I thank and congratulate the hon. Member for Enfield, Southgate (Bambos Charalambous), who brought the matter forward, as well as the hon. Member for Thirsk and Malton (Kevin Hollinrake) and other Members who have attended to speak. I look forward to hearing the speeches of the shadow Minister, the hon. Member for Ashfield (Gloria De Piero), and the Minister. He is of course ably supported by his Parliamentary Private Secretary, the hon. Member for Angus (Kirstene Hair), who will keep him right—although that will not be hard to do.
The issue is important, and that is why I am here to give support. It is always good to speak on issues that affect our constituents. I am sure that I am not the only person who was touched by the Missing People choir in “Britain’s Got Talent”, when TV gave an insight into the issue. That was in 2017, which is not that long ago. As we get older, the years go by more quickly than we would ever have imagined. I admit that, like others, I shed a tear as the photos flashed up showing clearly how many people there are in this country every minute of whose days is affected by a missing person. That made it clear that there is a real issue. The pain of not knowing—rooms that remain untouched and lives that are unled—lost in the realm of waiting, is nothing short of heartbreaking. I rejoiced when I learned that one of the missing persons linked to the choir had been found. Yet that happy ending is not a normal ending in such cases; that is a fact. The 2017 Act was passed to help families and enable them to deal with financial and other issues that arise when someone has gone missing, although it will never help to ease the pain and suffering.
The Police Service of Northern Ireland has a website that displays photos of those who are missing, in an attempt to enable people to give others peace of mind. However, I believe that we must have a UK-wide national register of missing persons to provide a snapshot of live missing persons incidents across police forces throughout the UK, as a way of finding missing people if possible.
In the provincial papers back home, such as Sunday Life, there are unfortunately regular stories about people who have been missing over the years, with a renewed plea for people with evidence to come forward. It is always good to publish such information. I do not go to America every year, but I recall seeing, when I was there on holiday, that Walmart stores had pictures up of children who had gone missing. There were pictures galore on the wall—a wee timely reminder of the losses that happen. The children in those pictures are always smiling. Each missing person case is a story of loss and heartache, and the pictures resonate with everyone who looks at them.
I support legislation to make life easier for the families of missing people. I should make it clear that it is not an issue that affects only a small number of people. In the United Kingdom there is a report of someone going missing every 90 seconds, and 180,000 people are reported missing every year. There are 340,000 missing person incidents every year. Children are more likely to go missing than adults—that really creates grief and strain. One in 200 children and one in 500 adults go missing each year. Research has shown that stress is one of the most common reasons for adults to go missing. In up to eight out of 10 cases of missing adults, diagnosed or undiagnosed mental health issues are the reason. Relationship breakdown is responsible in three out of 10 cases. Dementia is another cause, in one in 10 cases. Four in every 10 people with dementia will go missing at some point. Those people do not intend to go missing, but they do. That has happened in my constituency in the past couple of years. Both people were found in time, thank goodness, and had no knowledge of where they were or recollection of how they got there.
Whatever the reason for someone going missing, the pain is the same. The Government were right to pass the legislation and now, at the close of the consultation period, it is time to implement the measure that will make so many things easier for waiting families to deal with.
The hon. Gentleman is making a powerful argument about the ways that people go missing. Does he agree that it is positive that we are moving towards the endgame, in July, for this important Act? However, as my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake) mentioned, 2,500 people are still waiting for the measure to be implemented. A thousand people go missing every year and, as has been said, they all have families. Must we not use the debate to make sure that the timescales for implementing the Act do not slip further?
I agree wholeheartedly. We look to the Minister now to encapsulate our thoughts and give us reasons why we are having this debate. Now is the time. We cannot wait longer. The hon. Member for Enfield, Southgate mentioned that it is the last day of the consultation, and we look to the Minister for reassurance.
Every one of us can understand the families’ uncertainty. I agree that there must be a long waiting period before a declaration of presumed death can be made; yet there are issues that should not have to wait that long to be discharged. That is what this legislation is about, and it is on that matter that we want the Minister’s reassurance. It will be helpful if a path can be set out for family members left without the financial support they need and expected, or unpaid creditors who must turn to insolvency procedures. It will be helpful also in the case of mortgages and repossession procedures. It is relevant to problems that arise when banks and other financial institutions are unable to release the missing person’s assets, or even information about them, to those left behind. In such cases the missing person’s money can be wasted by automated payments. Direct debits go out every month with no control and cannot be stopped. The person’s assets decay for want of repair. Those things happen at the moment, and that is why the urgency of the matter cannot be emphasised enough.
There has been much consideration and the time has come to implement the law right away. Many hon. Members realise that there is a need to fill a void, and to look after those who have lost loved ones, so that they can continue their lives in a way that enables them to remember. The pain of families left behind will of course never go away, but the Act will enable us to look after them.

I can give you a categorical assurance that I will not mention any names, Sir Roger, but I do want to speak on this subject. I congratulate the hon. Member for Enfield, Southgate (Bambos Charalambous) on securing the debate—we spoke about this issue on the train last Thursday and I understand his reasons for bringing it forward. It is a very important issue for all of us in this House. We are aware of your guidance, Sir Roger. I would like to give a Northern Ireland perspective on this debate. I look to the shadow Minister and the Minister, as always, for suitable and helpful responses.
As the proud father of three strapping young boys, and the even prouder grandfather of two young granddaughters, the issue of child safeguarding is close to my heart. As a father, a grandfather and an elected representative with direct contact with my constituency, and as someone who has been involved in sports over the years, my heart aches when I hear of a child going through any form of abuse, whether mental, physical or sexual. I wish to play my part in ensuring that no child whatsoever goes through that pain.
There are some 430,000 children under the age of 18 in Northern Ireland. Of those, almost 2,100 were identified as needing protection from abuse in 2017. We all know that that is not a true picture of how far abuse goes. We all suspect that it goes much further than that. Throughout the Province there is abuse taking place that will never be talked about, and for which justice will never be served. My hon. Friend the Member for East Londonderry (Mr Campbell) and I were just talking about that. There were probably lots of things that happened when we were younger that were never spoken about. It certainly did not happen in the circles I was in, but that does not mean it did not happen elsewhere, because obviously it did. Over 58,000 children were identified as needing protection from abuse in the UK in 2016. This is a UK-wide issue that must be addressed in a UK-wide manner. This is the place to do that: in this House with the Minister present.
I read the NSPCC’s briefing on preventing abuse of positions of trust, which was very helpful. I agree with the points that it made, and which the hon. Member for Enfield, Southgate explained so well in his introduction. It states:
“Sex crimes committed by adults in positions of trust have increased by more than 80 per cent since 2014...The number of offences where professionals such as teachers, care staff and youth justice workers targeted 16 and 17-year-olds in their care for sex rose to 290 in the year to June—up from 159 three years ago. Nearly 1,000 crimes were recorded over the period, with the figure steadily rising year on year.”
Current legislation does not include all sports roles, for example coaches, assistant instructors or helpers. We also need to include sports organisation and settings, such as clubs, leisure facilities and events, within these definitions. We need clarification. The legislation needs to be tightened so that all of that is covered. Is that something the Minister intends to do?
I thank the hon. Member for Enfield, Southgate (Bambos Charalambous) for securing this important debate. Does the hon. Member for Strangford (Jim Shannon) agree that we should also consider the role of the Charity Commission? A case in my constituency has shown that although the commission is good at ensuring that clubs and organisations have correct policies in place, it lacks the teeth to carry anything through. When concerns are raised, it is very slow to follow up with action.
The hon. Gentleman rightly outlines an anomaly that needs to be addressed. Again, I look to the Minister for a response. I would like to see it addressed in legislation, and this debate gives us an opportunity to do just that.
At present, abuse of a position of trust within most sports contexts is not illegal, although there might be circumstances in which the law does apply to sports coaches, for example if they are employed by and operating within a school. The hon. Member for York Outer (Julian Sturdy) touched upon that as well. The NSPCC’s view is that, because of the vulnerability of young people and the particular circumstances of sport, the legislation should be extended to roles and settings within sport. We are deeply indebted to the NSPCC for its briefing. It has outlined a number of things that will be very helpful to the Minister. I ask the Minister: when can this be done? When can the initiatives and helpful suggestions set out in the briefing and offered by hon. Members be taken on board? I know that the Government, the Minister and hon. Members are willing, so to me it is a matter of seeing where we should prioritise moving this. It must be high on the list of priorities and we must look for imminent legislative change.
I am sure that we were all moved by the stories of the Olympic gold medal-winning US gymnasts who eventually spoke out about their coach. I was shocked at how widespread the abuse was. My next thought was, “Could this happen in Northern Ireland, in the United Kingdom, or anywhere we have some representative, control or input? How are we protecting our children who want to excel and who put their trust in coaches and staff, but who are taken advantage of?” In Northern Ireland, people who work with children must have clearance, but that protects children only from known offenders. What legislation is in place to ensure that the first inappropriate touch or talk is reported as a crime, and that steps are taken to convict? We must get to that stage.
There is no protection in sporting circles for 16 and 17-year-olds, who are not protected under normal sexual consent laws. That needs to change. As the hon. Member for Enfield, Southgate said, the loophole must be closed and laws on positions of trust must be extended to the work of all those involved with children. People, including us in this House, are blessed to have an input in how to help a child or a young person to grow in sport, education and life, and as a family member. It is so important to have the right laws in place to ensure that happens in the right way.
The bravery of those who have come out after years of dealing with the secret pain of their abuse must be applauded. No one in this House or further afield could fail to be moved by some of the stories that we have heard publicly—very publicly, usually. Moreover, those people must be the catalyst for desperately needed change. We must look to those people, who have come through so much, and who speak out to make a change and to ensure that no other child goes through what they have gone through, and say that we will stand with them.

That this House has considered the introduction of an agriculture GCSE.
It is a pleasure to serve under your chairmanship, Mr Gapes, I think for the first time. As Members may recall from previous debates, my professional background is in agriculture; I draw Members’ attention to my declaration in the Register of Members’ Financial Interests. My background and experience have naturally made me a passionate advocate for UK farming. British agriculture is the essential foundation of the UK food and drink industry, which as our largest single manufacturing sector employs one in eight people and contributes more than £100 billion to the economy each year, including through a growing volume of exports. Farming also plays a vital role in protecting our environment, maintaining and conserving the land, soil and landscapes that make up our precious natural heritage.
So why a GCSE in agriculture? One of the foremost functions of our education system is to equip young people with the necessary skills to contribute to the social and economic life of our country. I firmly believe that, given the significance of agriculture to our economy, environment and society, the education system should ensure that the younger generation are able to flourish in the sector, and should give them the option of doing so at the earliest possible opportunity by offering an agricultural GCSE in schools across England and Wales.
I thank the hon. Gentleman for securing this debate. Bearing in mind that the average age of farmers in the UK is approaching 60, does he agree that a new lease of life is needed and that the GCSE will give those who are perhaps not from a farming background but who have a love of the land the opportunity to gain an understanding and to get involved in farming? We in Northern Ireland have done that so far.
I entirely agree with the hon. Gentleman. I have not quite reached the farmer’s average age yet, which is around 59 at the moment. I was going on to mention that Northern Ireland already has a GCSE in agriculture, which started in 2013.
I thank the hon. Gentleman for giving way; he has been very gracious. As we move towards leaving the EU on 31 March next year, the opportunities for agri-food business to increase across the whole world are magnificent and large. Does the hon. Gentleman feel that now may be the time to focus on them? There are opportunities in farming here, and in exports overseas.
I could not agree more with the hon. Gentleman; he makes the point very well. As we move forward with Brexit, now is the time to push the boundaries and take agriculture to new levels. To do that, however, we will need the skills base for the future, and we have to enthuse young people. A GCSE in agriculture gives us a real opportunity to do that.
Sadly, there is plenty of evidence that young people do not consider agriculture as a potential career path at the moment, which is unfortunate considering its vital role in the UK economy, and in addressing the huge global challenges of world hunger, food security and environmental conservation. Only 4% of UK workers would ever consider farm work or going into agriculture. Statistics show that about 20,000 students opt to study agriculture at university each year. As my hon. Friend the Member for North Herefordshire (Bill Wiggin) said, that is a growing number, which is very encouraging. However, some 280,000 school leavers sign up for business-related degrees. Introducing agriculture as an option early on, at GCSE level, would give young people a chance to understand the huge opportunities that the sector offers them, and would do something to correct the imbalance.
The comparison with business studies in those statistics, along with Adam Henson’s comments that I quoted earlier, are important because it is essential that we remember that farming is a business, and therefore offers exactly the same opportunity for entrepreneurship and innovation as urban enterprises, as well as addressing huge environmental and humanitarian concerns. Moreover, it is a business sector that will be at the forefront of unfolding technological developments and exciting scientific advancements. A GCSE option would be a useful way of alerting school pupils and school leavers to those opportunities.
Agriculture is being, and will be, transformed by the fourth industrial revolution, and it is important to alert pupils and parents to the option of pursuing a career in a high-tech, high-skill industry, utilising the latest scientific innovations. School leavers entering the farming sector in the next few years could expect to use GPS technology to harvest wheat, to use driverless tractors, to use drones to deliver herbicides to weeds on a precision basis, to grow wheat with nitrogen-fixing bacteria, and to use other new technologies that will drive up animal welfare, such as robotic milking parlours. The industry needs entrants with sound scientific understanding and applied skills.
In the next few decades, robotics, biotechnology, gene editing and data science will become increasingly established in the farming sector. Our country is home to some of the best agri-science research in the world, such as at Rothamstead Research in Herefordshire—
