My Lords, I agree with my noble friend’s comments, and I am sure he will agree with me that my right honourable friend the Prime Minister has prioritised this issue not just at the Commonwealth summit but subsequently. I am sure the House will join me in thanking her for the important progress we have seen on this important human rights issue. My noble friend is right to draw attention to parts of the Commonwealth where suppression and persecution of the LGBT community is very much in evidence. We continue to work bilaterally to raise these issues of concern. I have had various discussions with the noble Lord, Lord Collins, on this issue, and his idea of having champion countries in different parts of the world is something I am pursuing with colleagues at the Foreign and Commonwealth Office. I look forward to working with Members of your Lordships’ House in further strengthening our work in this area.

My Lords, is not one of the reasons for this very harsh treatment of this community in Commonwealth countries the attitude of the churches, which in a country such as Uganda are very reactionary? The representatives of the churches in this House are civilised and enlightened people. Could one perhaps request them to use their influence in this direction?

I am also the Prime Minister’s envoy on freedom of religion or belief. Religion or faith is for all of humanity and, whatever faith it may be, it teaches not just tolerance but understanding and respect for the rights of others. I talked of working with your Lordships’ House, which includes the Spiritual Benches. I know that the Church of England is playing a very important role in promoting understanding and respect for all people across the Commonwealth, including the LGBT community.

My Lords, I agree with my noble friend. The Commonwealth is desperately underleveraged in terms of what it brings together in common languages, common history, common cultures and common opportunities for the future. I am delighted, as all noble Lords will be, that we now have an additional Commonwealth state; the Gambia has joined the Commonwealth family. On my noble friend’s specific questions, the priorities of the Government will reflect what will be decided during the course of the Heads of Government meeting itself, but already we are seeing some real focus on the important areas of empowerment, girls’ education and 12 years of quality education; on areas of cybersecurity; on trade; on tackling issues around climate change; and on the broader agenda of human rights. All these will be reflected during the two years of the UK’s chairing during this period in office.

My Lords, is not one of the important aspects of the Commonwealth relationship that of higher education? I have taken part in two conferences on that in two citadels of learning, New Delhi and Aberystwyth, both of which are very successful. Can the Minister tell us anything about the degree of prominence that this might have at the Commonwealth summit?

The noble Lord is correct in his statement that the university sector is an important part of the Commonwealth. In this regard, the Commonwealth summit unit within the Cabinet Office is working very closely with the Association of Commonwealth Universities, which has over 500 members, and the Commonwealth Scholarship Commission, which has 900 scholars and thousands of alumni. As for our own commitment, we are giving over £25 million in the current year on the issue of Commonwealth scholarships. These are all part and parcel of the engagement. I am sure all noble Lords will be pleased to know that there is a specific youth forum during the Commonwealth summit week, which is being organised by those 60% of people under 30 across the Commonwealth family.

As ever, my noble friend speaks with great experience in this area, and she is of course correct. If we look at the previous quarter, in which the overall university funding pot for this year has now risen to more than £29 billion, and compare it to just a few years ago, when the funding was £12 billion, that shows once again, as I have said already, that our universities can now benefit from sustainable long-term funding.

My Lords, is not the Government’s policy on university finance a total shambles? First, it costs taxpayers more than the system that preceded it. It also imposes extreme burdens on young students, does not guarantee—contrary to what has been said—a stable level of funding for universities and offends against both social justice and managerial efficiency. Should not the Government, including their unhappy Liberal Democrat component, think again?

First, I assure the noble Lord that we are all happy here on the Front Bench. I disagree with the noble Lord and he is, in fact, incorrect. The reforms we have brought forward are not returning less, as he suggests, than had we not made them. He should check his facts there. They say that the proof is in the pudding; let me share some facts here. According to the Association of Graduate Recruiters, in February 2014, graduate jobs were up by 10%. BT, for example, announced 1,000 new apprenticeships, including graduate jobs. Employment rates for young people holding first degrees are now at their highest level since the second quarter of 2008. That is a success story.

I am sure that the noble Lord has heard that advice. I am also advised that my noble friend Lord Lloyd-Webber has a musical, as noble Lords will know, which has also been recommended as being well worth going to see.

My Lords, is not the real problem in this case the policy of concealment that is repeatedly conducted by successive British Governments and key civil servants? Is not an American sociologist right in saying that the reason for this country being so badly governed is the curse of secrecy?

My Lords, the Americans are our friends and we listen attentively to their advice. However, I believe that we make the best decisions here in the light of our own justice system. As I have already said, the information which is being withheld is being so withheld to protect those who are still living. It is entirely appropriate that we protect their sensitivities.
