Why do we need an impact assessment? Will this ever get built? I sit on the Environmental Audit Committee, and according to the evidence of one Lord—I cannot remember his name—it will never be built, and the whole £20 million spent on consultation will prove totally useless. What makes the hon. Gentleman think that, in perhaps three, four or five years, we will not end up with more long-haul flights coming in and circling and circling, while regional airports get further squeezed out? Now—

The hon. Gentleman will be aware that small businesses up and down the country, especially those in the construction industry, are struggling to stay afloat due to incomplete payments. Does he agree that a voluntary approach will not work and that tougher sanctions should be available so that small businesses can spend less time chasing debt and more time creating economic—
