Large-scale deployment of solar will be achieved only if costs come down, but I can assure my hon. Friend that the way in which the new mechanism works means that if deployment suffers because the tariff clearly is not generous enough, that will be reflected in the figures that inform the cut. If deployment undershoots, there will be no cut in the following quarter—or, indeed, the quarter after that if it is still undershooting. My expectation is that industry costs will continue to fall in the short to medium term, although perhaps not at the staggering rate that we saw last year and in the first quarter of this year. We certainly look forward to some very exciting times in which the industry not only becomes cost-competitive with all the other major renewables, but actually reaches grid parity within this decade.
Carillion Energy, which is headquartered in my constituency, is undoubtedly keen to benefit from the Minister’s TLC, but I wonder whether he truly comprehends the devastating impact that the recent chaos and U-turns have had in Newcastle, with people afraid for their jobs, small companies going bust and large companies unable to plan. Many have sought to focus on the green deal to create new jobs. Can the Minister guarantee that the green deal will meet its targets and so incentivise the move to a low-carbon economy and the creation of the jobs that go with it?
I can indeed. I can also say that, within the past few days, I have met the chief executive of Carillion, who was very confident and positive about both the green deal and the way we propose to take forward the wider green agenda.

Absolutely. We are very pleased that as a result of our reforms we shall be able to increase the tariff for micro CHP. So far there has been relatively little deployment of such exciting technologies, but I hope that the industry will now grasp the opportunity with both hands and that we shall see a greatly increased uptake.
The Minister will recall that in December he met my hon. Friend the Member for Gateshead (Ian Mearns) and me to discuss the terrible impact of his changes on my constituents who work for Carillion, which has announced 4,500 redundancies. I hope that the measures announced today will safeguard jobs. I shall study them in more detail, but what measures will the Minister take to ensure that the uncertainty created by his actions does not spread to the green deal?
I think that people will take confidence from the fact that we are managing the budget responsibly, and introducing budgetary mechanisms that allow the available subsidy to be spread over the whole budget period. We shall no longer see the boom and bust in feed-in tariffs, and indeed in the green deal, that we saw under Labour’s scheme.
Obviously, planning per se is a matter for the Department for Communities and Local Government, but we are keen that where any renewable energy installation occurs in a local community, the local community should share in the wider benefits and the financial benefits, helping them to retain some of the business rates in their community and potentially to take ownership of those assets through community share ownership. There is a whole range of community benefits, but we need to do a better job of explaining them to local residents.

Commons ChamberClearly there is a huge investment agenda, and my right hon. Friend is right, but we see that as an opportunity as well as a cost. He will also know that the cost of doing nothing and standing by while climate change hits the world progressively through this century will be considerably greater than prudent early action.
14. What recent discussions he has had with ministerial colleagues on attracting private sector investment into low-carbon technologies.
The Secretary of State regularly meets ministerial colleagues, and attracting private sector investment is one of many topics considered in their discussions on promoting a low-carbon economy and long-term green growth.
As the Secretary of State knows, many innovative clean-tech start-ups throughout the north-east are crying out for funding. Given that the green investment bank cannot borrow and £3 billion is not going to build us our green future, what will he do to ensure that more funding is available?
I think the hon. Lady misunderstands the role of the green investment bank. It is there to spur private sector growth and investment, which is ultimately going to deliver the green investment and green growth that we need. The bank, with £3 billion, which is considerably more than the Labour party proposed, is going to be a real engine for growth, but it is not the only show in town; there is a whole range of other policies that we need to promote a green enterprise recovery.

Commons ChamberThere will certainly be scope for heating systems to be included in the green deal. We want the green deal to be as technology-inclusive as possible, and we want to drive innovation. Any energy efficiency measure that costs less to install than it pays back over a specified period will be eligible. That includes heating measures.
22. If he will assess the effect of recent winter weather on the heating bills of the elderly and others in the Newcastle upon Tyne Central constituency.
Local area energy data are produced on an annual basis covering all homes in a local area. As such, it is not possible to assess short-term changes in energy consumption by specific household types. However, the latest information suggests that eligible households in the Newcastle upon Tyne Central constituency have received between one and three cold weather payments so far this winter.
This week, Eaga—the green energy company that is headquartered in Newcastle—placed 1,400 people on notice of redundancy as a direct result of the 70% cuts to the Warm Front programme that the Government have implemented. Considering 18% of Newcastle constituents live in fuel poverty, will Newcastle not suffer twice over as a result of the Government’s approach to fuel poverty?
I am very sorry to hear about the redundancies at Eaga. That is very regrettable. Eaga still has to fulfil about 70,000 jobs this winter, between now and the end of the financial year. However, we need to get more investment into the energy efficiency sector in the long term, which means opening it up to the private sector and getting in billions not hundreds of millions. The green deal is the way forward to achieve that.
