Commons ChamberThere is so much that one could respond to in my hon. Friend’s question. I remind him that we are looking at the online news space, which is vital. It is important to emphasise that Ofcom already has significant powers in the broadcast space. It has already taken actions in relation to foreign involvement in our broadcast media and banned certain entities from operating. We always need to look at how we tackle misinformation, and we are doing so across Government as a whole.
I thank the Secretary of State for her positivity in her responses. Will she highlight what steps can be taken to ensure that the scrambling that took place to protect freedom of British speech and media from international corporations is not replicated? Will she consider providing legislative protection to that effect, which is vital as outside influencers seek to sway public perception for their own ends? That has to be recognised and protected against.
It is important that we always have freedom of the press and that external forces do not interfere with that freedom. I will be making a speech to the Society of Editors this afternoon that the hon. Gentleman might wish to read, after I have delivered it. I am happy to consider the points he has made.

Commons ChamberMy hon. Friend, as always, makes an excellent point. It is difficult to forget how this Government, and the Prime Minister when he was Chancellor, supported the livelihoods and economies of people up and down the country. In the creative industries alone, a covid recovery fund of £1.57 billion went to ensure that those industries continued to survive. The International Monetary Fund and others said that that was the fastest and most effective package coming out of covid.
I welcome what the Government are doing for the creative industries in Northern Ireland. The Northern Ireland film sector has been growing leaps and bounds over the past few years. The extra help that the Government are putting forward for creative industries in Northern Ireland will undoubtedly create more jobs and a boost for the economy. I welcome what the Secretary of State is putting forward. Now that the Northern Ireland Assembly is up and running again, can contact be made with the relevant Minister to see how we can grow the industry even more?
I am delighted that the Northern Ireland Executive are up and running, and keen to continue engagement with them to ensure that we continue to boost the economy in Northern Ireland.
Our creative industries are not just life enhancing and entertaining, and they are not just part of our personal and national identities; they are an economic powerhouse that is dominating the world stage. In the past year, we have built on the huge success of the decade of investment that I spoke about with an industry-led sector vision that sets out a plan to unlock £50 billion of growth, 1 million more jobs and a pipeline of talent by 2030. Both the Chancellor and the Prime Minister recognise that the way we will extend our excellence long into the future is with sustained investment and commitment to those sectors. That is why the Budget that the Chancellor set out last week continued that support and built on that recognition with a package of measures to cement our status as a cultural superpower.
Members should not just take my word for it. The reliefs announced represent a
“once-in-a-generation transformational change that will ensure Britain remains the global capital of creativity”,
according to Lord Lloyd Webber. They include
“the most significant policy intervention since the 1990s”,
according to Ben Roberts, the chief executive of the British Film Institute. They are “game changing” according to “James Bond” producer Barbara Broccoli. Those people are all correct.
There will be £1 billion in additional tax relief for the creative industries over the next five years. We have set permanent high rates of cultural tax relief: of 45% for touring and 40% for non-touring theatre productions and gallery exhibitions, and of 45% for all orchestra productions. There is a new 53% tax credit for UK independent films with budgets of under £15 million, a 40% tax relief on business rates for film studios, and an increased tax relief for the visual effects sector. There is £26.4 million for the National Theatre to modernise its stages and new funding for an extension of the National Film and Television School.
The funding and tax breaks will unlock huge investment in our economy, secure the long-term future of some of our great cultural institutions and help us build a pipeline of talent for the future. We are only five days on from the Budget and the measures are paying dividends already. Later this year, the filming of “Jurassic World 4” will begin at Sky’s Elstree studios. As Sir William Sargent, chief executive of the visual effects company Framestore, said, it is likely that our decision to remove the 80% cap on what productions can claim on visual effects has stopped the visual effects for “Jurassic World 4” from being made abroad. That is our long-term plan for growth, and it is delivering growth within days of the Budget.
However, our ambitions rightly stretch far beyond our world-class creative industries. At the last autumn statement, the Chancellor unveiled 119 growth measures which, taken together, could raise business investment by around £20 billion per year in a decade’s time. He has followed that up with a Budget designed to deliver an economic gear shift for businesses across different industries—from life sciences, to manufacturing, to AI.
There is over £270 million of combined Government and industry investment into cutting-edge automotive and aerospace R&D projects. There are grants of £92 million of joint Government and industry investment into the life sciences and up to £100 million in the Alan Turing Institute, our national institute for AI and data science, over the next five years. There are strategic investments designed to unlock growth and propel our economy forward. These long-term decisions will place us at the vanguard of these pioneering industries of the future, where we belong.
The Government recognise how hard the last few years have been on people’s and families’ finances. That is why the Prime Minister set five clear and unambiguous priorities, consistent with those of people across the country who have battled with the rising cost of living. The Prime Minister, the Chancellor and the entire Cabinet have been laser focused on those priorities, and we have made significant progress in delivering on them.

Friend makes a really important point: because the BBC is so respected throughout the world, and because it has a reputation for providing impartial and accurate news, when it gets it wrong—in this case, it did get it wrong and it has admitted, now, that it did—the impact of that is more significant than when any other news outlet gets it wrong. Particularly on issues such as the one that my hon. Friend mentions, where there are consequences of inaccurate reporting both in the region and here, including for the Jewish community at home and the antisemitism that results from that, it is so important that the BBC takes time to reflect and makes sure that when it puts its news out, it is accurate.
I thank the Secretary of State for her statement and for providing clarity. I am sure that she is well aware of my feelings about BBC reporting, which seems to be driven to a certain leaning and by an agenda that I have issues with—others have mentioned that as well. However, some of the programming is targeted at small and specific audiences, such as the Ulster Scots—I am very proud to be an Ulster Scot and I seek more Ulster Scots programmes on the BBC regionally—or the heritage programmes, which are always beautifully done. How will the Secretary of State ensure that the tightening that is done relates to paying presenters exorbitant wages, as opposed to cutting the niche programming that is necessary for the preservation of culture and heritage, which I love?
I thank the hon. Member for his important question. I must emphasise that the BBC is operationally independent. It has a duty to provide diverse news and cultural programmes that are particular and relevant to the regions, and it must fulfil that duty under the terms of the charter and its public service mission. The decisions about who the BBC employs and what it pays is a matter for it, but it has obligations relating to transparency.

Commons ChamberIt is fundamental that we continue to consider this issue as technology changes. The hon. Member mentions the statutory levy. The statutory levy will enable us to have research and make evidence-based policy, but it will also allow, if appropriate, the education of young people, so that even when technology changes, they understand the issues they may face.
I thank the Secretary of State very much for her statement on the Gambling Act review. Many of us feel that there has been positive progress, so I say well done, Secretary of State. I have concerns about the accessibility of gambling on smartphones. Photographic ID proving age is necessary on betting apps, so some under-18s have been buying fake IDs to enable them to bet online. What discussions has the Secretary of State had with large betting organisations about more in-depth scrutiny of the legitimacy of the IDs used for betting?
It is, of course, important that we protect young people and that people under the age of 18 do not gamble. Betting companies have to ensure that people are following their rules.

Commons ChamberI join my hon. Friend in thanking everybody who will make the coronation so special. It will be a world-class event that will be seen across the globe, and that is down to the hard work of many people, including her constituents and the emergency services in the Cities of London and Westminster, which will ensure that the weekend’s celebrations are a safe historic moment. I was also pleased to note that various community projects will take place in her constituency over the weekend, including a range of street parties and a wonderful opportunity to help London zoo care for its animals.
I thank the Secretary of State for her energy, interest and enthusiasm for this matter. After reports that nationalist-led councils across Northern Ireland have blocked proposals for funding for the King’s coronation, and the welcome recent news that Michelle O’Neill, the leader of nationalism, has now decided to attend the coronation, will the Secretary of State ensure that all councils across Northern Ireland, whether nationalist or Unionist, have the funding required to enable all to celebrate the coronation of our great King Charles?
It is important for the celebrations to take place across the UK. We have funded devolved Administrations, 11 mayoral combined authorities and 10 local authorities to have screens as part of the celebrations. I know that Northern Ireland will be screening the service across nine different locations, so I hope as many people as possible can take part.

I am expressly thankful for the levelling-up funding received in the last tranche, but I am concerned that Northern Ireland is not receiving its share in this round. Can the Minister outline what has been allocated to Northern Ireland and, particularly, to my constituency of Strangford, which is in desperate need of levelling-up funding for shovel-ready projects such as the Whitespots environmental scheme, which is ready to go and will create jobs and be a real boost for the Northern Ireland economy?
This was a fund that covered the UK. Northern Ireland got £71 million in this round, which totals £120 million over the two funds together. I am very pleased that the Ulster branch of the Irish Rugby Football Union has previously received £5 million.

Let me be clear: I voted against that agreement, but I listened to its proponents tell us that it protected Unionism. One of those proponents—David Trimble, who sits in the other place—well understands the issue and has outlined how the Northern Ireland protocol has adversely impacted the Good Friday agreement, but we are asked to sit in silence when our economy, our buying power and our very identity is decimated by the protocol.
The hon. Member for Gordon (Richard Thomson) had the opportunity to visit my constituency and understands the importance of fishing there. The Anglo-North Irish Fish Producers Organisation and the Irish Fish Producers Organisation are clear that the Bill will do away with the tariffs and red tape. How can it be right for a fishing boat to leave Portavogie, Ardglass or Kilkeel, get out of the harbour and get 2 miles off the shore, and pay a tariff on anything it brings back? The Bill will stop that. For those in Portavogie in my constituency of Strangford, and for those in Ardglass, Kilkeel and other places, I look forward to the days whenever we can grow our fishing sector, and create more jobs, opportunities and prosperity.
As the House discusses this legislation to begin the process to rectify the gross betrayal of Northern Ireland to get Brexit done, I ask Members please to remember the truths of where we are. I understand that there are those who did not want the referendum result. I understand that some want to remain tied to the EU. I understand the threats that are coming from Europe and latterly from the US. But the question is easy: are we a part of the United Kingdom of Great Britain and Northern Ireland? If so, the protocol must go. The Bill does not satisfy all that I want to see, but it does begin the journey. I am asking the Committee to travel with us, not against us: to call time on the kicking we have gotten as a political football between the EU and the UK. The EU has not negotiated common sense after 300 hours of discussions; it was never going to, or it would have happened already.
The reason we are here today is the Northern Ireland Protocol Bill, which was put forward by the Government and which my party fully supports. We need to make the changes. It is time to legislate this common sense to allow us all to move on together. The quicker that happens, the better. The people of Strangford want it and I want it, being British. I think all the people of Northern Ireland here are British, but even those who are not want it as well.
I wish to begin by thanking all Members who took part in the debate on Second Reading as well as in the debate in Committee that preceded this one. As we progress to the second day of the Committee stage, I want to reiterate some of the key points that go to the heart of why the Government have introduced this Bill.
The Northern Ireland protocol was agreed with the best of intentions. However, as the right hon. Member for East Antrim (Sammy Wilson) has passionately set out, reinforced by the hon. Member for Strangford (Jim Shannon), unfortunately it is causing real tensions and problems for the businesses and people of Northern Ireland, including trade disruption and diversion, costs and bureaucracy. This legislation will fix the practical problems that the protocol has created in Northern Ireland. It will enable us to avoid a hard border, protect the integrity of the UK and safeguard the EU single market.
Let me address the clauses in turn. The Government’s intention is to introduce a new and different regime, including a green lane for goods remaining in the UK and a red lane for those destined for the EU. Clause 4 will allow the UK Government to implement such a regime for goods remaining in the UK and entering Northern Ireland. The clause, therefore, disapplies in domestic law certain EU law requirements and, with clauses 5 and 6, provides the powers for Government to remove many of the burdens currently placed on businesses by the extensive customs and regulatory processes that are required under the existing Northern Ireland protocol.
Clause 4 also defines “qualifying movements” that will be able to enter our proposed green lane. The subsections remove current burdensome processes for prescribed qualifying movements of UK or non-EU destined goods, and there is a power to define UK or non-EU destined goods. Clause 4 is central to our intention to rationalise the processes for goods moving into Northern Ireland. We have been clear that we do not believe it is appropriate to continue to require full customs and regulatory processes when goods are not even destined for the EU. This clause is part of what will allow us to put in place a more sensible and proportionate regime.
Our green lane and red lane proposals will form the basis of that regime. Engagement with businesses on the detail of the regime is already under way. We know that it is important that we listen carefully. It is the powers in clauses 4, 5 and 6 that will allow us to put it in place.

The Government are making changes to the tax system, including through a number of measures to ensure that those on the lowest pay are paying fewer taxes. The Wealth Tax Commission identified that there would be some advantages to a one-off tax, but it acknowledged:
“although one can point to entirely new taxes introduced within the recent past, there are none on this scale.”
This is not a matter of lack of political will, as the hon. Member for Brighton, Pavilion (Caroline Lucas) suggested. This is not a measure that we would bring forward, for a variety of good reasons. Denis Healey, a Labour Chancellor of the Exchequer, came to understand that later in life, when he wrote of his time in office in the 1970s:
“We had committed ourselves to a wealth tax; but in five years I found it impossible to draft one which would yield enough revenue to be worth the administrative cost and political hassle.”
In my contribution, I referred to eight companies that have purposely avoided tax, without breaking the law, by moving their money overseas. Amazon, Google, Apple and Facebook are four of those eight. Have the Government any intention to put pressure on those companies to ensure that they pay tax? All the people of the United Kingdom could then get the benefit of that through education, health and betterment.
The hon. Gentleman makes an important point. This matter needs international action, and he will know that international action is being taken. More than 130 countries signed up to a new international corporate tax framework in October 2021. That will help to ensure that multinational businesses pay their fair share, with the right companies paying the right amount of tax in the right place.
The hon. Member for Leeds East talked about capital gains tax. We recognise the importance of preserving the incentive for individuals to invest in this country and grow the economy, when they can choose to spend money in any jurisdiction. Having said that, we also recognise the importance of ensuring that a fair amount of tax is paid from assets through capital gains tax.
We have made a number of steps to reform both the dividend tax and the CGT regimes. For example, in 2016, the Government reformed the old, complex system of dividend taxation, simplifying it at the same time as increasing effective rates. In 2018, we reduced the tax-free dividend allowance from £5,000 to £2,000 per annum. In 2020, the Chancellor cut the lifetime limit of CGT entrepreneurs’ relief from £10 million to £1 million.
I would like to touch on the context in which this debate is taking place and the cost of living pressure on families, because those issues are important, as was recognised by many Members, including the hon. Member for Leeds East, the right hon. Member for Hayes and Harlington (John McDonnell) and the hon. Members for Strangford (Jim Shannon) and for Cynon Valley (Beth Winter). The hon. Member for Wansbeck (Ian Lavery) made a passionate speech, recognising the need to look after other people. That is exactly what the Government are trying to do, within the constraints and the global economic position we are in.
We are trying to support other people through our recent announcement of a £37 billion support package. We want to ensure that those who cannot work get support. We are taking a number of measures through the restart and kickstart schemes to ensure that people get into work and can support themselves. We are then ensuring that they are paid properly in work, and hon. Members will know about the increase in the national living wage and our measures to cut taxes to ensure that those in the lowest income brackets get sufficient sums when in work. We are also upskilling people so that they can increase their pay.
