Further to what has been said about the importance of talks to get the Assembly up and running again, and the point made by the hon. Member for Dunfermline and West Fife (Douglas Chapman), does the Secretary of State feel that it will be vital to have an independent facilitator to chair the process, because the UK Government—rightly or wrongly—may appear to be compromised by their current arrangements in this place with the DUP?

As Secretary of State for Northern Ireland, I am independent of what happens with regard to relationships on voting—those are a matter for Whips—but I am looking at all the options for how we can have success. When I have seen a willingness and a desire to restore devolution, I do not want to bring the parties together and fail to do so. We need to ensure that we have the best chance of doing it, and I will look at all options to ensure that that happens.

This is a devolved matter. I was proud to vote for same-sex marriage for my constituents in this House when we had that vote, but I did not vote to impose same-sex marriage in Scotland. It is not the job of this Government to introduce legislation; it is for the people of Northern Ireland and their elected politicians to make the decision.

Given the Secretary of State’s stated determination to reinstate devolved government in Northern Ireland, does she agree that perhaps the time has come for the appointment of an external mediator to chair the power-sharing talks?

I have been clear that I rule nothing out. Everything is under review and I will look at all viable options to ensure that we get devolved government back up and running.

Does the Secretary of State agree that, as Channel 4 is not a programme maker but only a programme commissioner, there is limited benefit in moving staff, and surely it should be the programme making that reflects the diversity of the country?

This is one of the arguments that has been made about how Channel 4’s business model operates. We have seen what happened with the BBC’s move to Salford—although I accept that the BBC has a different business model. That creativity and clustering of talent has had benefit. One has only to look at the analysis of the amount of programming that is currently commissioned outside London to see that basing Channel 4 outside London could have significant benefits for those independent production companies that are not in SW1.

I have set out that I am minded to refer the decision to the CMA for a six-month inquiry as part of the terms of the Enterprise Act. These will be matters for the CMA, should I make a final decision to make that referral.

I congratulate the Secretary of State on her statement that she is minded to refer the matter on the grounds of governance, but does she not recognise that a commitment to Leveson 2 would go some way towards reassuring the public that the individuals who own the media in this country will be subject to full scrutiny?

Just to be clear, I am minded to make a referral on the basis of commitment to broadcasting standards, not corporate governance. It also worth saying that the CMA has to look at the merger on the basis of the evidence available at the time. Whatever comes out in the future may impact on the “fit and proper” test, as decided by Ofcom, the independent regulator, but the merger has to be governed by information in the public domain and the private domain, with the evidence provided to the CMA as part of the process.

All broadcasting, including the BBC now, is regulated by Ofcom. There is an obligation on all broadcasters to be impartial. I suggest that the hon. Gentleman alerts Ofcom to instances in which he feels that that has not been the case, and I would be happy to be copied in so that I am aware of his concerns.

There is a great deal of disappointment that the Secretary of State has not yet committed to come back to the House to explain matters to Parliament and allow the scrutiny and transparency that she says are so important. The need for speed should not undermine the democratic process, so will she reassure us that she will not allow that to happen?

I have been as transparent as I possibly can within the confines of the parliamentary calendar. However, the parliamentary calendar cannot be allowed to dictate what I do in my quasi-judicial role as Secretary of State. I will continue to be as open and transparent as I can and I will ensure that Parliament is fully informed of any decisions I make. I am always happy, when Parliament is sitting, to come to the Chamber and for my decisions to be scrutinised.

My hon. Friend makes an important point. Any broadcaster in the United Kingdom has to comply with the broadcasting codes and to meet our tests of impartiality, credibility and fair reporting, which may be very different from the tests applied in other countries.

While we welcome the fact that the Secretary of State is minded to refer the proposed acquisition for fuller investigation by the Competition and Markets Authority, and we are pleased that the statement recognises the danger of too much media power being in the hands of too few individuals, we ask the Secretary of State whether, in the light of her previous references to failures of corporate governance in relation to the phone hacking scandal, she now believes that a Competition and Markets Authority inquiry will go far enough to tackle wholesale the problems at Sky?

I am not sure whether this is the hon. Lady’s first contribution, but she is very welcome. I am obliged under this process to comply with the terms of the Enterprise Act 2002, and I am following those scrupulously.
