Does my right hon. Friend recognise that consumers in rural areas with no mains gas and predominantly solid wall properties still find it difficult to access help to cut their fuel bills? He has visited such properties in my constituency. Is he still working to help them?

I am grateful for my right hon. Friend’s question and he has been a real champion of that issue. When I visited his constituency I saw how some rural properties off gas grid have high energy bills because they cannot use gas. This is very much at the heart of the new thinking in our draft fuel poverty strategy, which is now out to consultation. The Department has stepped up its work on that, and we hope to bring proposals to the House by the end of the year.

The hon. Gentleman really is suffering from amnesia. There was a 13-year period in which Labour could have done something about that and failed. In fact, Labour took price controls off. The leader of the hon. Gentleman’s party refused to refer the energy markets to the Competition Commission; this Government have done that.

Some of the highest fuel bills and worst fuel poverty are faced by people in rural areas who are off the gas grid and by the small but even more vulnerable group of people who do not even have mains electricity. Is my right hon. Friend going to introduce some targeted measures to help these vulnerable groups?

My right hon. Friend is absolutely right to point out that many households that are off the gas grid and the small number that are off the electricity grid suffer high energy bills. Interestingly, the new analysis we have done for our fuel poverty strategy shows much more clearly than the measures used under the previous policy that that is a key group of people we need to help. That is what we will be doing very soon when we produce our draft fuel poverty strategy, in which he will see a number of measures.

The more I read the new clause, the objective of which I fully support, the more concerned I am that if it were in the Bill the Minister would be open to judicial review from an aggrieved party who made an unsuccessful bid to buy Royal Mail and wanted to judicially review the Minister’s unreasonableness in going ahead with a sale on the basis of an agreement between Royal Mail and the Post Office.

My right hon. Friend is absolutely right. Let us be absolutely clear: the problem with Royal Mail has been the inaction, particularly from the previous Government, that has led to its parlous state. We do not want to create significant risks of legal challenge that would undermine the modernisation and investment process that Royal Mail needs to deliver on the universal postal service and that we need to ensure that the post office network does not have to face the closure programmes we saw under the previous Government.
