Lenders and businesses have had many, many meetings across Government without favour, to make sure that we can get that information to ensure a diversity of lenders and that we could flex. The various loan schemes were added to and amended along the way to make sure that we could take the temperature of exactly how that lending was or was not working.
I would like to associate myself first with the comments made earlier about Cheryl Gillan from all sides of the House.
Many Members will remember that seven years ago, when David Cameron was putting his lobbying Bill through this place, he point blank refused to adopt any new clauses or amendments that would bring greater transparency to the corporate lobbying industry. I wonder why he did that. All these years later, is it not time to put that right and introduce greater transparency—not to stop corporate lobbying, which is a perfectly legitimate business to engage in, but to introduce greater accountability—so that we and the public know who is being lobbied and by whom?
I started off by talking about how the market works when there is transparency and openness, and lobbying comes within that. We should always review what is and is not there. The lobbying register should be working, and we need to make sure that that continues to work, but we always should be able to review lobbying activities to make sure that they are, as the hon. Gentleman says, transparent.

Commons ChamberI would like to pay tribute to all the Members who secured this debate. We really should have an annual debate to mark Holocaust Memorial Day.
The indications are, and the figures back this up, that antisemitism is on the rise not just in Britain but across Europe and perhaps elsewhere. For many of us, our own personal experiences, for example those just recounted by my right hon. Friend the Member for Barking (Dame Margaret Hodge), back that up. Our personal experiences support the notion that antisemitism is on the rise in this country and elsewhere. The question is why is that?
I suspect that the reason is at least partly because the events of the holocaust of the 1930s and 1940s, and of world war two, are slipping from memory and into history. I am thinking of all the Holocaust survivors who spent their lives touring schools and colleges, writing and speaking, such as Leon Greenman, who lived most of his life in Ilford, close to my constituency. After world war two, Leon spent his life writing and talking about the holocaust. That generation is passing into history.
We know that historically racism often starts with the Jewish community and then spreads to other communities. Even in the middle ages, the crusades started by massacring Jewish communities across Europe before they started their genocidal mayhem against Muslims in the Holy Land. We also know that holocaust denial, or perhaps not so much holocaust denial but a tendency to say, “Well, there are a number of interpretations you can make of the holocaust,” is a sort of academic approach to moral relativism. There is a tendency, which is more widespread now than it was a few years ago, to put forward that pseudo-academic view. The question is: is that acceptable? The answer is no, it is not acceptable. The fact is that the holocaust was about one thing: the attempt to wipe an entire race off the face of the planet. It was not about anything else. It was simply that: genocide on a scale that has not been seen before or since. The crucial thing is that every time someone takes a moral relativist approach to the holocaust and its memory, it chips away at its historical integrity and undermines the beliefs of people such as those speaking today who want to remember how it really was.
I pay tribute to the Holocaust Educational Trust and its work in widening and deepening the knowledge of the holocaust. We all have a duty to widen that knowledge and to make sure that in the hearts and minds of future generations that collective memory is carried forward.

Commons ChamberCan I thank my right hon. Friend for his hard work over the course of this year and for the campaigns we have worked on together? Not least of those is the decision he campaigned on for many years to institute national space standards for new homes built under permitted development rights, which I think will make a great deal of difference in Harlow, as across the country. He is right to highlight the many ways in which the Government are supporting Harlow—through the towns fund, which is bringing forward very exciting and welcome proposals, and also through the work of Homes England in my Department, which is putting £240 million against the new garden village to provide much-needed housing and further town centre regeneration for his local community. I look forward to visiting Harlow, I am sure, next year and seeing the results.
Would the Secretary of State look again at suspending, even if temporarily, the no recourse to public funds rule? He mentioned a number of groups who have been removed from that rule. I still deal with constituents day in and day out who have that rule inflicted upon them, and of course many are on zero-hours contracts, which means their work disappears literally overnight.
I am very alive to this issue. The Government’s position has not changed and the law remains as it has been, but as I said in answer to a previous question, we have done two things this year that are significant: first, extending the derogation, which enables councils to support EEA nationals in this country who find themselves on the streets, and also allowing councils to use the discretion they have under the law to support those where there is a risk to life. Many councils, I suspect the hon. Member’s among them, have used that discretion to support vulnerable rough sleepers who do not have recourse to public funds during the virus. Many of the 29,000 individuals we brought in off the streets under Everyone In were people who lacked recourse to public funds, and those people are by and large being supported by councils to this day.

The data are based on numbers on the street, but areas such as Brent Council did an estimate rather than go out and count, so that is not a reliable figure. Keith, the Big Issue seller at London Bridge, sleeps in a bin cupboard on the Purbrook Estate near Tower Bridge Road. Nobody went into that bin cupboard to count him. That estimate is not an adequate assessment of the problem. I hope that the Minister will tell us how she intends to ensure that data collection is more robust. That decrease of 74, based on a faulty test, is on the back of an increase of 2,909 since 2010, using the Government’s own measure. Under the last Labour Government, the number of rough sleepers was at an all-time low. The latest figures suggest that rough sleeping may have reached a two-year low.
The figures that my hon. Friend mentions are compelling, but even if we did not have them, we can see the problem anywhere—I know about it in my constituency, and that applies to most of us. In the centre of Leytonstone, by my office and by the library where I do my surgeries, the number of rough sleepers is massively greater than eight years ago when I was elected. On top of that, universal credit has just gone live. In the next few months, many of us—particularly me—are very apprehensive about the effects of UC when it really hits our area.
Sadly, my hon. Friend is right to be nervous. Of course, I gave way to the chair of the parliamentary Labour Party in the hope that he might call me in a debate at some point. Southwark was one of the earliest test areas for universal credit. My experience is that my hon. Friend will have more cases of rough sleeping as a result of the universal credit roll-out.
The 2% drop nationally comes with very significant variances. There was a massive 60% jump in rough sleeping in Birmingham. In Manchester, I believe it was about 31%, and 13% in London. There were not such high numbers overall, but there were statistically significant jumps in areas such as Doncaster, where rough sleeping is three and a half times what it was just a year ago. In Rugby, there is five times as much, and in Corby there is seven times as much, albeit from low bases. Those anomalies need addressing. The towns and cities with large rises need more significant attention. I hope that the Minister will address that.
I want to highlight areas that are doing better than others. Brighton has reduced rough sleeping by two thirds; Luton has almost cut it in half and Bedford has cut it by about a third. Some areas are doing better, and I hope that their perhaps better practice is extended. My own council has bucked the London rise of 13%. There were just three additional rough sleepers in Southwark last year, and it is leading work to train staff in other local authorities to implement the Homelessness Reduction Act 2017.

Waltham Forest Council, which covers some of the poorest wards in London, has had to put through more than £100 million in cuts. To what extent is that situation sustainable?
