Commons ChamberWe are taking a variety of different measures. In this country, we will shortly be seeing the first battery hybrid trains and the first hydrogen-powered trains, and we are providing support for low emission and ultra-low emission buses. Indeed, I recently went to the constituency of the Under-Secretary of State for Transport, my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones), to see the work that the local bus company is doing to introduce entirely electric-powered local bus routes. There is a huge amount happening, but of course there is a lot more to do to decarbonise the whole public transport sector and our road transport, too.
Has the Secretary of State had any discussions with the Treasury regarding a public transport voucher scheme that can be taken from pre-tax wages to encourage people to use public transport and thereby lower carbon emissions in our cities?
I have not, but I would be happy to discuss the hon. Gentleman’s concept. I am very interested in what he says.

Commons ChamberI have been very clear that the Government will, using the tools at our disposal, ensure there is guaranteed capacity for regional airports at Heathrow. That is absolutely clear Government policy.
The passenger numbers at Belfast City airport and Belfast International airport have been exceptionally good, but connectivity is key. Will the Secretary of State outline what connectivity can be brought to benefit Belfast City airport, Belfast International airport and Londonderry City airport?
I have had regular meetings with both airports since becoming Secretary of State. They have great ambitions to expand their route networks. The commitment I give to the hon. Gentleman is that my ministerial team and I will do everything we can to support their ambitions to attract more international routes and better connections within the United Kingdom.

Commons ChamberAs you will be aware, Mr Speaker, the European Commission has already said that it wants haulage to continue. It does not expect a permit-based system to be required. But in the event of a no-deal Brexit, we have bilateral agreements with a number of other EU member states that come into effect. We have put in place a system to distribute the ECMT permits precisely because we want to make sure that all bases are covered. However, we wrote to hauliers last week saying that they were being issued as a formality. Nothing that has happened so far would lead us to believe that those restrictions will be there.
I thank the Secretary of State for his answers so far. Has he had the opportunity to review the unexplainable action of Irish firm Arklow Shipping in relation to its agreement with Seaborne Freight? Was there a signed contract or is it the case, as some stories today indicate, that the Republic of Ireland and the EU are doing all they can to frustrate Brexit?
I do not want to attribute any possible reasons for Arklow Shipping pulling out. It was a shame that, just at the point when everybody had draft contracts in place ready for signing, the company backed away. It is a regret that that is the case. I would have liked to have seen this new service come into effect, if only to ensure that the port of Ramsgate had alternative business for the future, but I am afraid that it is not for me to comment on the motivations of the company involved.

Commons ChamberThe hon. Lady says, “should we have to leave the EU”. The country has already voted to leave the EU and we will next week vote on an agreement that would continue current aviation arrangements. If she is concerned about the contingency plans put in place by the European Union, will she join the Government in the Division Lobby next week to support the agreement?
Can the Secretary of State further outline discussions held with Belfast City and Belfast International airports to secure enhanced trading routes post March, and to evaluate what changes the airports may have to make?
I have had regular conversations with the leadership of the Belfast airports. Working with them in several areas, I want to see them expand their international flights. More flights are, of course, being planned for next summer, and I hope and believe that they have a strong and prosperous future with better links around the world.

Commons ChamberA number of trials are taking place around the country, which are paving the way for this revolution. I pay particular tribute to Andy Street, the Mayor of Birmingham, who is working with the industry in the west midlands—the heart of our automotive industry—on on-street trials on all kinds of roads there. This revolution is going to transform lives. It is going to create real opportunities for people with disabilities and the elderly. We are a way away from an automated vehicle being able to go up and down a single-track road with passing spaces, but the reality is that in and around our major towns and cities, this revolution is going to start happening very soon.
Electric vehicles need to be dependable. Can the Secretary of State outline what consumer protection and consumer care will be in place for those with electric vehicles who have an issue with charging that leaves them stranded? I am aware of that happening.
It sounds as though the hon. Gentleman and I had better have a conversation about that, so that we can look at specific cases. It is clearly important that consumers with electric vehicles have the benefits of the same consumer protections as any other kind of vehicle driver.

Commons ChamberI will make a little more progress, and then take some further interventions.
The need for an additional runway in the south-east is greater than ever before because—this is the reason why we have to do this—all five of London’s main airports will be full by the mid-2030s, and Heathrow is full today. We are seeing business leave the UK and go to airports like Frankfurt, Amsterdam and Paris, which have made additional capacity provision. If we sit here with our “Plane Finder” app on, we can watch planes flying overhead from the United Kingdom so that UK business passengers can go to Schiphol and then fly around the world. We are losing those connections to other countries, and we are losing the investment that goes around those connections. That is an important part of why this expansion is necessary.
I also need to be clear that this is not at the expense of growth at our other airports. It is simply not the case that other airports will lose business as a result of the expansion. All of our forecasts show every airport around the UK continuing to grow and expand. The UK’s Regional and Business Airports Group, which represents 40 airports, wrote to hon. Members saying:
“Heathrow expansion would mean more UK airports have vital access to a truly unrivalled network of routes...to destinations around the world.”
With expansion at Heathrow, non-London airports will continue to experience that strong growth—80% by 2050—and, importantly, they will have the capacity to accommodate that growth.
I thank the Secretary of State for his statement. This is clearly more than just about the constituencies around Heathrow and London; it is about connectivity for all the regions, as he has outlined. It has been said that Belfast City, Belfast International and Londonderry airports will gain by some 15% in new domestic routes. Can the Minister confirm that the increase will be of 15%?
My expectation is that we will see substantial growth. I would not put an exact percentage on it, but I have said that I will use the public service obligation mechanisms to set aside 15% of the additional capacity at Heathrow for links around the United Kingdom. We will use the PSO mechanisms to ensure that airports such as those in Northern Ireland, which are already thoroughly successful, benefit from this connection, and we will do the same in Scotland, the south-west and at other airports in the north and potentially north Wales, where this can make a difference.

Commons ChamberI have a big team that is experienced in dealing with such things, because, across the world, we have bilateral arrangements with countries in all continents. I have experienced teams that are working on that right now. We are pursuing the necessary successor arrangements that we will need for flights to countries around the world, and there is nothing but good will and constructive discussion between us and those countries in ensuring that there is no interruption in flying.
Not only is the aviation timetable agreement important, but so is the securing of routes. Will the Minister tell us what has been done to secure routes for Belfast City and Belfast International airports to make sure that Dublin does not receive, to our detriment, the routes that we should be getting instead?
Of course, the choice of routes is ultimately down to the airlines themselves, but the hon. Gentleman will know that we provide significant support for important links from Northern Ireland, and we will continue to do so. The biggest difference for Northern Ireland will come with the expansion of Heathrow airport towards which we are working at the moment, and a guarantee of slots to provide excellent connectivity for Northern Ireland, Scotland, England and Wales into countries around the world.
