Commons ChamberAcademies are still perfectly free to buy into the services that are provided by local authorities and in many cases they do so, particularly when they are of a high quality. They now simply have more freedom to choose how they do that.
I hope that my hon. Friend the Member for Mid Dorset and North Poole will understand that, because of the proximity of the comprehensive spending review and the work that is ongoing on the Green Paper, I am not able to say more about the outcome of the work that I have said we want to do to put funding for educational psychologists on a more sustainable footing. As I have said, we are committed to this issue and I am aware that the situation at the moment is simply not a sustainable solution. I am also clear that educational psychologists are a key part of any reformed special educational needs system. Adequate numbers of specialists will be essential, no matter what reform we choose after consultation.
It is worth my saying a few words about some of the key principles that are guiding our work on the Green Paper, because they are relevant to the debate and pick up on some of the points that my hon. Friend made. I am clear that the system is far too adversarial, with parents all too often feeling that they have to battle to get the needs of their child recognised, let alone catered for. There are some excellent examples of good practice, but unfortunately all too often there are harrowing tales of poor practice. We must get better at identifying need early, diagnosing accurately and putting in place the right support to meet the child’s and, indeed, the family’s needs.
We need a more transparent system in which assessments are streamlined and easier to cope with—a system that focuses more on outcomes for the child and the family and not just on ticking boxes on a piece of paper. I want parents to have more choice and involvement in decisions about their child’s education and care. Much more can and should be done to raise the attainment of children with special educational needs and disability as well as to raise expectations of achievement. Key to all those areas of reform will be educational psychologists. We need to make much better use of their skills in assessment, advising teachers and schools, and working with families and children.
Does my hon. Friend recognise the urgency of giving a clear signal that there will be training opportunities for educational psychologists, to both potential candidates and university departments?
I recognise that this issue is absolutely urgent, but my right hon. Friend will acknowledge that I am not able to say anything about this before the comprehensive spending review on Wednesday, as it is way above my pay grade. However, I am very clear that this issue is critical to the reform that I want the Government to push forward in the Green Paper, which we will publish later this year. I am sorry; I know it is very frustrating for hon. Members who want answers now. They are quite entitled to come and ask the Government about this and I am relieved that so many people feel so strongly about it, but at this stage all I can do is assure Members that it is absolutely on my agenda.

Does the Secretary of State realise that the arbitrary rules of Labour’s Building Schools for the Future programme excluded schools in desperate need of replacement in counties such as Northumberland? Will the mechanism that he proposes to use allow for some of those urgent cases to be considered?
I am very conscious that Building Schools for the Future was constructed, as I have pointed out, in an absurdly bureaucratic way and often meant that schools in real need, such as The Duchess’s community high school in Alnwick, did not receive the funding that quite properly the right hon. Gentleman has argued for. It is hoped that our review will concentrate on ensuring that all schools in need receive the funding that they deserve.

I know that in Stockton there are real areas of need and deprivation, and I know that the hon. Gentleman will raise his voice on their behalf. I also know that Stockton has reached the outline business case stage of the Building Schools for the Future programme, and that a significant amount has been invested—more, perhaps, than needed to be invested, because of the additional bureaucracy. I intend to ensure in future that the costs faced either by Stockton or by any other local authority are reduced to the absolute minimum, so that we can prioritise front-line funding.
Is the Secretary of State aware that Building Schools for the Future did not provide properly for schools that perform well but have buildings in a disgraceful state, such as the Duchess’s community high school in Alnwick, and can he offer any hope to schools in that position, whose record of good results impairs their ability to get buildings they desperately need?
My right hon. Friend makes a very good point. The aim of Building Schools for the Future was to ensure that funding is prioritised for areas of need, and understandably so, but it is also the case that Building Schools for the Future amounts to less than half the total available schools capital, and there are funds available to repair schools such as the Duchess’s high school in Alnwick, which I and the Minister of State, my hon. Friend the Member for Bognor Regis and Littlehampton (Mr Gibb), have visited, and which, having visited, I know are in need of repair. I will look sympathetically on the case my right hon. Friend makes, and I hope that I or one of my ministerial colleagues will have a chance to visit Alnwick soon to see for ourselves how the school is coping.

Commons Chamber12. For what reasons his Department plans to replace regional development agencies with local economic partnerships.
15. What plans he has for the future of the regional development agency in the north-east; and if he will make a statement.
The Government intend to replace RDAs with local enterprise partnerships and to bring together business and local authorities to establish local accountability. Where they enjoy clear public support, the partnerships may take a similar form to existing RDAs. In making the necessary reductions in RDA budgets and reviewing their functions, we will seek to mitigate the impact on economically vulnerable parts of the country.
I congratulate the hon. Gentleman on being returned to the House. I remember that he was a formidable force in the Government Whips Office in his day. He has already noted the acceptance that the west midlands has particular structural problems, and they will be taken into account in the reordering of the RDAs. In my first answer, I stressed that the changes depend very much on the reaction of local business and local authorities. I am sure that he will make representations to Birmingham city council and local businesses, and I hope that they will reflect the priority that he wishes to give.
I thank my right hon. Friend for the part that he played in securing a very clear assurance from the Prime Minister yesterday that One NorthEast will continue to have a key role as a regional development agency. Will that role and the way in which it is structured enable it to continue to assist existing and new firms to develop the private sector, for example in assembling land where needed?
I hope that it will continue to play a positive role. My right hon. Friend has been extensively involved in supporting the north-east, and I talked to him about these things on the several occasions I visited Newcastle and the region. He knows that one of the early decisions that came to me was to appoint the new chairman of One NorthEast, and appointing someone to manage the transition was a statement of a wish to maintain an element of continuity. I do not pretend that the RDAs will not change: they will, but I recognise that the north-east is a particular case because of its very high dependence on public sector employment and the generally very positive feedback I get about One NorthEast.
No, I cannot tell the hon. Gentleman now, because as I explained earlier, all these projects are being reviewed. I know perfectly well that there is a strong case in this instance, but we have to review value for money and affordability in every case.
T5. Will the Government’s apprenticeship initiative provide scope for the training of blacksmiths and other heritage crafts, bearing in mind the concerns of blacksmiths in my constituency that the new entrants training scheme for blacksmith training seems to have been closed down following the decisions of the previous Government?
I know that my right hon. Friend has a strong interest in this subject, and I assure him that the Department is committed to improving the apprenticeship regime for craft skills. I have also already had a meeting on how we can improve the qualification regime so that specific qualifications in craft skills are properly recognised and funded—something that disappeared under the previous Government.
