I am grateful to my hon. Friend for giving way. I have heard the argument about accepting the February 2010 date, but that, too, is an arbitrary date, and that is why I do not agree with it. A more sensible way forward would be to go back to 1969 and the date of knowledge. The Minister says that families will be included in the scheme, and that there will be a huge bow wave of claims; my experience in this area makes me think that there will not be, but at least that would be a more logical way of deciding on the date.

Any cut-off date will be arbitrary. We just want compensation for victims in our constituencies. That issue will have to be explored, and I hope it is explored at length in Committee.

Secondly, I am concerned about the fact that only diffuse mesothelioma is included in the scheme. Workers have contracted a variety of diseases as a result of exposure at work, including pleural plaques and asbestosis. It is not good enough that only one, narrowly defined condition can be included. Again, I hope that the Minister will amend that in Committee.

My third point was touched on by the shadow Minister, my hon. Friend the Member for Stretford and Urmston (Kate Green), and by the hon. Member for Chatham and Aylesford (Tracey Crouch). I have great concerns about the fact that clause 2 confines the scheme to those employees who were employed at the time of exposure. In Hartlepool I have had at least two cases—I referred to one earlier—in which the wife of a worker developed pleural plaques, then asbestosis and then mesothelioma as a result of washing her husband’s work clothes, which released the fibres and allowed them to enter her lungs. Those women—there are probably many more—suffered and died as a direct result of asbestos exposure caused by an employer. Surely it is only fair and just that they should be included in the scheme. I hope that the Government will accept that secondary exposure is an important part of what the Bill should provide for.

The third way in which the Bill must be improved relates to the amount of compensation provided. We have heard time and again from hon. Members on both sides of the House that the payments will be only 75% of the value of civil claims. That really is a mean-spirited and petty act from the Government against people facing a terrible, terminal disease. There can be no possible justification for the scheme paying less than 100% compensation. Why should victims in Hartlepool miss out on what could be several thousand pounds in compensation, which could provide a little dignity and comfort in their final days or—let us be frank—provide their families with the money to bury them, just because a deal has been struck with the insurance industry, an industry that might have lost or destroyed the policies for which they took the cash from those employees in the first place? Let us be under no illusions: the insurance industry has got a hell of a good deal out of this Government and out of this Bill.

I absolutely agree with my hon. Friend. I mentioned the fantastic facilities and the great companies we have in my constituency. Gamesa, a Spanish wind farm manufacturer, was hoping to relocate to the UK. It looked at Hartlepool, but chose to go to a Scottish port precisely for the reasons set out by my hon. Friend. We need to come to terms with that and ensure that we have a Government who are fighting our corner in the north-east. I am not convinced that we have that at the moment. We do not even have a Minister to respond to the debate. That is deeply worrying and shows contempt for the people of the north-east.

Despite the huge potential in my constituency and the wider north-east, the unemployment situation is bleak. I know that in his response, the Whip will cling to the argument, like a dying man to a life raft, that today’s statistics show that employment in the north-east has increased by 3,000 on the previous quarter, and that unemployment in my constituency is down by 15, month-on-month. That is welcome news, but I would never say, as the Secretary of State for Energy and Climate Change did on a recent visit to Newcastle, that the unemployment rate was not as bad as it could be, or as it seemed. Again, that is deeply insulting to everyone in the north-east who has lost a job and is desperately looking for work. It shows a Government who are grossly out of touch with what the people of the north-east want and need.

Does my hon. Friend think that that is in stark contrast to 2009 and 2010, when, because of the economic stimulus introduced by the Labour Government following the economic crash, employment in the region actually rose by 24,000 in one year?

There seems to be no connect between public and private sector and no connect or coherence between Departments. The Department for Communities and Local Government demands local authority cuts of 20%, which is having a profound impact on unemployment, not just directly in terms of council jobs.

Hartlepool borough council cut its bus subsidy, so Stagecoach has stopped operating bus services early in the morning and late at night. People are unable to travel to early shifts or late periods of work in the night-time economy. They are less likely to go out for a meal or to the town hall theatre or the borough hall, or to the pub for a few pints, so there is less economic activity and fewer jobs. The reality is stark: a lack of joined-up thinking in the Government is increasing unemployment in my area. What can the Whip do about it?

Does my hon. Friend agree that there is also a great disconnect between what Liberal Democrats say at Westminster and what they are saying in the north-east? In the House, they are quite happy to vote with the Conservatives for some of the most drastic cuts that we have seen for generations in the north-east; but in the regions, they are somehow trying to explain to or convince the public that that has nothing to do with them.

I am sure that we will see a “Focus” leaflet in due course saying that everything in the garden is rosy and that the Liberal Democrats are fighting hard. The reality—my hon. Friend is right—is that where they can make a difference by going through the right Division Lobby, they are failing to stand up for the north-east and for the people who need jobs and investment in our area.

The Government’s determination to depress demand before the economy has had a chance to recover from the global financial crisis is wrong. The effects of such a policy are a double-dip recession made in Downing street and an increase in unemployment. The Federation of Small Businesses in the north-east told me that the ability of small business to offer jobs is suffering directly because of falling sales, as the public sector reduces investment, confidence collapses and firms sit on cash. It is clear, as businesses recognise, that the Government’s policies are making matters worse. Does the Whip not understand that? Can he not see that if the Government pursued a more active role on jobs and growth, there would be more people in work, paying taxes, more companies paying corporation tax, a reduced benefits bill and the deficit being paid down faster. By sticking to an economic plan that is not working—that is clear to all and sundry—the Government must borrow £150 billion more than originally anticipated.

No, I think it will make them much worse. That sense of accountability, which we do not have at the moment, would arguably be lost for ever.

Is the contrast I just mentioned a question of resources, particularly at a time of local authority cuts? Is it a question of competency? Is it a question of needing additional training? We do not know, because the whole process is opaque and shrouded in mystery. In the modern age, that is not good enough. Why can families in Teesside who have suffered through the death of a loved one not have some help and support and see the efficient and swift conclusion of the inquest? That is the very least that they deserve.

Does my hon. Friend agree that because we will not have a chief coroner who can improve standards, we will get more appeals? The only way to go forward at the moment is a judicial review, so will the cost of dealing with such cases not increase rather than decrease?

I absolutely agree. It will not be value for money for the public purse. There will be additional costs, and one of the virtues of a chief coroner’s office would be to help provide an overview of work allocation. I think the establishment of a chief coroner could provide a more rational and therefore more efficient allocation of work, perhaps through the creation of specialist coroners who could provide specific expertise. We could save money and provide a better service for bereaved families.

It is impossible, or difficult at the very least, for Members of this House to hold coroners to account for their performance. I recently asked a parliamentary question to the Lord Chancellor about the grounds on which an individual holding the post of coroner can be removed from that office, only to be told by the Minister that the only ground for removal was personal misconduct or behaviour, but the Minister could not provide a definitive list of possible offences. The Lord Chancellor can remove a coroner only with the agreement of the Lord Chief Justice. There is simply no transparency in the matter and no criteria by which the House or the public can hold a local coroner to account and determine whether he or she is providing an unsatisfactory service and should be removed. In this day and age—particularly when, as we have heard from the Royal British Legion, servicemen and women are falling for our country—bereaved families in Teesside and elsewhere deserve better. They deserve greater clarity and transparency.

I have written to the Lord Chancellor about the matter of poor time scales in the Teesside district and I am awaiting a response, but let me reiterate in conclusion that families in Teesside deserve to see inquests into the deaths of loved ones concluded with sympathy, professionalism and swiftness. They are not getting that at the moment and are not being provided with an adequate explanation on why and how matters will be improved. The Bill does not help; in fact, it makes things worse.
