T8. The Minister previously promised me that he would discuss cold alarms with the energy suppliers and let me know their response, but he has not. With people choosing between heating and eating, and with prices ridiculously high, will he please now tell me what progress he has made on cold alarms, which will alert vulnerable people and their carers when temperatures become dangerously low and prevent more unnecessary deaths this winter?

I had a terrific visit to Kettering and I would like to praise my hon. Friend and his council colleagues for a project which is an exemplar of the way to involve communities in supporting onshore wind and a range of energy efficiency measures, which are seen as part of an holistic whole, bringing new housing, new services and proper infrastructure in a well-planned way that is supported by the community.

We know that many older people do not adequately heat their homes, which puts them at risk of illness and death. Will the Minister update the House on any progress made in discussions with suppliers about the installation of cold alarms, which would alert householders and carers when temperatures become dangerously low?

I cannot give the hon. Lady an up-to-date view on that, but it is a very important measure in which I know that she has taken a great personal interest, so if I may, I will write to her and give her a bang up-to-date report of where we are.

I am very happy to scotch the hon. Gentleman’s baseless scaremongering and political point-scoring. The fact of the matter is that we are going forward with the CCS programme, and it is going to be successful, unlike Labour’s failed attempts at CCS. We have two preferred bidders in place, and it is backed by £1 billion, putting the UK at the front of the global race for carbon capture and storage.

8. What recent assessment he has made of the likely level of future fuel poverty in the UK.

It has been much more challenging than we anticipated, not least because when we entered government we found that the previous Government had done absolutely no work on this whatsoever. This is the first renewable heat scheme of its type in the world, and heat is much more difficult to quantify and value than exporting electricity, but it is good news. We prioritised industrial heat and are now moving on to domestic heat, and I am looking forward to the scheme’s launch this spring.

The Minister claims that the energy company obligation will help people in fuel poverty, but is it not true that nearly 60% of the funding will go to households that can already afford to pay, not to those people in fuel poverty?

It is anticipated that more than £500 million of the ECO funding will go directly to the most vulnerable and those who need it most, but the balance of the energy company obligation is intended to support roll-outs street by street. It was the specific nature of previous Government schemes under Labour that made them so bureaucratic and ineffective. Our view is that we ultimately need to focus on properties, not just the individuals who live in them.

6. How many people self-disconnected from their energy supplies in the last 12 months.

The Department does not hold, and never has held, this information. However, Ofgem monitors disconnection issues more broadly, and in particular the obligation on energy companies not to disconnect vulnerable customers during winter months. I am pleased to be able to tell the House that Ofgem’s latest figures show that in 2011 the number of people disconnected from their energy supply for debt-related reasons fell by 54% for electricity and 59% for gas.

The energy companies proudly tell us they rarely disconnect customers. However, last year they installed prepayment meters to recover debt in more than 200,000 households, which increases the cost of power and, more importantly, means some households cannot afford to use gas and electricity. Will the Minister ask the energy companies to record the number of people who are so-called “self-disconnecting”?

This is obviously an issue for Members on both sides of the House, and we need to do more to address it. I am very pleased that we have made progress in reducing the total number of disconnections, but I take on board the hon. Lady’s point and I would be very happy to meet her to discuss her ideas.

He, like me, is a great champion of community energy, but I am afraid he is tempting me down the path of forecasting the Budget, which is a somewhat career-limiting move for junior Ministers. I can say, however, that we have established a community energy contact group to discuss those issues, about which he knows I am particularly passionate.

T3. Does the Secretary of State support WWF’s earth hour on 31 March, when across the world, everyone will be encouraged to switch off lights for one hour to highlight the issue of climate change? What will he do to promote earth hour?

The reason we have created marine energy parks is to bring together resources in a co-ordinated and strategic fashion, which has not happened in the past. My hon. Friend’s point is extremely well made and very valid. I expect a significant part of the Department’s research budget—£20 million—to be set aside for wave and tidal technology and to flow to his part of the world.

The energy companies tell us that very few customers are disconnected, but we know that many customers are so-called self-disconnected because they cannot afford to put credit on their pre-payment meters, especially if they are already paying off previous arrears through the meter. Will the Minister as a matter of urgency ask the energy companies how many people are self-disconnected?

10. What steps he is taking to ensure that consumers receive advice on energy-saving measures.

Reliable advice will form an important part of the new green deal framework to be introduced in 2012. Having a comprehensive assessment setting out energy efficiency measures that are likely to be suitable for each individual property along with the potential opportunities for microgeneration and renewable heat will be a crucial step in every green deal journey.

I have been doing energy surgeries with E.ON in Bolton West, where it has a large base, to advise constituents on ways in which they can cut energy, reduce bills and stay warm. Considerable concern has been raised about the complexity of tariffs and the difficulty, especially for the elderly, of finding the cheapest supply. What can the Government do to help?

[Gregory Barker]

This is something we are looking at. We have engaged with all the major energy suppliers to create far simpler tariffs. The hon. Lady is absolutely right and if she has something to add—it sounds as though she has—I would be very happy to meet her to harvest her ideas and make sure they are included in the new, improved tariff arrangements that we are bringing forward later this year.

Yes, it certainly does. I can confirm to my hon. Friend that in relation to funding energy efficiency improvements, the green deal should apply to park homes if they have an appropriate energy meter and qualify under the normal rules. Later this year, we will consult on the size and scope of the energy obligation, including the types of property and householders qualifying for support, and that will include park homes.

With around 30,000 people dying of cold each winter, the introduction of smart meters and ever-increasing fuel bills, will the Minister meet me to discuss the promotion of cold meters, which sound the alarm when the temperature dips below safe levels? That is particularly important for elderly people.

Yes, I will certainly meet the hon. Lady to discuss that. It is not an idea that I have heard a lot about, but it sounds very sensible. The great thing about the green deal is that we want to encourage the introduction of new technologies that will help the consumer.

My hon. Friend is absolutely right that the Secretary of State is an important member of that group. Its report will be published later in the year. Here in the UK, we are taking an active role in trying to develop the private sector solutions that must be part of the overall funding package for developing countries, both in adaptation and mitigation.
