Commons ChamberNot only do I agree with the right hon. Gentleman, but we published a light rail call for evidence only last week, specifically highlighting all the concerns he mentions of air quality, congestion relief and so on.
I am grateful to my right hon. Friend for raising the issue. He will be aware that the local authority has the capacity to charge up to £10,000 a day for works overruns. We are working on a new programme called Street Manager to enable local authorities to track these works more effectively.

Commons ChamberI will be delighted to meet the hon. Gentleman and colleagues about that. As he will be aware, the DFT was awarded £77 million at spring Budget 2016 for the upper Orwell crossings. That scheme was one of the first large local majors to be funded. We will happily revisit any discussion he wishes to have on this topic.
Does my hon. Friend recognise that many hospitals around the country do not have good public transport links? For that reason, will he write to the Health Secretary urging him to scrap hospital car parking charges?
As my right hon. Friend will know, the first debate I ever secured in the House of Commons was on car parking charges at Hereford Hospital—[Interruption.]

Commons ChamberI thoroughly dispute the idea that the Government are not playing their part, not least because we are heavily investing in HS2, which will run very close to that port and support it.
Is my hon. Friend aware that many Harlow motorists face significant problems from ever-increasing congestion and the ever-increasing number of terrible accidents on the M11? Will he investigate that to see what can be done?
We are absolutely aware of these issues and officials focus on them, as they do on issues on other strategic parts of the road network, but I would be delighted to meet my right hon. Friend to look at the issue further.
