Grand CommitteeMy Lords, the amendments in this group are mainly to do with promoting constituencies that are genuine, from a community standpoint, rather than percentage purity. Percentages are useful, but they are a tool; community and geography should trump them. The Committee just heard from the noble Lord, Lord Forsyth, on his amendment, which would make the job of the Boundary Commissions even more difficult than the Government have. The House of Commons Library tells us that the quota is likely to be in the area of 72,600, so 2.5% either side of that would mean a flexibility of no more than 1,800 either way—that is people, not percentages. This would be far less than most local government wards and would lead to the splitting of both wards and polling districts in all but the smallest of rural wards. That amendment would make a poor Bill worse.
The other three amendments all attempt to improve the lot of the Boundary Commission in, hopefully, getting cohesive constituencies based on genuine communities. The flexibility offered by the 5% tolerance from the quota gives 3,600 people—not percentages—either side of it. Amendment 15 would move that up to 5,400. Amendment 16 would move it up to 5,800, or 7,260 in certain cases. Amendment 17 would shift the figure to exactly 7,200. An amendment being tabled next week would move it up to 10,900 in Wales. I trust that we can manage to consolidate these amendments at a later stage.
One of the fallacies of being in the grip of percentages is that the 5% used in the 2018 proposals for the 600-seat House of Commons—which are now well behind us—gave a tolerance of 3,900. These present proposals would reduce that further, as the noble Lord, Lord Lennie, alluded to earlier.
I often try and look at the other fellow’s viewpoint. We can learn a little of Her Majesty’s Government’s thinking by going back in history. Over the years, the inner-city constituencies lost population and the suburbs increased. Conservative politicians thought that meant that their constituencies were disadvantaged. Perhaps the breaking down of the “red wall” might change that a bit.
I am pretty certain that greater flexibility will assist principally in giving, let us say, a modest-sized town its own seat, rather than having to lose a bit of it to another seat or having to take in a small part of a rural area just to make up the numbers. It is of course far easier to use the building blocks of wards and polling districts to build constituencies in large cities. Small towns and large seats in rural areas are the ones that will really benefit if we can change this business of percentage purity. I hope that we can do something to make the geography and community sense of our constituencies real for people to absolutely understand.

Lords ChamberI thank the noble Lord for his question. As for the situation in Sowerby Bridge, he will be pleased to know that there is now a much tougher access to banking standard, which was set up by UK Finance following a review by Professor Griggs, and requires impact assessments to be undertaken. He will further be able to reassure the resident of Sowerby Bridge that she has access to the Post Office network—some 11,500 outlets—and that as a result of the banking framework agreement now in place, 99% of personal banking services, and 95% of the small business banking services to which she referred, can now be transacted through the Post Office in Sowerby Bridge. I hope that that will bring some reassurance, and even festive cheer, to the noble Lord and to the bakery concerned.
My Lords, the nearest town to Greetland is Elland. We did have six banks; we now have none. Just up the Calder Valley, as the noble Lord has said, are Sowerby Bridge and Hebden Bridge; they are in the same position. Real hardship to customers, retail businesses and small businesses is a fact. The mighty banks should not treat their loyal customers with such disdain. If I may comment on what the Minister said—

There is a mighty Act, the Financial Services and Markets Act 2000, which is over 300 pages long. Although it makes no reference to branches, there is a regulation-making power in Section 426. I put it to the Minister: could an order be laid authorising the Financial Conduct Authority to give due regard to the need for banks to give proper branch services to towns and communities without banks?
Fair banking principles are upheld currently by the Financial Conduct Authority. I come back to the point that the access to banking standard is now in place, and has been in place since last year. It requires much greater consideration and consultation before branches are closed. Alongside that, the Government have been investing in the Post Office network to the extent of some £2 billion since 2010. Those two factors will, I believe, help address the majority of concerns.

My Lords, I, too, welcome the noble Lord to his new role. It is now nearly six months since the announcement that the airport was not going to open. It has been a disastrous six months for St Helena, not knowing about the airport or whether the sea service was going to continue. Bearing in mind that the first call on the overseas aid budget is to look to the overseas territories, does the Minister agree that it would be right for some of those extra resources for overseas aid to be used to assist people who are trying their best in the tourism industry in St Helena, which was bereft of tourists this summer, so that those businesses can be kept afloat?
Those specific points about compensation are a matter for the St Helena Government, and representations should be made there. But the Government are committed to this. That is why, when asked about the flight, I said Her Majesty’s Government would be looking to provide a subsidy during the initial period to ensure that that flight can operate. That is why we have also said that we are committed to ensuring that the Royal Mail Ship “St Helena” continues in service until June next year and why we have also commissioned these additional pieces of research to look particularly at the issue of wind shear—which, of course, is stopping some of those flights from coming in. I totally agree with the noble Lord on the importance of this.

Lords ChamberMy Lords, it is good to have the contribution of the noble Lord, Lord Walpole, and for him to extol the virtue of rail travel to Norwich. I am afraid, however, that I cannot say much about that. I leave that to someone else on another occasion. What the announcement means is that the new train will be electro-diesel. At some point you may even be able to go from London to Norwich and then a diesel will take you on to Great Yarmouth. That could well be possible because of this new way forward. He can at least have the comfort that there are these possibilities of enhancement. I have nothing to say at the moment, I regret to say, on further electrification beyond that which has been announced—or indeed on any other enhancements other than those in the Statement. However, the noble Lord knows about campaigning and knows how to make the case, and I am sure that he will continue—just as he has this evening—to do that.
My Lords, is my noble friend aware how warmly welcomed this announcement will be in the north-east of England, which is the home of the railways, of Stephenson and of the Stockton and Darlington Railway? This is a fantastic announcement for the north-east, which comes on the back of that great announcement of the planned reopening of the Teesside Cast Products at Redcar and the thousands of jobs that that will mean, which itself came on the back of announcements about the Tyne and Wear Metro upgrade of half a billion pounds. This is a huge amount of good news and demonstrates this Government’s commitment to that region. Would he care to contrast that announcement with the time a year ago when the Labour Cabinet arrived in Durham to mothball the TCP plant at Redcar and to postpone the announcement on Agility Trains? Would he care to contrast those two approaches to manufacturing in the north-east of England?
My Lords, I am grateful for the comments my noble friend Lord Bates. Clearly, as a north-easterner, he is very concerned and happy that there is to be investment there. He is quite right to point out the change that has taken place. This positive piece of work will go on there. Not only will north-east England benefit from new employment opportunities, there will be the possibility of even greater employment opportunities because of the railway factory and other places that will enhance and put further work there. He is right that this is a real piece of work about which the coalition Government can be really be proud. As I say, this is a real good news story.
