Commons ChamberI am grateful for the opportunity to bring this debate to the House. The subject might be considered fairly niche, but it is incredibly important to many people in my constituency and across Cornwall. It was suggested my opening line should be, “Never mind the pollacks—here’s the Adjournment debate,” but of course I could not possibly say that.
I begin by thanking the Minister. I am grateful to him for responding to the debate. He has been willing to engage and meet with colleagues who have sought to raise concerns about the issue over many weeks. I thank him for his engagement—I hope it will not end now—as he has been working with us to find a solution to the challenge. He is aware that the decision to have zero total allowable catch for pollack, which was made in December and took effect from 1 January, is damaging the livelihoods of many fishermen in Cornwall.
It is estimated that upwards of 40 boats that either operate out of or land their catch in Mevagissey, Newquay and Fowey, in my constituency, rely on pollack catch for a significant amount of their income. As has been reported by the media, the Hunkin family have said that they stand to lose around £200,000 this year alone from the decision to have zero quota for pollack, which represents about two thirds of their total revenue.
In fact, the issue affects fisheries across Cornwall. In the constituency of my hon. Friend the Member for North Cornwall (Scott Mann), boats would operate from Padstow and Port Isaac, and in the constituency of my hon. Friend the Member for South East Cornwall (Mrs Murray), boats would operate from Looe, Polperro, and, in the far west, Newlyn. The decision is having a serious impact. Although pollack is caught from many ports around the UK, the decision has had a disproportionate impact on the inshore fishing fleet that operates out of Cornwall.
We all accept that the recommendation by the International Council for the Exploration of the Seas that pollack should have a zero quota put Ministers and officials from the Department for Environment, Food and Rural Affairs in an incredibly difficult position. After that recommendation was made, it would have been very difficult for the UK not to go along with it. We all acknowledge that. However, as a result of that decision, many fishermen had their ability to make a living taken away overnight. To put that in perspective, the 570 tonnes of pollack quota that was available to vessels operating from Cornish ports represent a loss of £2.3 million to the Cornish economy.
That loss impacts not only fishermen, but supply-chain businesses that serve and support the fishing industry. The harbourmaster at Mevagissey, Andrew Trevarton, has estimated that the loss of pollack quota will result in a loss of 20% of Mevagissey harbour’s income, and there is no prospect of an easy way to replace that income. It is difficult to overstate how important having a thriving, operating fishing port at Mevagissey is to the economy of that village. It attracts about 800,000 visitors every year, largely because it is a living, operating fishing port—not a museum, but a thriving part of the fishing industry in Cornwall.
I commend the hon. Gentleman for securing the debate. I spoke to him beforehand. As he rightly says, issues with pollack fishing seem to be more prevalent in the south-west. In Northern Ireland, we do not have the same concerns. Despite that, allowing certain fish to be caught only as bycatch is impacting the livelihoods of local fishermen. Does he agree that if these issues start to arise further afield than the south-west—for example, in fishing ports in Northern Ireland—and the Minister tonight decides to assist the hon. Gentleman, the same grants and opportunities should extend to all areas of the United Kingdom of Great Britain and Northern Ireland?
The case that I am making is on a very specific issue: the impact on a specific part of our fishing industry of the removal of the pollack quota at such short notice. We all want a thriving fishing sector right across the United Kingdom. We want fishermen and businesses that support the sector to thrive and be profitable right across the UK. We need policies that enable that to happen, but what we face in Cornwall and other parts of the south-west is very specific. It relates to the short timeframe in which vessels and fishermen must adapt, because the quota went from 1,500 tonnes to zero virtually overnight.

Commons ChamberI wonder whether the hon. Lady actually read the subject of the debate, which is specifically about funding and delivering public services in Cornwall. She can make her points in her own debate about her part of the world; I am here to talk about Cornwall this evening.
There is a need to reflect on these challenges and this combination of factors that we face in Cornwall when it comes to the funding that we receive for our public services. My first point is about geography. Cornwall has a unique geography within the British Isles. We are long and narrow peninsula, unlike any other part of the country. We are almost an island. As I have said in this place before, if the River Tamar was 2.5 miles longer, we would actually be an island, and there is many proud a Cornishman who has talked about taking their shovel and finishing the job to create an island. The challenges we face often have more in common with those of an island than with being a part of the mainland.
I see the hon. Member for Strangford (Jim Shannon) wishes to intervene and I will happily give way.

Commons ChamberAs I am sure the hon. Gentleman appreciates, I cannot do so, for the very same reason that I cannot commit the future Prime Minister: none of us knows what is going to happen in the coming weeks. What I can say is that if I am still in post, I would be more than happy to attend, but that decision is for another day. We will see what happens.
My right hon. Friend the Member for Epsom and Ewell (Chris Grayling) made an excellent contribution to the debate. He made the point—with which I wholeheartedly agree—that we understand why China is not able to host the COP this time; it is a shame, though, because it would have been excellent if China had been able to do so. He also made an excellent point about farmers; I am dismayed that comments are sometimes made casting farmers as the enemy of biodiversity and nature. My experience is completely the opposite, and I would say the same about the vast majority of our fishermen, including the small under-10-metre fleet. They all understand the importance of producing food for us in a sustainable way, and protecting and enhancing the natural environment. It is right that we say that more often, and work with our farmers and fishermen to enable them to achieve that end.
The Minister is absolutely right: the two fishing organisations in Northern Ireland, the Anglo-North Irish Fish Producers Organisation and the Northern Ireland Fish Producers’ Organisation, all want a policy that gives sustainability for the fishing sector. If that sector is not sustainable, the people who work in it will not have jobs for the future. My constituents who work in the fishing sector I represent want a deal that works for them and for the environment.
The hon. Gentleman is absolutely right: most farms and fishing businesses are passed down from generation to generation. That is how they operate, and they understand that if they do not operate sustainably, they will have nothing left to pass on to future generations, so I welcome his comments.
I was delighted to hear that the right hon. Member for Leeds Central (Hilary Benn) is a fan of “The Wind in the Willows”. I do not know whether he knows this, but “The Wind in the Willows” was written by a great Cornishman, Kenneth Grahame. He based the story on the River Fowey, which I am delighted to represent, as it is in my constituency. I invite the right hon. Gentleman to visit Fowey and see that river for himself, and just maybe, he will see his first ever water vole. There is much more I could say—

That this House has considered domestic tourism.
I am delighted to serve under your chairmanship, Mr Robertson. I rise to speak as the chairman of the all-party parliamentary group for hospitality and tourism and the MP for St Austell and Newquay, which is the constituency that many recognise as being the most reliant on tourism and hospitality in the country. It is estimated that more than 50% of jobs in the town of Newquay are directly reliant on the tourism industry. In 2018, St Austell and Newquay had more overnight stays than any other constituency in the country, at just under 5 million.
Across Cornwall as a whole, tourism represents almost 25% of our economy. It is said that one in three households relies on tourism for at least part of its income. There is no doubt that nationally—domestic tourism contributes almost £20 billion to our economy—and in Cornwall, we are very much reliant on the tourism industry for a large part of our economy.
There is no doubt that the tourism sector has been one of the most adversely impacted over the past year as a result of the global pandemic that we are all grappling with. I thank all businesses in the sector that have worked incredibly hard over the past year to adapt, innovate, deal with the challenges they have been facing, and respond positively. Many have helped to support their communities in any number of ways, whether by providing housing for those who are homeless or by providing food for those who have needed it. Some hotels have provided accommodation for people being discharged from hospital. In any number of ways, the sector has helped our country get through the pandemic over the past 10 months or so. It is right that we recognise that and thank it for all it has done. The positive way that those businesses have responded is a great credit to them.
In my constituency of Strangford, and particularly in my council area of Ards and North Down, domestic tourism is the key to the council’s economic growth for the future and the jobs that can be created. It spins off to bed and breakfasts, wedding venues, and the tourist attractions at Strangford lough. I am very fortunate to live at the very edge of Strangford lough, so I know the beauty of it. I challenge the hon. Gentleman to say whose constituency is the most beautiful. I will just say this: domestic tourism is so important to my area, and to the whole United Kingdom. I support his debate, and I am looking for a really good answer from the Minister.
I thank the hon. Gentleman for his intervention. No one could ever doubt his enthusiasm for representing his constituency in many ways. He makes some great points about the reliance of his part of the world on tourism; Cornwall has that same reliance. One of the key things about our tourism industry is that it supports many of the poorest and most deprived parts of our country. Many of our coastal areas, which struggle economically in many ways, rely heavily on tourism. I will come back to that later in the debate.
I place on the record my thanks to the Minister. I am delighted that he is here to respond, because he has been incredibly accessible and responsive over the last year in his role as Minister with responsibility for tourism. He came to Cornwall in the summer; it was great to see him. Businesses there were very grateful, and spoke about how highly he is regarded in the sector for the way that he has engaged with and been accessible to businesses up and down the country.
The Government have provided unprecedented support to businesses in the tourism and hospitality sectors through grants, the furlough scheme, the VAT cut, which was hugely welcome for the sector, the eat out to help out scheme and Government-backed loans. Those schemes have all been absolutely essential in helping businesses to get through the pandemic, and have been warmly welcomed by businesses. We should acknowledge the recent announcement of a further round of Treasury grants. That is absolutely crucial to ensure that businesses get through the current lockdown.
The Minister will be aware that many businesses still face huge challenges despite all the support that the Government have provided. They face what is now commonly called the “three-winter scenario”: businesses that rely on seasonal tourism did not make as much money as usual in last year’s summer season, and now face another very difficult winter. It is absolutely essential that the Government do everything that they can to ensure that all viable businesses survive this period. After we have put so much support into those businesses, it would be a tragedy to see them fail, just as we are hoping that our country can return to some sort of normality and that the tourism sector can reopen.
It is absolutely essential that we do all that we can to ensure that businesses get through this period. I know that many of these things are not the Minister’s responsibility, but I urge him to work with the Treasury to look at what further support we can provide.
I am grateful to my hon. Friend for his intervention. I was about to make that point: despite all the support that the Government have provided, parts of the sector, such as self-catering, events and weddings, have fallen through the gaps, and it is important that we look at what we can do for them.
The wedding industry is absolutely crucial to many hotels and other attractions in the tourism sector, because it provides good income outside the peak season—they have lost all that income in the last year. We also need to bear in mind that a wedding cannot normally be planned in just a few days. Once we are able to reopen the sector, it will still be weeks and months before those businesses’ incomes are built back up, as people are not booking weddings at the moment because of the uncertainty; they will be booking them in many months’ time. Businesses will not open their doors and suddenly see the revenue flow back in overnight. It is important that we look at what we can do for some of those sectors.
I also place on the record the impact that some of the very sudden changes have had on the sector. In Cornwall, we went from tier 2 to tier 3 on 30 December. Although I absolutely understand and support the need to take that decision to protect public health, it had a huge impact for many hotels—which were expecting to be booked up for new year’s eve and had stocked their fridges and bars for that—to suddenly find, with just a few hours’ notice, that they would have to shut. The impact was not just in terms of the lost revenue, but the wasted stock they had already purchased and were then unable to sell on. I am not sure that the impact of those sudden changes has always been reflected in the support that the Government have made available.
If grants are provided to retailers which perhaps sell clothes, then in six or eight weeks’ time, when they may be able to reopen, those clothes will still be there to sell. Restaurants or hotels that have stocked their fridges and must then dispose of all that stock are in a very different position from that of a retail outlet, but the grants that are given are pretty much the same; that difference has not always been reflected.
The hon. Gentleman is right about the impact on the hospitality sector, particularly on the restaurants and cafés that were preparing for the new year. Does he accept that there is not only a financial loss for all the preparations they have done, but a psychological disadvantage? Sometimes the ups and downs—the topsy-turvy way that things are happening—have an effect upon them mentally.
The hon. Gentleman is right that the impact of this for businesses is not just financial—although how important that is—but emotional and mental. However, hope is on the horizon with the rollout of the vaccine. I place on record my thanks to all those who are working so hard to get this vaccine into the arms of people up and down the country. We can now see light at the end of the tunnel. We know that this pandemic will come to an end in the coming months.
It is vital that we ensure that all those businesses in the tourism sector can not only reopen, but be in a position to make the most of the coming months, because there is huge pent-up demand for holidays and for days and nights out. It is not just about the economic recovery; it is about the social, emotional and mental recovery of our country as well—being able to do all those things that we have missed for the last year.
The tourism sector will be vital in helping our country achieve that because, as much as we want to see the travel industry also recovering, and people taking overseas holidays, the reality is that it will probably be some time before that happens. UK residents may be nervous of booking overseas trips. I also think it will take a while for that part of the industry to recover, so the opportunity for staycation holidays next summer will be huge. It is very important that our businesses can make the most of that.
The challenge that many of those businesses are facing is working capital. Although they may be able to open, unless they have the working capital to invest, buy stock, take on staff and make themselves ready to take advantage of the coming months, they will not be able to lead our recovery in the way we would like. There are a few things that it will be very important for us to look at doing to ensure that those businesses can open their doors and be in a place to make the most of the coming months.
First, we should look to extend the business rates holiday, which has been hugely welcome. If we expect those businesses to start to pay full business rates in April, just as they will possibly be able to start to reopen, it will put a huge strain on their cash flow and their working capital. There is a very good case to be made for extending the business rates holiday for the next year, or at least another six months, to enable those businesses to build up some working capital.
The VAT cut has also been hugely welcomed by the sector. Again, if we expect businesses to start paying VAT just as they are looking to reopen, it will limit their ability to make the most of the months ahead. I would like to see VAT on tourism and hospitality cut permanently, but at the very least there is a case for extending the VAT cut for another six months to enable those businesses to build up the working capital they will need to make the most of the opportunities this year.
Thirdly, we should looking at extending the repayment terms for the loans that the Government have backed. Many business people took them out months ago, in May or June, and they will have to start repaying them just when they need that cash to invest in enabling their businesses to reopen.
We need to look at extending those three things to ensure that businesses do not just survive through the coming weeks, but are then able to make the very most of the opportunity that the coming months will present to them. As we do so, there is an opportunity to use this moment; I use the term advisedly, because one of the Labour Front Bench team used it in a slightly different way, but we should not waste this crisis.
This crisis has brought the tourism and hospitality industry more into focus. People are much more aware of its importance in our country, and that cannot be a bad thing. We need to look at what we can do to make the most of the recovery from this crisis, so that we have a thriving tourism industry—particularly domestic tourism—for many years to come.
There are a few things we should look at doing. First, I would like to see us make the very most of the tourism sector deal; it is very welcome, but it can be beefed up. There is more that can be done, and maybe as part of that deal we need to look at some sort of tourism recovery fund to invest in the sector. We need to come forward with the tourism zones, and I would like to make the case to the Minister that Cornwall, or at least the south-west, should be one of the first areas to get that recognition and the support that goes with it.
Secondly, we need to better market UK tourism, both internationally and within the UK market. There is a case for more support to invest in destination marketing organisations; they have had a really tough time, but they will be absolutely crucial to the future of the sector.
Thirdly, we must ensure that the sector has the workforce it needs; with our ending of the free movement of people, which I absolutely agree with and accept, we need to promote jobs within the sector as good career opportunities. I would make the case for bringing forward the T-level in catering and hospitality as soon as possible, to ensure that the sector has staff with the skills that they will need.
To sum up, there is no doubt that our domestic tourism industry has had a tough time and been hugely affected over the past year, but it is in a good position, with Government support, to recover quickly and to play a crucial role in helping our nation recover from this pandemic. I also believe it will be absolutely essential to the Government’s achieving their ambitions for their levelling-up agenda that our tourism sector recovers as quickly as possible. I ask the Government, through the Minister, to look again at what we can do to continue to support the sector through the coming months, to ensure that it is in the best possible place to lead our recovery.

Commons ChamberI am grateful for that intervention. If the hon. Lady’s point is that something should have been done sooner, I agree. There were clearly warning signs that something was going wrong in the system, and action should have been taken quicker than it eventually was. But we are at this point today, and I welcome the Bill as one step further down the line to put right what was done wrong.
I want to thank the former Home Secretary, my right hon. Friend the Member for Bromsgrove (Sajid Javid), and the former Minister for Immigration, my right hon. Friend the Member for Romsey and Southampton North (Caroline Nokes). I had a great deal of engagement with them when this situation came to light, and I thank them for the way in which they took ownership of it and sought to put measures in place to provide redress and compensation as quickly as possible.
When this issue unfolded in 2018, I was a member of the Petitions Committee, and I led a debate in Westminster Hall in response to a petition on this issue. Because of that, I had the privilege of meeting many of the petitioners, as well as a number of church leaders who represented West Indian and Caribbean congregations, who expressed their grave concerns about what was unfolding. As I look back on those meetings, I have two abiding memories of things that I learned and that struck me hard.
The first was that the Windrush generation did not come to Britain to become British citizens—they already considered themselves British citizens. They saw themselves as coming to the aid of the mother country; they came here to help this country at our point of need. I will never forget the stories they told me of how they came to the mother country when we asked them to because we needed their help.
The second thing that struck me from those meetings was just how deep mistrust of the Home Office went. There was a deep sense that something was wrong, and they had serious misgivings about the way that the Home Office functioned. That was not just a feeling at that particular time; it had been established over many decades, and there was a deep sense that they did not trust the Home Office. We wait to see what will come out of the lessons learned report, but I really hope one of the things will be to highlight the need for real change in the way the Home Office functions so that we never see something like this happen in our country ever again.
I welcome the fact that the compensation scheme was launched swiftly in April 2018, but I think we would all agree that it has taken too long to get to where we are today. I think we all acknowledge that, over the last couple of years, a great deal has preoccupied Parliament, filled far too much time and taken attention away from far too many other important matters. However, it is regrettable that more progress has not been made and, as hon. Members have already commented, that too few people have received too little compensation so far.
I sincerely hope that the passage of the Bill will enable the Home Office to accelerate this process, and make sure that claims are processed more quickly and, where compensation is due, payments are made in a timely fashion. I ask the Minister to ensure that all the resources needed are given to the Home Office to make sure that these applications can be processed much more quickly and compensation paid much more swiftly. While I understand why Labour Members will have concerns, I think we need to get this Bill passed, and it would be a mistake in any way to seek to delay it any further.
As terrible and unjust as all that went on during that time is, there is one thing from this whole process for which I am grateful, which is that we have been able to hear the story of the Windrush generation for a new generation in this country. My father was from Ipswich, and although he moved to Cornwall to marry my mother, after I was born we went back to Ipswich several times a year. There were Caribbean communities in Ipswich that we were very much a part of, and at that time I got to know several families who had originally come from the Caribbean. I remember the sense of love of our country that they had and, as I said earlier, the sense that they were coming to help the motherland at that time. I remember with great fondness all those relationships, and all the stories I heard back then.
I am very glad that, because of this tragedy and this unjust thing that has happened, the one good thing is that we can tell their story again and a new generation in this country can hear just how much and how big a debt we owe the people from all over the Commonwealth who came to our country to help us rebuild after the war. We must never forget the price that they paid and all that they gave our country at that time, and we must always be grateful and treat them with the dignity and respect that they deserve because of that.
I believe that, as we have now left the European Union, we have an opportunity to review and reset our immigration policy. That is a positive thing and an opportunity we should grasp, but in doing so we must get it right. I believe there are things we can learn from the Windrush scandal that will help to shape our immigration policy to ensure that we do not ever make these mistakes again. One of the things many of us want to see as we break free from being locked into the European Union’s immigration policy is that we can once again build closer relationships with the Commonwealth and strengthen our historic ties with the Commonwealth. However, unless we now get this right and learn the lessons that need to be learned, that is going to be more difficult to do. We have to ensure that our future immigration policy is effective, but also fair and compassionate, and there are clearly lessons that must be learned.
If the reaction is somehow to weaken our stance on illegal immigration or on those who have committed crime, we will be doing a disservice to the British people. There needs to be a change of culture at the heart of the Home Office because the focus has been too much on policy and process, not on people. We must never lose sight of the fact that people are at the heart of these policies—individuals and families—who deserve to be treated fairly, and with dignity, respect and compassion.
Does the hon. Gentleman accept that because all this happened—people were asked to leave and were reprieved at the last minute, with the paperwork set before them and the timescales involved—there is a real need for the Government, and the Minister in particular, to restore confidence in the existing process, because only by doing so will we deal with some of the concerns that people have, and then to work, as the hon. Gentleman says, with all the Commonwealth to restore their confidence as well?
I wholeheartedly agree with the hon. Gentleman. Damage has been done through this whole very sad situation, and the Home Office has to learn the lessons not only in righting the wrong that has been done to individuals and families, but in rebuilding and repairing the reputation of the Home Office among a very large proportion of our community in the UK to ensure that trust is rebuilt, confidence is re-established, and justice is being done and is being seen to be done fairly for many people. I agree with the point he makes.
In summing up, I want to see us, as we have left the European Union, build a robust and just immigration system, but one that is also fair and compassionate. I believe there are many lessons that we can learn from what has happened to the Windrush generation and the way they have suffered, for a long time and in many ways, that will help us shape that policy. I urge the Minister and the Home Office to make sure that the lessons learned from this situation are carried forward into our future immigration policy. I very much welcome the introduction of the Bill, as I have said, because I believe it is an important step forward in making sure that we are able to put right what was done wrong to so many from that generation.
