Friend will be aware that in our recently published green finance strategy, we committed to aligning all UK overseas development aid with the Paris agreement, so that our development finance is consistent with climate-resilient and low greenhouse gas development pathways. We urge all nations to do likewise.
I want to follow the point made by my right hon. Friend the Member for Doncaster North (Edward Miliband), who is right to say that we will not be a leader abroad unless we are a leader at home. We in the west midlands have been the leader of industrial revolutions for three centuries, but we need a green development corporation to build homes, we need municipal energy companies to roll out solar, and we need a regional investment bank to roll out climate finance here at home. Give us the tools and we will show the leadership.

Commons ChamberThe hon. Lady will be aware that the decision was taken that cannabis oil can be used for medical purposes and it is not the Government’s policy to consider the broader deregulation of the use of cannabis.
Jaguar Land Rover is today set to announce 5,000 job losses in what will be the biggest hammer blow to manufacturing in this country since the closure of Longbridge. When Longbridge closed, it was all hands on deck: we had taskforces and visits from Cabinet Ministers. When will we get an action plan of that kind of force from this Government? Will the Leader of the House tell us when she expects Cabinet Ministers to come forward and explain how we are going to ensure that every single one of those people who lose their jobs today is back in employment as soon as possible?
The right hon. Gentleman is right to raise this very concerning report. Jaguar Land Rover will make its statement at 3 o’clock today. The Government will of course respond in full at the appropriate time, but we need to wait until the company has let us know its specific intentions.

Commons ChamberMy hon. Friend is a great champion for his constituency, and he raises an important point about greater local devolution. He knows that a core part of the Government’s plans is to put local people more in charge of the area around them. I recommend that he seeks an Adjournment debate so that he can raise specific issues for his constituents.
Is it time for a general debate on the defence of parliamentary privilege? I understand that Mr Christopher Chandler has threatened six Select Committee Chairs with proceedings in the European Court of Human Rights if they dare to probe his links with President Putin. I happen to believe that if a New Zealander who is based in Dubai with acquired Maltese citizenship and a think-tank in Mayfair has suspect links, we should raise questions. Is it time to send a message from this House that we will not be bullied or intimidated by anyone, no matter what their wealth?
I completely agree with the right hon. Gentleman’s basic premise that nobody in this place should be bullied, and where we believe that there is wrongdoing, we should be free to investigate it. If he would like to write to me about his specific point, I will look at what more can be done.

Commons ChamberMy hon. Friend raises an issue that matters a great deal to lots of our constituents, including mine in rural areas. The mobile network operator EE is delivering about 500 new sites, of which just under 300 will be part of those Government-funded sites. He will be pleased to know that EE is making sure that those new Government-funded sites will be open to site applications from other operators.
Will the Leader of the House bring forward an urgent statement on integrated data services? Last week, we saw one of the biggest data breaches in the world at Equifax, a company with which the British Government set up a joint venture to provide debt recovery services in 2014. People in this country have a right to know whether a British Government company was involved in one of the biggest data breaches we have ever seen.
The right hon. Gentleman raises an important point and if he would like to write to me, I shall be happy to take it up with the relevant Department separately. However, he may well want to raise it at the next oral questions opportunity.
