I am not sure that I should comment on the motives involved—I think that the report speaks for itself in that regard—but I believe that the House would be with me in questioning the motives of some of the advisers involved. I do not think that they have helped the reputation of the British legal system in any respect.

I welcome the statement. The untrue and false allegations affected the British Army and directly affected these soldiers and their families; for many, they led to both physical and emotional changes. What can be done even now, 10 years later, to undo the untold harm done to the British Army personnel and their families who have been affected?

As I have said, I will certainly look at what support was provided to the soldiers against whom the allegations were made and whether we can improve our procedures in that respect. They do now, as of today, have the knowledge that those allegations turned out to be completely untrue, but I think the House will agree that it should not have taken 10 years and all this money for the truth to emerge.

I do not wholly agree with my hon. Friend. There are high-growth opportunities the world over, but the single market to which our businesses have access through our membership of the European Union is still an important part of our trading relationships.

It may not be a high-growth market, but we had a reception here last week that introduced the fishing, oil and construction opportunities in the Falkland Islands. Has the Minister had an opportunity to discuss those matters with the Falkland Islands to develop those areas and give job opportunities to people from the United Kingdom of Great Britain and Northern Ireland?

In my capacity as Minister responsible for oil and gas, I am aware of the opportunities for developing the oil and gas fields off the Falklands. The hon. Gentleman will know that a considerable amount of initial exploration is taking place in the waters just to the north of the Falkland Islands, and of course we stand ready to help the Falkland Islands if that exploration can be turned into significant production.

I reassure the hon. Lady that all those matters are covered by the licence conditions under which the Royal Mail operates. The licence is given by Ofcom, and it is for that body to ensure that the licence conditions are adhered to.

What Royal Mail needs is new investment, upgrading and modernisation within continuity of service. Can the Minister give an indication of the additional investment that will take place as a result of the sale of shares in Royal Mail?

I told the House of the scale of investment now being made by the privatised German postal service, Deutsche Post. That £600 million of investment gives us an idea of the scale of investment that may be needed to help to modernise the Royal Mail. It has to modernise its network, invest in its infrastructure and automate more of its parcels business. It can no longer compete for scarce public resources with schools and hospitals that will always have priority over such investment. It is absurd to have a company of that size as the only really big British business that cannot access the private capital that it needs. That will end.

I am very surprised to hear that kind of criticism after an autumn statement that increased investment allowances, announced a further round of regional growth funding and further lifted the burden of taxation on British business. British business has welcomed the autumn statement. I think that the hon. Gentleman ought to read it again.

Small and medium-sized businesses are clearly the heart of the community as they create and maintain jobs. What steps is the Minister taking to ensure that we have a UK strategy that enables all parts of the United Kingdom, and Northern Ireland in particular, to benefit from international markets?

UKTI is UK-wide and, of course, does everything it can to support exports from every part of the United Kingdom. As I have said, there is an increased focus on helping small and medium-sized firms to export, which is why we are providing a new facility from April to extend credit totalling £1.5 billion for small firms that need it for longer term financing—three to five years—for contracts overseas.
