Commons ChamberIt certainly does, and to show the ecumenical nature of that concern, let me quote from a recent article in The Herald of Glasgow by a former Labour Defence Secretary, later the Secretary-General of NATO, Lord Robertson:
“Those people seduced by the SNP’s obsession with abolishing Britain’s nuclear deterrent should perhaps Google the Budapest Memorandum of December 1994. They would see there a document representing the deal struck when Ukraine, holding the world’s third largest nuclear weapons stockpile, agreed to give them up in return for solemn security assurances from Russia, the US and the UK.
These countries, with France and China as well, promised to a) respect Ukrainian independence and sovereignty in its existing borders, b) to refrain from the threat or the use of force against Ukraine, and c) to refrain from using economic pressure on Ukraine in order to influence its politics. Don’t these promises look good in the light of the carnage we see on our TVs every night?
Yet that is what Ukraine got in return for unilaterally disarming. Some bargain. And it is legitimate to ask this; would Crimea have been grabbed and Eastern Ukraine occupied if the Ukrainians had kept some of their nukes?”
The hon. Gentleman rightly draws attention to the Budapest memorandum, for which the United Kingdom has a degree of responsibility. Does he not therefore find it extraordinary that the British Government are hardly involved in the talks on the future of Ukraine?
I am not sure that we want to start discussing the foreign policy dimension of this now. The only reason I brought Ukraine into this particular debate was in order to focus on the impact on its future of its one-sided disarmament in return for unreliable and undeliverable guarantees from other countries.
There are two ways of looking at the state of defence, armaments, security and peace in the world. The way to which I subscribe was summarised by an inter-war chairman of the League of Nations disarmament commission, Salvador de Madariaga. He was writing about disarmament, which was very much in vogue in the early 1970s. This is what he wrote in 1973:
“The trouble with disarmament was (and still is) that the problem of war is tackled upside-down and at the wrong end… Nations don’t distrust each other because they are armed; they are armed because they distrust each other. And therefore to want disarmament before a minimum of common agreement on fundamentals is as absurd as to want people to go undressed in winter.”
I must point out that the hon. Member for Islington North, being typically objective about the matter, quoted article VI of the non-proliferation treaty in full. That is very important, because often it is quoted only in part. I wish to focus my remaining couple of minutes on article VI. It states:
“Each of the Parties to the Treaty undertakes to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date”.
In so far as that affects Britain, it can be seen that we do not engage, and never have engaged, in a nuclear arms race. We have a policy of possessing a minimum strategic nuclear deterrent. Indeed, over the years, successive Governments—both Labour and Conservative—have reduced the number of warheads in that deterrent. And what direct response has there been to each and every one of those unilateral reductions? A big, fat zero. The ending of the nuclear arms race certainly applies to Russia and the United States, but it does not apply to China, Britain or France, because none of us has ever engaged in it.
Article VI goes on with a commitment to
“nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control.”
That leads me to my final substantive point. There has been a lack of emphasis on the overall picture of what is recommended by article VI. It recommends not only a nuclear-free world, but a conventional arms-free world, so that we do not end up in a situation whereby countries get rid of all of their nuclear weapons and leave conventional arms bristling in the hands of the protagonists. We do not want to create a situation where, unless we are crazy, we abolish one type of deadly weapons system—whose use lies not in the firing of it, but in the possession of it so that nobody starts firing any such weapons—and replace it with a world that is riven by all the old rivalries that bubble away beneath the surface and that would rise to the surface once again if the threat of the balance of terror is removed.
When we get to that happy state—when we have a world Government and the lion lies down with the lamb—we can be absolutely confident that the moment has come to get rid of those nuclear weapons and, while we are at it, get rid of the navies, the armies, and the air forces as well. Some might say, “That’s nonsense. We don’t want to get rid of those conventional forces, because aggressors would take advantage of that against victim countries.” However, if that is what we think those aggressors would do if we get rid of all our conventional arms, we should ask ourselves what they would do if, without resolving those tensions and rivalries, we get rid of the nuclear stalemate and open up the world once again for conventional slaughter on a massive scale.

I think it would depend on the extent of the debate that had taken place before the question was asked. I would be confident that if there were to be a debate on the subject, the public would come to share my view that no amount of conventional forces can be adequate to prevent an attack on us by an enemy armed with weapons of mass destruction if we lack the means to retaliate in similar terms.
While I am dealing with the hon. Gentleman’s intervention, let me return to a point that he made earlier in an intervention on the hon. Member for Islington North. He pointed out that nuclear weapons and nuclear deterrence had not abolished war, and that wars continued all over the planet. That is not an argument against nuclear deterrence; it is an argument in favour of it. After the second world war, if we had lived through 50 years of hostility between the then Soviet bloc and the west and there had been no conflicts anywhere in the world in which the nuclear balance of terror did not apply, one could indeed make the case that the nuclear balance of terror had had nothing to do with the prevention of war. The reality was that proxy wars were being fought by client states of the superpowers during the cold war, but the one thing that the superpowers never dared to do was to fight against one another directly, because they knew the potential outcome of all-out war between nuclear-armed powers.
Why is it important to have a debate on the matter, even though public opinion is fairly settled and parliamentary opinion is fairly relaxed? There are two reasons.
The hon. Gentleman says that parliamentary opinion is fairly relaxed, and that may be a proper assessment of the arithmetic. In that case, why does his Prime Minister not put the issue of Trident renewal to a vote of Parliament?
I wish I knew the answer. I have asked that question many times, and it takes me neatly on to the two reasons why it is important that we have a debate on this subject, even though Parliament seems relatively relaxed about it. There is no doubt that if we look at the arithmetic of the 2007 vote that took us through the first stages of the successor programme to the Vanguard class submarines, it was exactly as the shadow Minister says—virtually every Conservative MP and a substantial majority of Labour MPs voted for continuing the deterrent into the next generation, and a significant minority of Labour unilateralists voted against the measure. The figure was about 80 or 90, if I remember correctly.
The hon. Gentleman refers to wriggling out, but that is exactly what he is doing. It was absolutely clear where the parties stood in the debate on 17 July 2013, when the policies were enunciated perfectly clearly. My party’s policies were endorsed by the national policy forum and the recent Labour party conference. I am not aware of any changes in his party’s view. This debate is therefore not about the position of the parties being enunciated or holding people’s feet to the fire. The fact is that he has not managed to persuade his Prime Minister to do anything, and he ought to come clean about that.
I wholly understand the hon. Gentleman’s desire to make progress. Let us be clear that what he has said is that, for a squalid deal to get office, the Prime Minister was prepared to damage the defence of this country. That is according to the hon. Gentleman’s own arguments.
What I am saying is quite clear. If we end up with a hung Parliament and the balance of power is held by a small unilateralist party, it will be able to blackmail one or other of the main parties into not doing what should be done, which is to sign the contracts to make the renewal of Trident for another generation a certainty. I am clear that that was part of the potpourri of things that were negotiated in private. At the time I described it as a love gift to the Liberal Democrats. I thought it was absolutely wrong. It was a shock and a surprise, and it is not something of which any Conservative should be proud. Having said that, I look to my own party’s Front Benchers for an assurance that nothing like that will ever happen again, and I look to the Opposition spokesman for an assurance that no Labour leader will be tempted to conclude such a deal either.
The second reason why it is important to have a debate on this subject at this time is that the terms of trade, as it were, in international relations have changed. When the hon. Member for Islington North and I addressed these matters in January 2013, when we debated the nuclear deterrent, and in June 2013, when we debated the non-proliferation treaty, much of the argument was focused on the fact that the cold war was over and showed no sign of returning and that the nuclear deterrent was therefore irrelevant to the threats that then confronted us. As some of us stated at the time, it was far from certain that we could ever know significantly in advance whether those circumstances were going to change. We all hoped that Russia, having shed communism and started along a more democratic path, would continue to go in that direction, but there could be no guarantee.
Even now, we cannot tell where our relationship with Russia will be in the next 10, 20 or 30 years. Nobody predicted the crisis that has arisen over Ukraine, and some might argue that if Ukraine were a member of NATO, the Russians would not have done what they have done. Conversely, it could also be argued that if Ukraine were a member of NATO and the Russians had done what they have done, we would possibly now be on the brink of an extremely dangerous east-west confrontation.
Thank you, Sir Roger, for calling me to speak. It is a pleasure to serve under your chairmanship in this debate, which was secured by the unlikely duo of my hon. Friend the Member for Islington North (Jeremy Corbyn) and the hon. Member for New Forest East (Dr Lewis).
My hon. Friend and I served together for many years on the London Labour party executive; it was probably around the same time that the hon. Member for New Forest East was a member of the Labour party. I have known my hon. Friend a long time and he has been consistent; it is fair to say that I have consistently disagreed with him during that time. However, he has been extremely patient in constantly ploughing his furrow, as I suppose would be true of any allotment-holder in being patient as they wait for things to come around, but I fear that he will not see fruition on this issue too soon.
Of course, the hon. Member for New Forest East has a very different position from that of my hon. Friend. I almost think that his working with my hon. Friend is a sort of diversion therapy from his frustration with his own leader. He vented that frustration very strongly back in 2010, when he wrote about the formation of the coalition. He said:
“It is not in dispute that, when Conservative MPs met at Westminster to endorse the proposed Coalition, we were categorically assured that the Liberals would have to accept the Trident successor programme. As David Cameron gave this guarantee, George Osborne nodded in confirmation. Unfortunately, all these assurances have since been disregarded.”
I hope that the Minister, in his response to the debate, may be able to shed some light on whether the hon. Member for New Forest East was either wilfully self-deluded or woefully misled by the Prime Minister and the Chancellor in the assurances that they gave.
However, that situation is also based on a misapprehension that the Liberal Democrats are unilateralist disarmers—the hon. Member for New Forest East said that again today—because the policy that they have been pushing to get the Trident review is not a unilateralist one; it accepts the continuation of a nuclear deterrent. However, to try to provide some differentiation between themselves and others, they went for some rather exotic—as well as more expensive, destabilising and uncertain—alternatives, all of which were appropriately demolished by the review.
I do not intend to emulate the right hon. Gentleman by making as many interventions on him as he made on me, but I will say that I have never regarded him as a naive politician. Nevertheless, if he really thinks that the undercurrent and the real message of the stance taken by the Liberal Democrats on this matter is that they were really in favour of a nuclear deterrent, he should do what I did, although it might disturb his sleep a bit, and watch the rebroadcasting of the Liberal Democrats’ conference debates on this subject, because—believe me—all they were interested in during those debates was getting rid of Trident. One never heard anything mentioned about the positive case for a nuclear deterrent. It was another indirect way of going for unilateralism, because they knew that overt unilateralism would be too unpopular.
I always say that MPs and Ministers must be responsible for their own words, but if the hon. Gentleman rereads the debate from the time of the Trident review he will see clearly that at one stage the Liberal Democrats argued for the use of nuclear-enabled Cruise missiles. Apart from being a much more expensive option, that is—as I have already said—a far riskier option. I do not mean “risky” in terms of whether or not that option is a credible deterrent, although that is true as well, but in terms of being a destabilising factor, which could lead to much greater tension and—equally importantly—considerable risk of error.
In the spirit of compromise and convergence, can the two of us at least agree that, since the review of the Trident alternatives, the Liberal Democrat position—sending submarines to sea with no nuclear warheads on them, then waiting for a crisis to arise before sailing them back to port and arming them with nuclear warheads—has to be the most irresponsible fantasy-land thinking in the age of the nuclear deterrent? Furthermore, is it not a shame that no Liberal Democrats are here in Westminster Hall today to defend their decision, or—indeed—to explain it?
We can draw a veil now over the incoherence and absence of the Liberal Democrats, and get down to the serious and proper debate—it is certainly a proper debate to have—about Britain’s nuclear posture. It is a debate that my party has engaged in for a considerable number of years, in fact ever since the great post-war Attlee and Bevin Government commissioned Britain’s independent nuclear deterrent, a policy that, I am pleased to say, continues today.
Having said that, none of us should underestimate the weighty issues—both the hon. Members who have already spoken stressed this point—that should weigh heavily on all those who have to make these decisions or arguments. I say that because it is very clear that there are huge issues. In reply to my hon. Friend the Member for Islington North, nobody underestimates the impact of nuclear weapons nor the potential devastation that they could cause. Nevertheless, nuclear weapons are a fact in our world.
I partly differ from my hon. Friend in this regard. He made passing reference to the non-proliferation treaty conference that is due to take place next year. Clearly, it will be resolved by—we could say by the nuclear weapon states, but frankly the key discussions that need to take place are between the USA and Russia. If agreement can be reached by them, we should rightly be part of the subsequent discussions. However, as I say, the key initial discussions must be between the USA and Russia.
I do not think that any of the participants in this debate about nuclear weapons, including those who have spoken today or in similar parliamentary debates, in any way underestimate the impact of nuclear weapons on those directly affected, on the environment or indeed on the wider world.
I take my hon. Friend back to the Attlee memorandum, and indeed to many other documents by those who have written about this subject. That is because the key issue—as Michael Quinlan, the permanent secretary at the Ministry of Defence, who is also a committed Christian and someone who has thought very deeply about these issues, has said—is the removal of the risks of war and instability. That is absolutely crucial in all these circumstances, including in the middle east. That is why it is so important to achieve a two-state solution in Israel-Palestine, although Israel-Palestine is by no means the only source of tension in the middle east. We are seeing so many conflicts taking place in that unhappy region, and that is without any question of nuclear weapons, although, sadly, chemical weapons has been another issue. The resolution of those conflicts and the creation of a stable and peaceful environment is so important.
In the meantime, notwithstanding that, it is also important that the UK plays its part—indeed, it has played its part more than any other country, as I think the hon. Member for New Forest East mentioned—in reducing the proportion of our nuclear armoury. Significantly, that took place under the defence team that I was a member of in 1997 to 2001, but, to be fair I should say that it has been continued by our successors not only in the Labour Government, but in this Conservative Government as well.
This is positively my last intervention on the right hon. Gentleman, although that is perhaps giving a hostage to fortune. Will he confirm that, when we took those unilateral steps of reducing our nuclear warhead stockpiles, there was no similar response from any of the other existing nuclear powers?
I think that is right. We had hoped that there would be such a response, but we took that decision in context and reduced to the minimum level necessary to maintain effective deterrence. We have reduced the explosive power of our British deterrent by some 75% since that time. That gives us good credentials and bona fides in those discussions.
I return to the point I made about the NPT. The crucial discussions have to be between the two major nuclear powers, which are still the United States and Russia. That needs to be re-emphasised.
The policy of the Labour party was made clear, as I made clear in previous interventions, by my hon. Friend the Member for North Durham (Mr Jones) in a debate in the main Chamber on 17 July last year. He was explicit about our commitment to continuous at-sea deterrence—in the most cost-effective way possible, of course. I mentioned earlier that that was also the conclusion of the Government’s own review, which systematically and elegantly dismantled the Lib Dems’ excuses, even though the document contained the bizarre disclaimer, which I hope the Minister will touch on, that it was not a statement of Government policy.
Incidentally, I hope that this afternoon we will hear no more nonsense from Ministers, as we have heard previously in the main Chamber, claiming to speak not on behalf of the Government but on behalf of a political party, because I think that I have fairly well established, with rulings from the Speaker, that whoever speaks from the Dispatch Box—from that position and that microphone—actually speaks from the Treasury Bench and is therefore speaking on behalf of the Government. At a time when various Ministers seem to be dissociating themselves from the Government, it would help, particularly on an issue as significant as this, if the Government spoke with a clear voice.
An argument about cost is sometimes made regarding the more general Trident discussion, and we have mainly had that discussion here, rather than discussing the debate subject of the UK-US mutual defence agreement. Indeed, cost was mentioned in an intervention by the hon. Member for Manchester, Withington (Mr Leech). The question there was, would people rather have the nuclear deterrent or the Army? Would they rather have soldiers or air cover? It is not an appropriate comparison. However, one argument is that this programme costs too much. It therefore seems rather strange, if not perverse, to then argue against an agreement that substantially and significantly reduces the cost of the programme in a number of ways. For example, it reduces the cost of delivering the deterrent, even the design and development costs. It is reckoned that the common design has saved the UK in the region of £500 million and precludes the need to design, develop, manufacture and test our own missile system.
The Trident alternatives review estimated that a new warhead alone would cost £8 billion to £10 billion. I have already mentioned the extra cost of moving to cruise missiles. Regarding a cost-effective system, my hon. Friend the Member for North Durham made it clear that our two criteria were maintaining continuous at-sea deterrence and doing so with the minimum possible cost, and the approach I am talking about assists us towards the minimum possible cost.
There was a cross-debate on the independence of the system. The fact that we are buying F-35s, made in the US but with substantial elements made in the UK, does not mean that we do not have an independent Air Force. It is the control of the system, not the sourcing of the weaponry, that is the important test of independence. Therefore we ought to be clear that this is Britain’s independent deterrent, but in a NATO nuclear alliance, as was reaffirmed at the NATO summit. It is slightly odd that our now absent friends from the Scottish National party want to be anti-nuclear but want to join a nuclear alliance. That is a slightly perverse position to take.
I want to be clear, because the hon. Member for New Forest East wanted me to be clear—certainly, clearer than his own Government—about the Opposition’s position. We have made it clear through our policy statement. Labour has said that
“we are committed to a minimum, credible independent nuclear deterrent, delivered through a Continuous At-Sea Deterrent…Labour recognises the importance of Britain leading international efforts for multilateral nuclear disarmament”—
I mentioned the NPT—
“and non-proliferation. Following the action we took when in government, Labour would actively work to enhance momentum on global multilateral disarmament efforts and negotiations”.
The NPT conference in 2015 will be a key moment for a Labour Government to show leadership in achieving progress on global disarmament and anti-proliferation measures.
For all those reasons, we will support the reaffirmation of the agreement and the policy initiated by that great Labour Government of Attlee and Bevin.

That neatly anticipates the point that I wanted to make, because it shows up one of the slight weaknesses that tend to crop up from time to time in the Hollywood view of the Anglo-American relationship. Quite unnecessarily, quite gratuitously, in the course of the film’s dialogue, there is a throwaway line, “Well, this country turned them away, that country turned them away, and the Brits turned them away.” At the time of the academy awards, I remember that they interviewed the British diplomats who had, at huge risk to themselves, taken the six escapees in and transported them hazardously to the Canadian ambassador’s residence. That enabled the whole story, which was eventually unpacked in this hugely adventurous tale, to transpire.
I do not know why Hollywood sometimes does that sort of thing. It is not the first time that it has done it. Something similar happened a few years ago when there was a rather splendid film called “U-571” about the American seizure of an Enigma machine from a U-boat in the course of the battle of the Atlantic. It was perfectly true that that had happened in 1944 with an American operation, but it had happened twice previously through the good offices of the Royal Navy. I had particular reason to know that, because my esteemed constituent Lieutenant-Commander David Balme was awarded the Distinguished Service Cross for descending into the depths of U-110 on the first occasion on which such a seizure was made. When a bit of a fuss was made in the media, the film company backed down. It took him on as an adviser and put in a tribute at the end of the film, pointing out that there had been two earlier seizures.
One must not extrapolate too much from that, because of course the Hollywood view of the Anglo-American relationship should not be relied on any more than, shall we say, the more partisan, chattering-class, luvvie views of politics in certain sections of British society should be relied on. The truth is that the United States and the United Kingdom are at their best when the chips are down. Like people in all sorts of good, valuable and, indeed, invaluable relationships, they bicker and disagree, but when it really matters, they are always there for each other.
I am sure that the hon. Gentleman also wanted to quote Winston Churchill’s apposite phrase that the United States would always do the right thing, having exhausted all the other possibilities.
Yes indeed, and that puts me in mind, of course, of another thing that the two countries have in common, which was also encapsulated by Winston Churchill when he said that
“democracy is the worst form of government except for all the others”.
I see something common there because the United States is a great democracy and the United Kingdom is a great democracy and, as I said, when we get to what really matters, we can always count on each other.
The intelligence relationship no doubt goes back a good deal further than the first world war, but the period that I know something about is the 20th century, and of course in the first world war we had a classic example of the work of the intelligence services in this country with the discovery of something called the Zimmermann telegram. This was a revelation of a conspiracy in which the Germans had offered, if I remember correctly, the Mexicans some great tranche of US territory if they would co-operate with them in hostilities against the United States. It was the discovery by the British intelligence services of that correspondence that finally showed the Americans where their interests lay and helped to precipitate their entry into the first world war, from which time the outcome of the conflict could no longer be in doubt, because arguably—I would say that it is probably beyond argument—it was the entry of the United States that forced the Germans to embark on their last-ditch attempt in March 1918 to break the stalemate on the western front, and that led to the sequence of events, including the battle of Amiens later in the year, that ultimately led to the allied victory.
Similarly, with regard to the military relationship in the second world war, it is well known that the Americans helped us with lend-lease. The “Destroyers for Bases” deal is also well known. These were all methods of helping the British war effort while the United States itself was still not a belligerent. Less well known is the “Shoot at Sight” policy whereby the Americans undertook, if there were any interference on the high seas by Hitler’s U-boats, to engage them militarily if they sought to attack convoys going from the United States to the United Kingdom.
In other words, the Americans did, given the limitations of their constitutional system, everything that they possibly could do to help Britain in its hour of need until such time as the political situation in the United States—because it was no easy decision for them—facilitated the entry of the United States into the war; and of course to that, the contribution of the Japanese in their treacherous attack at Pearl Harbor was decisive. Again, once America had entered the conflict, the outcome could not be in doubt, even though many months—indeed, several years—of desperate conflict had to ensue before victory was obtained.
Scrolling forward rapidly into the post-war years, we see the occasions on which Britain backed the American initiative—unusually, for once, with the support of the United Nations, because the Russians at that time were not participating in the Security Council—in the Korean war; but there have been hiccups as well, and this is germane to the point that my hon. Friend the Member for Lichfield made about not reading too much into the vote on Syria and the divergence of policy between the two countries. If people forget everything else in my contribution, I hope that they will seek to remember this one point. Even among the closest of allies, there may be genuine disagreements from time to time. The Americans genuinely disagreed with British action and French action in Suez in 1956. Harold Wilson genuinely disagreed with the Americans, and most people think that history has vindicated him in not joining with the Americans to participate in the conduct of the Vietnam war.
As my hon. Friend eloquently pointed out, there was a genuine disagreement in this country with the proposal to take military action against the Assad regime a few weeks ago. So far, although it is far too early to tell, if the objective of our Government and the American Government was, as stated, to stop chemical weapons attacks, as things are unfolding, we are in a better position at the moment to stop chemical weapons attacks than anyone might have dreamed possible. So at the moment, it looks as though the system has worked.
As my hon. Friend rightly stated, it was fascinating and entirely praiseworthy that having seen what the British Government had done in putting the matter to Parliament, and knowing that there was just as much disquiet in American public opinion as there was in British public opinion, President Obama decided to do the same thing by putting the matter to Congress. That is where it would have lain, but for the—what shall we say?—fortunate slip of the tongue by Secretary of State Kerry when he said, “Well, of course, if Assad doesn’t wish to be attacked, he could always offer to give up his chemical arsenal.” Never have words made off the cuff and in such an offhand fashion borne such fruit. Perhaps our diplomats and Foreign Ministers should throw away the prepared script a little more often in the future.
I just wonder whether Hansard will put the words “off the cuff” and “offhand” in quotes or inverted commas to convey the sense of what the hon. Gentleman was saying—what he was trying to get across.
I am sure that Hansard will be equal to the occasion. I hope that the right hon. Gentleman meant that Hansard would convey the good sense of my somewhat convoluted prose. Sometimes it is better to be right than simply to be tidy.
During the Falklands conflict, we saw the constructive tension in the relationship between the UK and the US at its most interesting. Ambassador Jeane Kirkpatrick was wholly hostile to the British position over the Falkland Islands, while Secretary of Defence Caspar Weinberger was very sympathetic. In the end, the Weinberger view prevailed with President Reagan. It is now widely acknowledged that the covert assistance that the Americans supplied to the British, particularly in the field of intelligence, was of great value to the country and to our campaign, notwithstanding the competing attractions and incentives that the United States experienced at that difficult time, which might have encouraged them not to assist us.
Although my hon. Friend the Member for Lichfield has done the House a service by securing the debate, the House has not done him a service in that, unusually for a Tuesday, it will sit only at 2.30 pm, so many people who would otherwise have contributed to the debate are sadly not here. In other circumstances, I am sure that there would have been many more participants. The best laid plans always suffer the occasional hiccup, however.
May I put it on the record that even at the time of the most anti-American phase of the Labour party, the right hon. Gentleman, the shadow Minister, never signed up to that point of view?
I thank the hon. Gentleman for that comment. However, people often talk about a party taking one position or another, but, in reality, there is always a balance of opinion within a party. The difference is that the balance shifts. The Labour party did not overwhelmingly go from being unilateralist to multilateralist. The balance shifted from being 55:45 one way to 55:45 the other way, so there were always many colleagues on both sides of the argument still holding those views. Indeed, as we saw recently in the debate on Trident, there was a strong level of agreement between the two serious parties in this Parliament on the importance of maintaining a nuclear deterrent at the minimum level necessary. Furthermore, as he rightly stressed, there was an understanding of the importance of our transatlantic relationship in ensuring the effectiveness and cost-effectiveness of that deterrent.
I welcome the suggestion by the shadow defence team, which I hope will remain its position under its new head, that given that even the Liberal Democrats now claim to want to have two replacement Trident submarines, we should get on with making that decision irreversible as soon as possible so that Trident does not become a political football in coalition negotiations after the next election, as, regrettably, it was after the last one.
That is a matter for the hon. Gentleman to discuss with his own party. He is right to allude to the fact that the Liberal Democrats want a deterrent as long as it is not one that actually works.
All those views that I have just described are the flotsam and jetsam of this debate, because the deep tides in British public and political opinion run strongly in the direction of the relationship between our countries. The hon. Member for Lichfield rightly stressed the real strength and depth of that relationship.
It is important that, in such difficult times, we focus on not just current issues and interests, but values, culture and language that have bound us over generations. Of course such a discussion will focus to some extent on our joint military actions, especially in two world wars, and the vital role played by our shared intelligence capabilities, which are crucial to the security of this country, especially in a world where all of us face threats from international and internal terrorism. We should also focus on the way in which we have drawn on each other on constitutional issues, our legal framework, common law and political issues. Sometimes such issues start in one state in the United States or in the UK and then become part of a common dialogue, driven even more now by the advent of the internet, which allows people readily to access such arguments. Furthermore, both of our countries have, separately and in international forums, campaigned round the world for freedom of the seas, free trade, free speech and free communications.
The hon. Gentleman stressed the enormous depth of our financial relationship and of the joint investments in each of our countries, which, interestingly, are followed only in the UK’s case by the joint relationship with Australia and the substantial investment there. Australia is a deep ally of both countries, and, as the hon. Member for the New Forest East said, it has always been there for us, and we, I hope, have always been there for them.
Yes. Even in today’s newspaper, we read about Britain’s cultural export of television programmes. Some £450 million is coming into this country, which is probably balanced, and rightly so, by quite a lot going in the other direction, from TV shows being taken by the United States. There is no need to recite and revisit all the statistics that were quoted by the hon. Member for Lichfield, as we can all see them in everyday business. Again, such trade is not a recent phenomenon. Look at the firms that are seen to be long-standing British companies. Vauxhall, for example, which is actually expanding its production in Ellesmere Port and bringing in new models, has been under the ownership of General Motors for nearly a century now. It is a significant long-term interest, not just a recent phenomenon.
Of course that does not mean that there is always complete concurrence of views or interests between the UK and the US. Geography determines history and influences politics. Sometimes, though, individuals and groups on both sides of the Atlantic seek to exaggerate such differences, but those differences have been there all the way through the relationship. Read the masterly work of Alan Bullock on the life of Ernest Bevin and his period as Foreign Secretary. Huge amounts have been done between our countries, such as the Marshall plan and the foundation of NATO. The Marshall plan, which might have been a casual remark by a US Secretary of State and then picked up very effectively by the British Foreign Secretary, transformed the economic outlook for Europe and highlighted graphically the whole difference of approach between the United States and the Soviet Union in their views on how Europe could develop at the end of the cold war. It was an argument that the Anglo-American alliance clearly won. In those discussions, there were some significant differences and real arguments. The fact that one is a long-term ally and friend does not mean that one does not fight one’s corner. Indeed it is a derogation of duty not to fight for one’s own interest, but it should be done within the right framework and context. Such a stance can be seen in a number of international forums, such as in the permanent five of the United Nations, where we work enormously effectively together, the G8, the G20 and NATO. We are seeing it in the discussions that are taking place over the transatlantic trade and investment partnership and also in the discussions on the trade in services agreement.
There will be areas in which domestic interest lobbies will want to push a particular point of view. In some cases, they will need to be fought for strongly and in other cases there will need to be trade-offs. None the less, they indicate strongly the main thrust, which is to try to bring about the reduction of trade barriers across the world, the increase in world trade and the growth that arises from the ability of companies and individuals to exploit their talents, innovations and improvements to sell in a wider market. That is an enormously important role. There is the question of whether those trade negotiations will, to some extent, undermine the World Trade Organisation. There is a wider agreement that, if agreement cannot be brought to a conclusion, as was the case after the Doha rounds, it would be extremely welcome if there could be this development in freeing up world trade, taking into account the interests and views of other countries—a development in which the roles of the United Kingdom and the United States are not only consistent but working well together.
There are some—the hon. Member for Lichfield veered towards this, or tiptoed towards it—who will try to pose this issue as a dichotomy; they will say that Britain must either be allied with the United States or be part of the EU. In Winston Churchill’s words, we must either look to “Europe” or to “the open sea”. Of course, it was quite interesting that in that quote Churchill said:
“If Britain must choose between Europe and the open sea, she must always choose the open sea”.
Notice, as always with Churchill, the careful use of words: “If Britain must choose”. However, this is not a choice that we have to make, because it has never been the view of the US that it should just have a bilateral relationship with Britain to the exclusion of its relationships with Europe. Right the way through—indeed, it goes back to the Bevin discussions—there has always been an encouragement from the US for Britain to be involved in and to have a beneficial effect on debates in Europe. Also, at the time of the Marshall plan, when the future of Europe was in the balance, it was absolutely vital that Britain was part of that European economic revival and not standing outside Europe while the future of Europe fell to the Soviet Union to decide.
The right hon. Gentleman refers to that period in the immediate post-war years, and I do not think that the harshest Eurosceptic would dispute the fact that Britain needed to be involved then. However, surely that period also shows that it is possible to be heavily involved in shaping the future of Europe without being a member of a European Union.
Actually, at the time that those discussions were taking place, there was not a European Union; there was not even a European Coal and Steel Community. When President Obama launched the transatlantic trade and investment partnership talks—unfortunately, the latest discussion this week had to be postponed because of events in Washington—he made it clear that the likely time scale for securing a trade agreement would not be possible with a multiplicity of individual countries. Therefore, in bringing together the two major trading areas of the world, it is not in the interests of the United States for one of them to be broken up and divided.
Interestingly enough, that is the view not only of the United States but of Japan, another major trading partner of ours and a massive investor in this country. The Japanese also see our engagement in Europe as part of their investment in the UK; they use the UK as their base within Europe. Also, earlier I mentioned Australian business, and the Japanese view is exactly the view of the Australian business community too. Therefore, the attempt to create a sharp dichotomy between the two and to make it a binary choice between them—either involvement with the United States or with Europe—is not only a false choice but a choice that is not welcomed by our partners.

Friend and near neighbour that in all the discussions on the middle east, and particularly on Palestine-Israel, there is a danger of what David Ervine of the Progressive Unionist party in Northern Ireland, who went from terrorist activities to a very significant role in the peace process, described as “whataboutery”. I could equally respond to my hon. Friend’s valid points by asking, what about this, that and the other? What about the failure to implement the Camp David accord? What about the terrorist activities?
At the end of the day, the international community and the parties concerned have to get back to the basic fundamental principle of ensuring the establishment of a two-state solution on borders agreed internationally and between the parties, with the states living together in harmony. I cannot put it better than UN Security Council resolution 1850, which said that
“lasting peace can only be based on an enduring commitment to mutual recognition, freedom from violence, incitement, and terror, and the two-State solution”.
I very much hope, as I am sure we all do, that the visit of Israeli Prime Minister Netanyahu to Washington this month will intensify that process and involve a relaunch of the peace initiative by the Obama Administration. I am sure we all look forward to the President’s address on that subject.
The right hon. Gentleman is speaking very sensibly on this subject. I have always supported a two-state solution. Does he agree that Israeli withdrawal from the Gaza strip, where there were many settlements, shows that if an agreement for withdrawal could be reached, settlements need not stand in the way?
Yes, and I presume that the hon. Gentleman would also have mentioned the fact that the Israeli army enforced those movements under the direction of Sharon. Pointing such things out is important, but it is equally important to get back to the fundamental need for talks and negotiation on the acceptance of a two-state solution. From many of the discussions that there have been, I do not believe that the sides are too far apart on the detail. We therefore look forward to the initiative that we hope the US Administration will take later this month, which we hope all parties will then pursue.
On Syria, we welcome the Foreign Secretary’s comments about making approaches to the EU and the UN to step up pressure on the regime. At the moment, however, the regime seems well past his “fork in the road”, and I hope that the message is getting through to it clearly.
I am mindful of the time, Mr Deputy Speaker, and of the numbers who wish to speak in the debate, so I wish to raise only two other issues—and to do so briefly. First, on protecting our security and national interest, and ensuring stability in the region, the Foreign Secretary will be unsurprised if I once again raise the issue of piracy off the coast of Somalia. The problem now stretches right round the gulf of Aden and out into the Indian ocean, which has a considerable effect on countries in the region. Nearly 800 seafarers are being held hostage, often in appalling conditions. Some have been brutally murdered. More than 30 ships are being held—some are used as mother ships to extend the pirates’ reach far into the Indian ocean. Ransoms totalling well over $100 million were paid last year, and there are credible reports that the pirates have entered a deal with the al-Shabab organisation in Somalia, which is linked to al-Qaeda, for a percentage of the ransom.
Therefore, in effect, the shipping industry is directly funding terrorism. There has been some response, but I feel that it has been inadequate. I had a helpful response from an Under-Secretary of State for Foreign Affairs, but I was concerned when a Defence Minister told me that there had been no recent change in the rules of engagement. I recognise that there is no easy instant solution, but there is a danger that the crisis will continue to outrun and overwhelm the response. Piracy threatens not only lives but a vital world trade route. Incidentally, the unwillingness of crews and ships to go through the Suez canal and pay dues could have a damaging effect on the income of the emerging Egyptian democracy. Frankly, the Government need to get a grip on that. They must engage with other maritime nations and get commitments for sufficient ships and personnel, but there must also be a step change in the rules of engagement and operational tempo.
To pull those arguments together and put them in a broader context, we do not accept that if we intervene anywhere in the world, we must take action everywhere. Nor do we accept the converse—that if we cannot or will not take action in one country, we should be immobilised elsewhere. That is why the previous Labour Government, when I was a Defence Minister, intervened militarily in Sierra Leone, but were unable to take action against the brutally repressive Mugabe regime in Zimbabwe.
I also accept—the Opposition have supported the Government in this respect—that a range of factors must be taken into consideration, and that countries must be considered on a case-by-case basis. However, we would like evidence not only of more coherent planning, but of more rigorous analysis. Around the time of Kosovo both Tony Blair, in his Chicago address, and Kofi Annan, in his Ditchley lecture, extensively developed the doctrine of humanitarian intervention. They might have been controversial, but they helped to create a framework within which policy could be decided, and indeed scrutinised and criticised.
I have not detected the development of such a doctrine in the speeches of the Foreign Secretary, including his speech today. The Opposition support much in his policy, but we require the Government as a whole to get their act together on policy and to be more effective on delivery. In short, we believe that it is time for them to get a grip.
