by the noble Baroness, Lady Bakewell, and might also struggle with questions on my religion. Religious leaders have been engaged. What is to be established is the reason for persecution, therefore religious literacy is needed for the assessors—it is not a test of religious facts.

The noble and learned Baroness makes a very good point. It is what children see—their experiences of what is normal—that will shape the behaviour of young boys and young girls. Young girls may lose the value in themselves and young boys may not value girls as they grow up. The noble and learned Baroness is absolutely right, and work has been done in this sphere over the course of this Government and the previous Government.

My Lords, does the Minister agree that there are certain problems in the wording of this Question? Most men who engage in abusive behaviour do not recognise it as abusive and do not seek support, so there has to be a very important balance between preventive and restorative measures.

The right reverend Prelate hits on a sad point: not only do some men not recognise what they are doing as violence or coercive control but, unfortunately, some women do not realise that they are the victims of violence and coercive control. That is a very sad thing in today’s society, so I thank him for raising it.

My Lords, I am sure that the Prime Minister will lay out the position in a clear manner as we move towards the triggering of Article 50 by the end of March, which is not very long to go.

My Lords, I feel a bit naive in this. Perhaps the Minister could explain. Supposing the EU countries decide not to do a deal to protect the interests of British nationals abroad, will the response be to say that those who are here will have to leave? We will face exactly the same problem that has been mentioned by several speakers—that we cannot maintain our agricultural, hospitality, health service and university industries. If that is the case, it does not sound to me like a bargaining point.

My Lords, there will be a debate later today, if my noble friend would care to sit through the Committee stage of the Policing and Crime Bill. My noble friend and I do not disagree that there should be a presumption of anonymity, but it is important, in certain cases, for the police to be able to release names. The publication arrangements for the report are, as I have said, a matter for the commissioner to decide on.

My Lords, can the Minister comment on the criteria for deciding which names should be divulged and which should not? To use the language of victimhood, we are creating victims as well as defending victims.

My point was that we are creating victims as well as defending them; we are creating new ones. What are the criteria—that was the essential question—for deciding when anonymity ought to be breached and names put out?
