My Lords, it is good to hear the Minister talking so positively about school meals, so why are the Government still rejecting the calls from Henry Dimbleby and public health leaders to extend free school meals to all children in families on universal credit? When food prices are going up so much, we will have more hungry children than we have already.

As the noble Baroness will know, we have extended free school meals to the largest group of children for decades, and we will continue to look at any other measures we can take. I draw her attention to the work that the Department of Health and Social Care has done for infants. It has increased Healthy Start food vouchers from £3.10 to £4.25, which is a significant increase, helping low-income families to buy basic food such as milk, fruit and vitamins, ensuring that families are not choosing between costs and healthy choices. There are many other areas where the Government can assist, such as advice on diet and nutrition that enables families to make the right choices for them.

On food security, as part of the Agriculture Act 2020, we laid before Parliament our food strategy report, which said that we have broadly maintained a fair degree of self-sufficiency. However, I absolutely agree with my noble friend that we need to improve that. We must encourage farmers to continue producing good-quality food on scale and address that we live in a global food market as well as a national one. There are huge pressures on farmers as a result of short-term issues, such as Ukraine, and long-term issues regarding commodity price spikes.

My Lords, the food strategy White Paper rejects the independent review’s recommendation that free school meals should be extended to more children on low incomes, saying that the Government will continue to keep eligibility under review. When school caterers are reporting a steep fall in the number of pupils who can afford school meals, and the Government have provided nothing for children in their additional cost of living crisis payments, is this not the time for action on free school meals rather than further review?

The Government recognise the importance of free school meals for those parts of the population that are on low incomes. That is why eligibility to no recourse to public funds families has been announced. We will continue to support families whose children require free school meals.

I think I can give my noble friend some assurance here. Tenant farmers will be able to take out agreements under the sustainable farming incentive scheme, which begins being progressively rolled out next year. The Tenant Farmers Association has not raised any issues about tenancies preventing tenant farmers from entering into new environmental land management schemes. My colleague Victoria Prentis, the Agriculture Minister, met with the chief executive of the Tenant Farmers Association this week, and my noble friend’s concerns were not raised.

My Lords, the food strategy emphasised the importance of free school meals for all disadvantaged children. Will the Government therefore commit now to making permanent, and widening, the welcome temporary concession which extended free school meals to children in some families with no recourse to public funds, as called for by the Children’s Commissioner for England, the Food Foundation and many others?

My Lords, the Government encourage all schools to promote healthy eating and provide healthy, tasty and nutritious food and drink. Compliance with the Requirements for School Food Regulations 2014 is mandatory for all maintained schools, and efforts are always made to make sure that children from low-income families have access to good, nutritious school meals.
