I agree with the hon. Member: the SNP gave up governing in Scotland a long time ago thanks to its continued obsession with independence and referendums. The UK Government remain committed to supporting households across Scotland, demonstrated through our 6.7% increase in working age benefits, our maintaining the triple lock for 12 million pensioners and our cut to national insurance.

I am very clear that Scotland is better served by being at the heart of a strong United Kingdom. The spending figures of the Scottish Government are very clear, in terms of their dependency on Scotland being part of the UK to support vital public services like the NHS, schools and the transport network.

Due to the SNP’s tax rises in Scotland, anyone earning more than £28,867 will pay more income tax than those living in England. From my own experience representing a Borders constituency, I see increasing evidence of people choosing to live south of the border rather than in the high-tax Scottish jurisdiction. In my discussions with science, technology, engineering and maths businesses, I find that they are finding it increasingly difficult to recruit in Scotland because of the aggressive high-tax policies of the SNP.

The Horizon scandal is one of the greatest miscarriages of justice in this country’s history, with hundreds of people having their lives ruined and reputations dragged through the mud. The Prime Minister has announced new laws that will be introduced to ensure that those wrongly convicted are exonerated and swiftly compensated here in England. As the hon. Lady will know, the administration of justice is devolved, but the UK Government are in contact with the Scottish Government to explore the most effective way to exonerate and compensate those innocent people.

The UK Government are investing more than £60 million in projects in Dundee, and those projects have been identified as key priorities by Dundee City Council and other local partners. The hon. Member mentions the leader of Dundee City Council. After receiving £20 million for Dundee from UK levelling-up funds, the SNP leader of Dundee council recently said,

“This is just the UK Government element. I’m pursuing the Scottish Government as well, because we need both governments to work with us if we’re to make significant economic inroads into the challenges we face.”

I hope the hon. Member will agree to write a joint letter with me to his SNP colleagues in Holyrood asking, “Where is the money?”

My hon. Friend is absolutely right. Sadly the SNP’s sole focus seems to be independence referendums and making Scotland the part of the United Kingdom with the highest tax. I see that every day of the week in my constituency, as people find it increasingly difficult to justify remaining in Scotland when they are paying so much more tax compared with the rest of the UK while getting less good public services.

The hon. Member makes an important point. I fully recognise the strong links between south Scotland and Northern Ireland, and the potential to enhance those economic ties is great. Improved transport links, including the A75 and ferry links, are undoubtedly part of that. I look forward to working with him to see how we might be able to enhance and improve those links.

The autumn statement supported families and set out measures to grow the Scottish economy. With a stronger fiscal outlook, the Government have the space to cut taxes for hard-working people and businesses. That is highlighted by cuts to national insurance, benefiting 2.4 million people in Scotland, and the extension of full expensing, ensuring that the UK has one of the most competitive business tax regimes in the world.

I recognise the points that the hon. Lady makes about the pressures on the food supply chain. The UK Government are closely monitoring the impact on the agricultural sector of the flooding caused by storms and we are working with the Environment Agency to resolve that. The Department for Environment, Food and Rural Affairs can provide financial assistance to the farming sector to cover uninsurable losses incurred as a result of exceptional flooding by activating the farming recovery fund. I would encourage the hon. Lady to contact the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Keighley (Robbie Moore), the excellent new water Minister at DEFRA, for more information.

The UK Government have ensured that the cost of living challenges have been tackled by working in tandem with the Scottish Government and using reserved and devolved levers to get the best outcomes for everybody across Scotland. The benefit cap levels have been increased by 10.1% from 1 April. The national living wage has increased by 9.7% to £10.42 an hour for workers aged 23 years and over. Overall, this Government are working to deliver for the most vulnerable in society, and will do so in conjunction with our partners in the Scottish Government.

I personally engage with all sectors of the energy market, including the offshore wind sector. My hon. Friend is absolutely right. Both of Scotland’s Governments—the UK Government and the Scottish Government—should be focused on delivering better public services and supporting people with the cost of living, but instead we hear the SNP cheering about another independence referendum. This Government remain focused on delivering for the people of Scotland; I am just sad that the SNP Government in Edinburgh fail to do so.

This UK Government are very clear that now is not the time for another independence referendum, but the Labour party so often ends up backing SNP policy after SNP policy in Scotland. As we are approaching the summer holidays, perhaps the right hon. and learned Member for Holborn and St Pancras (Keir Starmer) should take his flip-flops and see whether there is space in the SNP’s camper van.

Thank you, Mr Speaker. Of course, equally important to offshore wind and the expansion of renewable energy in Scotland is marine energy, particularly from tidal stream. The Minister will know the importance of the European Marine Energy Centre in Orkney. Does he agree that the whole process, and the special pots arranged for marine energy under contracts for difference, could be improved if Marine Scotland increased the speed at which it approves sites for future tidal stream development?

My hon. Friend is very knowledgeable on such matters affecting Scotland. Scotland has indeed benefited significantly from the contracts for difference scheme, which is the Government’s flagship support scheme for large-scale renewable projects—some 27% of all CfD projects and around 23% of total CfD capacity. In relation to tidal, the contracts for difference round 4 awarded over 40 MW of new tidal stream power, and I think there are great opportunities going forward for Scotland to benefit further.

I absolutely share my hon. Friend’s belief that nuclear plays an important part in the UK’s energy strategy. This UK Government’s “Powering up Britain” strategy is a blueprint for the future of energy in this country. We will diversify, decarbonise and incentivise new energy production by investing in both renewables and the nuclear sector. By setting Britain on course to greater energy independence, “Powering up Britain” will deliver energy security, of which nuclear will be a key part.

I am very confident that for all fishing communities across the United Kingdom it is this Government who are delivering best. I am clear that none of the fishing communities in Scotland wishes to go back into the common fisheries policy, which the SNP advocates.

The Bill would also amend the UK-wide Gender Recognition Act 2004, which legislated for a single gender recognition system across the entirety of the United Kingdom. It is this United Kingdom Government’s assessment that the Bill would have a serious adverse impact on, among other things, the operation of the Equality Act 2010. The effects would include impacts on the operation of single-sex clubs, associations and schools, and on protections such as equal pay. There are also significant complications from having different gender recognition regimes in the UK and a danger of allowing more fraudulent or bad-faith applications.

As the hon. Lady knows, the green deal was designed to ensure that people were able to make their households more energy efficient, but we have always been clear that the repayments should not have been greater than the savings delivered. If her constituent has been mis-sold something, it is important that a complaint is made to the loan provider, and ultimately to the Financial Ombudsman Service. If that route has been pursued and the hon. Lady still needs some assistance, will she please contact me as I am happy to meet her to discuss the matter further?

The Secretary of State for Scotland and the Government will continue to work with the Scottish Government to deliver on the priorities of the people of Scotland. They are: dealing with the cost of living; dealing with the NHS; and dealing with our education system, as well as a long list of other issues that the Scottish Government are completely failing to deliver on—certainly not another independence referendum.

I struggled to hear parts of that question, but the people of Scotland can always trust this United Kingdom Government to be upfront and honest about the challenges that we face, unlike the SNP Government in Edinburgh, who refuse to come clean about the huge economic impact of their plans to divide Scotland with another referendum.

I say to the Minister that his Government will never regain the trust of the Scottish people as long as they do not respect the democracy of our Parliament. [Interruption.] The Secretary of State might have his bolthole in the House of Lords, but the Minister and all his other Scottish colleagues will have to face the wrath of the electorate, so what representations has the soon-to-be Baron Jack made on behalf of him and his colleagues to make sure that they are safely ensconced in the House of Lords? There has been much reckless chat from Scottish National party politicians about creating a hard border between Scotland and the rest of the United Kingdom. My constituents in the Scottish Borders want to see the threat of a border—and the threat of another referendum—removed. Does the Minister agree that the voters of Scotland have an opportunity to remove that threat next week in the Scottish elections by depriving the SNP of a majority and that the best way of doing that is by voting Scottish Conservative?

I was very pleased to have been able to serve on the Committee in the last Parliament, and I am pleased to be nominated to be a Member in the Committee in this Parliament. The hon. Member has made much of the SNP’s electoral success and cited the proportion of Members you have as a case for why you should have more Members on the Scottish Affairs Committee. Do you apply the same argument for Committees on devolved policy areas—that is, do you think we should be reducing the number of SNP Members on those Committees on the basis that you do not represent those policy areas here at Westminster?
