Commons ChamberI join my hon. Friend in applauding the efforts of farmers across the country. In the past five years, our agri-environment schemes have delivered excellent long-term benefits, including 150,000 acres of habitats, the planting of more than 11 million trees and the restoration or planting of 950 miles of hedges. All of this supports our long-term pledge to be the first generation to leave the environment in a better place than we found it.
Welsh farmers face a future of unprecedented uncertainty. Will the Secretary of State commit to devolving agricultural funding according to need, rather than through the unfit-for-purpose Barnett formula?
I can absolutely assure the hon. Lady that we will consult in great detail on future policy with all the devolved Administrations once we have left the EU, to ensure that we focus on what is best for our UK food and farming producers rather than for 28 EU member states.

Commons ChamberI could not agree more; my hon. Friend is exactly right. The UK is leading on the deployment of renewables—we are getting down the cost of those technologies through our policies—and through our commitment to decarbonisation and tackling climate change, and to showing the rest of the world how much we want to lead in this area, which we will continue to do.
Policy favouring small modular reactor technology offers affordable innovation in low-carbon energy, which is important in these days, as well as equally important manufacturing opportunities. Trawsfynydd in my constituency offers the ideal site for SMRs and, indeed, advanced reactor technology. Does not the Minister agree that the DECC process to select an SMR technology for generic design safety assessment should move forward with greater energy and a focus on a realistic shortlist of organisations?
Yes, I agree that we need to move forward with this. The Government have recognised the potential of small modular reactors, and we have announced that we will invest at least £250 million over the next five years in an ambitious nuclear research and development programme that includes the competition the hon. Lady mentions. We have committed to publishing an SMR delivery road map in the autumn to clarify the UK’s plans for addressing the siting issues that she mentions, as well as regulatory approvals and, vitally, skills issues.

Lady heard my initial comment, which was that we have been able to put forward our proposal to restrict surface drilling in any of our most protected areas, not limited to national parks but including many other valuable spaces, through licensing. As things stand, we are waiting for our report in response to the industry consultation that closed on 16 December, and we will make our announcements very soon.
10. What assessment she has made of the effect of increased energy generation on the national grid.
As more domestic, community and business generators come on stream, the demand for grid connection is increasing, as the hon. Lady rightly points out. Accommodating this is the responsibility of the network companies, overseen by Ofgem. Network companies publish long-term plans setting out how new generation and demand will be managed. She might like to take a look at National Grid’s annual electricity 10-year statement as a good example of this.
Let us face it: National Grid is notorious for stifling new energy projects at birth in rural Wales. Given that the draft Wales Bill proposes devolving generating stations up to 350 MW but not transmission, how will the Minister work with the Welsh Government to ensure that that is not an empty promise?
I can absolutely assure the hon. Lady that the Government are committed to the Welsh devolution Bill, as set out in the Silk commission, and that is going through. Specifically, Ofgem, through the electricity distribution network price control, has approved about £24 billion of investment in the distribution network for between 2015 and 2023, and about £1.7 billion of that is for the distribution company responsible for north Wales, including the hon. Lady’s constituency.
Yes, I can give my right hon. Friend that reassurance. The Government’s intention is to announce soon the areas in which it will not be possible for drilling to take place at the surface, and that will include all of our most valuable areas. At the moment we are defining the scope and precisely how the arrangements will work. I hope that totally reassures him and other hon. Members.
The Government recognise that some concerns have been expressed about fracking being carried out from wells drilled at the surface of some of the UK’s most valuable areas; in particular a number of groups have voiced concern about sites of special scientific interest. The national planning policy framework already makes it clear that a development should not normally be permitted if, either individually or in combination with other developments, it is likely to have an adverse effect on special interest features of an SSSI. That applies even if the development itself is outside the boundary of the SSSI.
In addition, under the Wildlife and Countryside Act 1981, as amended, consenting authorities have a duty to conserve and enhance the features of sites of special scientific interest; that duty must be incorporated in their decision making. We have considered carefully how we can protect SSSIs and are confident that the existing planning and regulatory regime already accords them strong protections.
I stress that even when the draft regulations and the surface restrictions are in place, a company looking to develop shale will always need to obtain all the necessary permissions, including planning and environmental permits, before hydraulic fracturing can be carried out.
I note what the Minister has said about national parks and areas of outstanding natural beauty, but within the planning regime—certainly within Wales, which is what I am familiar with—there is also a requirement to abide by planning rules in areas where there would be a visual impact on national parks. She mentioned that surface works will not be permitted within national parks, but will the visual impact requirement also be in place, or will there be a rule about how near to national parks and other areas of special interest surface works may be carried out?
