My hon. Friend is absolutely right. If she looks at the Foreign Affairs Council conclusions from Monday, she will see that the EU gave a very clear message on that. It is a violation of international law to treat refugees in that way. It is totally unacceptable, particularly among allies and friends.

What a contrast between the former President Ford and his treatment of the Vietnamese, when 130,000 Vietnamese were repatriated to the USA under Operation New Life, and President Trump, who has treated his allies, the Kurds, with total contempt and has left them to the mercy of the Turks. There has already been mention of war crimes and people being murdered—the elected representatives of the Kurds. While the US has dallied and neglected its allies, Syria has stepped in. Does it not concern the Minister that while the USA has run away, Syria has filled the gap?

The hon. Gentleman is absolutely right: we should be worried about not just the humanitarian and security situation on the ground, but the negative message that we are sending to our partners and allies, and indeed our future partners and allies. They need to know that we are dependable and reliable and that we stick with them.

My hon. Friend makes an important point. We have made the point that we would never accept any proposals that would threaten the integrity of the United Kingdom, whether constitutional or economic. We have also made the point that a lot of the proposals that we have seen would not be acceptable to many on the EU side, given the separatist pressures in places such as Corsica, Catalonia and other parts of Europe.

Does the Secretary of State agree that Brexit represents a real opportunity to become a global United Kingdom, free to make vital trade deals with countries across the world? Does he feel that increasing the backstop would be unhelpful because it would only hamper our ability to negotiate trade deals and would not help to resolve any outstanding issues?

I certainly agree that we must secure the right deal that strikes the right balance between preserving the frictionless trade that we want with our EU partners and taking advantage of the global opportunities of the future, from Latin America to Asia. We have committed ourselves to providing a backstop in case there is a gap between the end of the implementation period and the coming into effect of the future relationship, but we will do nothing to threaten—and will not accept anything that does threaten—the integrity of the United Kingdom.

The hon. Gentleman has a long track record and long experience in this area. We have made sure that we are engaging not only with all the affected overseas territories but with the affected capitals, such as Madrid, to make sure that we have as much continuity and stability as possible for the people of this country and of our overseas territories.

The Secretary of State will be aware of the importance of fishing in the Brexit negotiations, particularly for the village of Portavogie in my constituency. He will also know about the attacks on British fishing fleets just last week. I have received information that boats from the Northern Ireland fishing fleet are heading to their legal fishing grounds. What discussions has he had with his European counterparts to ensure that fishing rights are protected in the Brexit negotiations?

My immediate concern is for the welfare of UK fishermen and women. There are intensive negotiations between London and other capitals to make sure that we have a responsible approach to those recent issues. On the Brexit negotiations, the hon. Gentleman will know that our White Paper proposals envisage us becoming an independent coastal state. We will want to continue co-operating with our EU partners in this sort of area, but we will have all the rights and advantages that come with being an independent coastal state under international law.

My constituency of Strangford depends greatly on the agri-food sector for employment, jobs and opportunities. With reference to the border in Northern Ireland, will the Secretary of State explain how he intends to foster cross-border trade in a safe and effective way?

The hon. Gentleman will know from the White Paper that we have set out a paradigm that works, not just for trade between the UK and the EU, but that specifically will avoid any return to a hard border in Northern Ireland. We now need to take that proposal to our European friends. I will see Michel Barnier later this afternoon, and I will be sure to convey to him the hon. Gentleman’s concerns.

The progress that has been made in my hon. Friend’s constituency is hugely welcome. If we look at the behavioural change across the board as a result of previous measures, we can see that 90% of councils have taken up the powers to apply the premium and that all but three of those councils are charging it at the maximum level of 50%. This has resulted in a 9% fall in the number of properties subject to a premium in those areas using the premium every year since the power was introduced.

In Northern Ireland, measures have been taken in relation to accommodation above shops that is not being used for commercial purposes. The Minister has referred to rates relief for shops, and there is also a way of doing that in relation to the space above the shops in order to provide accommodation. Has he given any consideration to that possibility?

13. What steps he is taking to improve the court experience for victims and witnesses.

We are investing more than £1 billion in our court reform programme to make our justice system more sensitive to victims and witnesses and more accessible to the average citizen.

I pay tribute to my hon. Friend for the way in which she has championed this issue and to Jill Saward for her campaigning work. As part of our reform programme, we are rolling out section 28 pre-recorded cross-examination for vulnerable witnesses in the Crown courts. That will be rolled out initially in Leeds, Liverpool and Kingston upon Thames from next year, but the plan is for a national roll-out. We are also committed to extending section 28 to family law cases and we have announced legislation for that purpose in the Queen’s Speech.

The Minister is right that the victims should be central to Government policy. What support is available for both adult and child rape victims after the verdict, and will he outline the process whereby support is offered, regardless of the verdict?

In 2017-18, the Ministry of Justice allocated around £7 million as a contribution to 97 rape support centres across England and Wales to provide independent specialist support. In the same year, we allocated £68 million to police and crime commissioners. The hon. Gentleman raised an important aspect of the support, which remains available to victims after as well as before the conclusion of a trial, regardless of the verdict.

I am aware of the case my hon. Friend raises, and of the heinous crimes that were committed and the appalling impact they had on the victims. She will know that the overhaul of the sentencing framework between 2012 and 2015 means that that type of sentence would not now be passed in that type of case. She will also appreciate that I cannot intervene in individual cases and that changes to legislation to strengthen sentences cannot be passed retrospectively. That is the problem and challenge in this case.

Bearing in mind that 56% of all victims of sexual offences in Northern Ireland in 2011 were under the age of 18, will the Minister outline the multi-regional approach that will be taken to deal with the aftermath of the sexual exploitation of children in the transition to adulthood?

That is a detailed and complex area, and I would be happy to write to the hon. Gentleman on its impact in Northern Ireland.
