Lords ChamberTo ask Her Majesty’s Government what assessment they have made of the review by the Church of England Making the case for a child poverty strategy, published on 28 April; and what plans they have, if any, to introduce a child poverty strategy.
My Lords, I confirm that no specific assessment has been made. We are completely committed to supporting low-income families and will spend £108 billion on welfare support for people of working age in 2022-23. With record vacancies across the UK, our focus is firmly on supporting parents to move into work and to progress in work wherever possible, as we know that this is the best way to tackle poverty, particularly where work is full-time.
I thank the Minister for her reply. In the Church of England child poverty review, we present a consensus from across the political spectrum that child poverty is a complex issue that must be strategically dealt with across all departments but in a locally facing way. One group cautioned in its response that the feasibility and success of a child poverty strategy will be dependent on the will of the Government, so my question is this: is there enough will to produce a specific, targeted strategy that aims to end child poverty?
My Lords, Ministers and officials engage regularly across government to ensure a co-ordinated approach to this very important issue. We keep all priorities under review, but, as I said, with almost 1.3 million vacancies across the UK, our focus is to ensure that we can fill those vacancies with people who can work so that they can become independent. The latest available data on in-work poverty shows that, in 2019-20, a child in a home where adults were working was around six times less likely to be in absolute poverty before housing costs.

Lords ChamberI assure my noble friend and the whole House that the Chancellor does understand and is working hard on the issue that many noble Lords have raised today. I can tell my noble friend and others who are impatient to get something going—I do not mean that lightly—that the £20 uplift was a success but it was a temporary measure, and I honestly cannot make any promises that it might be reintroduced.
How much time have Treasury Ministers and DWP Ministers spent sitting, listening and talking with people who are struggling either to eat or heat? It is first-hand evidence that really matters; do not get it just from reports.
I have no doubt at all that real case studies have been presented—they have certainly been presented to my Secretary of State. I know that everyone is impatient, and I understand that, but the Government stand ready to do what they can once a decision has been made. I understand that talking to real people is the best way to learn. I was in Brighton on Thursday, opening the new job centre. I met a lady there whose life had been absolutely chaotic, and now she has a job with G4S and she is cooking. We understand personal testimony.

Lords ChamberTo ask Her Majesty’s Government what assessment they have made of the adequacy of support offered by the Department for Work and Pensions to larger families.
No assessment has been made as every household has different requirements. While there is no objective way of deciding what an adequate level of support should be, the department will spend more than £110 billion this year—4.8% of GDP—on working-age benefits. Additionally, the Government offer a wide range of support to families with children depending on their circumstances, including free school meals, childcare, Healthy Start vouchers and the household support fund.
I thank the Minister for her response. According to the benefit changes and large families research carried out by the Child Poverty Action Group with the Universities of York and Oxford and the LSE, the increase in child poverty since 2012-13 has been sharpest among families with three or more children at 47%, compared with 24% for families with one or two children. These families are deeply affected by the two-child limit. They have been severely affected by the £20 cut to universal credit last September and they are less able to increase their working hours due to childcare demands. What are the Government planning to do to address the levels of poverty among larger families while the cost of living is rising steeply?
The right reverend Prelate is always consistent in raising these important points. To start with, let me say that I quite understand, as do others, the issue of childcare. We must do what we can to try to improve opportunity and facility. The right reverend Prelate asked me what we plan to do. Let me say what we have done. We continue to take action to support living standards by increasing the national living wage and reducing the universal credit taper rate, which has more than compensated for the £20 uplift in UC. We also recognise that some people will need extra help this winter as the economy recovers, so we have made £500 million of funding available across the UK to help. Rather than read out a whole list of things that we have done, let me say that I am sure the Government are doing everything they can to help people in these circumstances.

Lords ChamberTo ask Her Majesty’s Government what assessment they have made of the Nuffield Foundation’s review Changing patterns of poverty in early childhood, published on 14 September; and what steps they intend to take as a result, including in relation to the two-child limit for welfare benefits.
I am pleased to say we have read and analysed the report and note its recommendations. The Government are committed to supporting low-income families and having parents in work, particularly full-time, because we believe that this is the best way to tackle child poverty. In 2019-20, 14% of children under five in working households were in absolute poverty before housing costs, compared with 52% in workless households. That is why our focus is on the Plan for Jobs, and we have no current plans to change the policy of providing support for a maximum of two children.
I thank the Minister for her response, and for how she engages with us regularly on this, but ever since the two-child limit was introduced, successive DWP Secretaries of State have said to us and many others, “Give us the evidence that the two-child limit is increasing poverty.” The Nuffield report is the latest in what is now a long list of reports stating such evidence, so when will Her Majesty’s Government admit that this is now the biggest cause of the growth in child poverty in this country, that it is a failed policy and that it needs to be reformed?
No admissions or confessions today, my Lords. When I read the report, I did not get from it the specific point that the right reverend Prelate made, and I think the best way, as we had such a great engagement meeting last week, is for us to sit down and go through it again so that he can make absolutely sure that I understand that point.

Lords ChamberThe noble Lord’s acknowledgement of the Government’s activities in this field is appreciated. We are very pleased that we have been able to implement our latest package and we acknowledge Marcus Rashford’s passion and commitment, which the Government share. I will need to take the strategy the noble Lord raised back to the department. That is not me trying to avoid the issue; I will do that, and I will come back to the noble Lord in writing.
Families in receipt of legacy benefits, such as employment and support allowance, did not benefit from the very welcome £20 a week uplift in benefits. These people are just as likely to be affected by the financial impact of the Covid-19 pandemic and include many disabled people. Will the Government extend the increase in benefits to include those in receipt of legacy benefits, as recommended by the Joseph Rowntree Foundation’s Keep the Lifeline campaign?
The right revered Prelate raises an issue that many people are raising. The answer I have, in the politest terms, is that we have no plans to increase legacy benefits further. They were increased by 1.7% in April 2020 as part of the annual uprating exercise.

Lords ChamberI will answer again on the £20 uplift. We are in discussion with officials at the Treasury: when a decision has been made, Parliament will be advised. The issue of historic debt is well documented and well discussed. Nothing I can say now will make that situation any different. However, where people are struggling, even when the level has been reduced to the maximum of 25% being taken off, please will they talk to their work coaches, who will turn themselves inside out to help? That is probably not the answer the noble Lord wants—but that is what they are there to do. As things stand, there are no plans to change the benefit cap.
I warmly welcome so much in the Statement and in the decisions made; I also associate myself with those who ask why it did not all happen a bit more quickly. None the less, this has exposed the underlying fundamental structural issues which mean that we are not tackling child poverty in the round and as a whole. What consideration have Her Majesty’s Government given to creating really long-term solutions by forming a child poverty commission, as proposed by faith leaders in their recent letter to the Prime Minister?
The right reverend Prelate is consistent in the issues that he raises, and I understand that. As for this happening more quickly, as I said, we were piloting and we were in dialogue. We were not sitting around waiting to be kicked into touch. As I have also said before, we have tested to make sure that these things can work. As for the long-term issue of a child poverty commission, I am not aware of any plans, but I will go away and double-check for him. I take this opportunity to thank the Church and all the faith groups who are supporting their communities in such an outstanding way.

Lords ChamberThe Government continue to review all the matters at their disposal to help children not be in poverty. These matters are reviewed continually. As I have said to the whole House before, the Government will continue to look at the issues and the things they have got to deal with poverty and will review them on a regular basis.
My Lords, in the light of the Minister’s last answer about continual review, in April 2019 59% of families affected by the two-child limit were working, with many struggling to afford essentials. When the new statistics on the policy are released tomorrow, will Her Majesty’s Government finally agree to review and assess the evidence that the two-child limit negatively impacts children in working families and that lifting it is the most effective way to reduce the number of children living in poverty?
As the right reverend Prelate said, we will be publishing the latest annual statistics related to the operation of the policy to provide support for a maximum of two children tomorrow. I cannot speak about what the statistics might show until they are released at 9.30 am tomorrow. However, I can promise that if there is anything about the statistics or trends which goes beyond what we would expect to see, the department will look into them.

Lords ChamberMy Lords, children in families with no recourse to public funds are at increased risk of facing poverty due to the pandemic. The increases the Government have announced do not offer support to the thousands of children whose parents have “no recourse to public funds” attached to their immigration status, making them extremely vulnerable to the pandemic’s effects. Will Her Majesty’s Government consider lifting the NRPF condition to protect children from poverty?
The changes we have made to the welfare system are part of a broader range of measures brought in across government to meet the need of those affected by Covid-19. We are doing all we can. The Home Office recently lost a judicial review case—not entirely on the subject of NRPF—but we continue to review the situation.

Lords ChamberThe benefit cap is reviewed once in every Parliament. The Secretary of State will do this, although I cannot tell noble Lords when. Until that happens, I am not aware of any intention or plan by the Government to remove the cap.
I thank the noble Baroness for again highlighting how the benefit cap is trapping families in poverty. In light of the report published last week by the Church of England and CPAG which estimates that around 60,000 more families will be affected by the two-child limit due to Covid-19, what assessment have Her Majesty’s Government made of the impact of this limit on families who have made a new universal credit claim since the lockdown?
I will need to go back to the department and ask whether an assessment has been made. I am mindful of the recent Child Poverty Action Group report and was grateful to receive an advance copy. My officials are carefully considering this, and I hope to be able to write to the Child Poverty Action Group and the Church of England this week to cover the point that the right reverend Prelate just made.

Lords ChamberThe noble Baroness knows that I will certainly take that point back to the department. However, I would like to share something with noble Lords. I have been making lots of visits and meeting lots of clients, not just work coaches. We know there are issues with resolving universal credit. That is why we are extending the period, because we are not in the business of going full blast ahead with something that will go wrong and make life more difficult for people. However, one of the things that comes up time and again—I promised that I would say this to noble Lords when I got the chance, but I did not realise that I would get it so quickly—is that work coaches are saying to us that, while there are issues, a lot is going right with universal credit. It is making a difference to people’s lives and getting them into work, it is personal and one to one, and it is really doing well, so please can you help by trying to balance the observations made about universal credit? As to a further delay—I never thought I would get that today—it is best to say that I am unable to commit to one and I jolly well hope that it will not be necessary.
My Lords, can we honour the DWP staff for allowing the BBC in? Many of us look forward to seeing what comes out. They have been very brave; many departments do not do that. I understand that the Minister does listen but some of these things have now been going on since the system’s very inception. Yes, many people at food banks and people who talk locally say that the work coaches are doing a wonderful job. That is great, but it is the most vulnerable who are suffering. Could we please listen to their voice and make some changes very rapidly?
I can give a commitment that we are listening to the most vulnerable. We will make changes as soon as we can, once they have been agreed. There is nothing in it to delay things or to make life worse for people. I certainly do not want to be a Minister who is known for that.
On food banks, I have no doubt, and the previous Secretary of State confirmed it, that usage of food banks was up due in part to universal credit. I do not run away from that point. Last Thursday I sat down in a food bank in Hastings called The Pantry. I will arrange it for any noble Lord who wishes to go there, because it is a most dignified example of a food bank. I asked them: “Why do people use it?” Relationships break down, or people’s priority is to fund their addiction. When their money comes through from universal credit, they are at the cashpoint at 1 am or 2 am to get the next fix or the next drink. One person left a job on a Friday, went to a new job on Monday and by Monday evening it was all over. He found himself in a very difficult position. All credit to the food banks for what they do, but please, do not lay the increase completely at the door of universal credit.

Lords ChamberMy Lords, in the coming years, the main driver in increasing child poverty will be the two-child limit. Low-income families are particularly detrimentally impacted by this. It is predicted that, by 2023-24, this policy will tip 300,000 children into poverty. What plans do Her Majesty’s Government have to stem the rising child poverty levels caused by current policies, primarily the two-child limit?
The right reverend Prelate has been absolutely consistent on the issues around this particular benefit. I was delighted that he could come to our office to talk about them; he put the case to the Minister for Welfare eloquently. We have to keep on, okay? I stand by the right reverend Prelate in doing that. We must also keep on looking at other benefits to make sure that we make life better.
That is a very important question and a good point to raise. I do not know how many assessors are disabled, so I will find out and write to my noble friend. I can say that the assessors are recruited because of their competence in identifying people’s needs with the conditions they have. All of us pay tribute to people who have to live with their conditions; I sometimes have no idea what it must be like to live with those conditions.
My Lords, personal independence payments make a significant difference to those living with mental health difficulties. Sadly, Mind found that only 8% of the 800 it surveyed felt that the assessor understood their mental health and 90% felt that the claims process itself had a negative impact on their well-being. Will Her Majesty’s Government require assessment providers to ensure that they hire more assessors with proper experience of working with people with mental health issues, and audit the quality of the mental health training?
I will certainly pass on the point that the right reverend Prelate raises in relation to assessors having an understanding, directly or indirectly, of mental health issues. On DLA, 6% of recipients received the top rate, while with PIP that has gone to 30%. The issue of mental health is on everybody’s agenda and we are doing more to help people get the support that they need.
