Commons ChamberThe British road safety statement, published in December 2015, sets out the Government’s priorities for action, including measures to help vulnerable groups to stay safe on roads, extra money to crack down on drug-affected drivers, and tougher penalties for using mobile phones while driving.
Is the Minister of State aware that the King’s Lynn guide dogs forum is campaigning hard to highlight the impact of selfish pavement parking on blind and visually impaired people? It also recently took me on a blindfolded walk through the centre of King’s Lynn, which brought home to me the scale of this problem, and I highly recommend that the Minister of State and Secretary of State do such a blindfolded walk with the guide dogs organisations in their constituencies.
I went on such a walk a few weeks ago in Spalding town centre, and I recommend it to hon. Members; I know many will have done it. It gives an entirely different insight into the struggle that people have getting around town centres when others have inconsiderately parked and there are many obstacles in their way. It also gives a real understanding of how wonderful our guide dogs are. It is important that the Government do their bit. Of course the charitable sector does an immense amount, too. I certainly take my hon. Friend’s remarks seriously. We will look closely at what more can be done, but he can be absolutely certain that I and my colleagues in the Department will be champions of the interests of people who are visually impaired and use guide dogs.

Commons ChamberMy hon. Friend is well aware of the investment that we have made in the A47, which affects his constituency and indeed mine, to some degree. I know that he has been a consistent and effective campaigner for improvements to the road, and I look forward to continuing to work with him to complete those improvements.
Given that nearly 30 years ago, back in 1988, the then Transport Secretary promised to dual the entire length of the A47, will the Minister give serious priority to the six schemes that are currently planned, and ensure that they start as soon as possible?
There is indeed a series of schemes for improvements along the road, particularly in the parts where it could be dualled, and, as my hon. Friend will know, Highways England is looking into the matter. However, I think that I should meet my hon. Friend on the road, with representatives of Highways England and my officials, to look at the specificity of this, because I owe him and the House that at least.
The hon. Gentleman knows that the process was competitive. It was described by the spokesman from that sector as “very good news”. My right hon. Friend the Secretary of State took a personal interest in this matter because of its significance and he used his usual endeavour and diligence to ensure that we got it right. He personifies that approach in running this Department.
Does the Minister share my support for the recent and very high level of investment in clean offshore energy off the coast of Lincolnshire, Norfolk and the Wash? Does he agree that it makes no sense for communities in those coastal counties to have controversial onshore wind farms forced on them unless there is overwhelming public support?
My hon. Friend will know that, since I became the Minister, we have called for evidence on both the community benefit and cost of onshore wind. It is critical that communities see that benefit and feel a sense of ownership over developments that affect them. During the process we will of course allow the normal expressions of interest by both proponents and opponents of onshore wind and will then consider them, as the Prime Minister said yesterday. When we have met our current targets, we will have to consider what to do. I suggest, as the Prime Minister has done, that all parties need to have that discussion.
