Commons ChamberI am not quite sure why the hon. Gentleman needs to phrase every question he asks with an insult. I know that he should look closely at our work on ensuring that Select Committees have even more influence in scrutinising Government policy. I will take his careful and wise comments on board.
I am delighted to say that last week I published the draft Public Service Ombudsman Bill, which will modernise the complaints system for public services. As my hon. Friend says, it sets out how we will create a single point of contact, make the system simpler and more efficient and give the new ombudsman a wider role in championing improvements in complaints handling.

Commons ChamberThat question gives me the opportunity to say how disappointed I am that local authorities choose to make cuts in their service provision. We are investing more than £1 billion in NCS in this Parliament and the overwhelming majority of that funding will flow through delivery organisations, most of which are public or VCSE—voluntary, community and social enterprise—organisations. Beyond that, we are also investing more widely in the youth sector through programmes such as Step Up To Serve and the British Youth Council, and supporting local authorities to reshape their youth provision.
10. The Minister gave a statistic in response to the question asked by the hon. Member for Huddersfield (Mr Sheerman), but what steps is he taking to encourage NCS participation by young people from a black and minority ethnic background?
I thank my hon. Friend for asking about the participation targets. It is really important that every young person—every 16-year-old—gets the opportunity to take part in NCS, because the programme not only creates a more cohesive society and adds to social mobility and social engagement, but delivers value for money. The statistics that I cited earlier show that it is a programme of which we, the Government and the whole country can be very proud.

Commons ChamberI look forward to coming to Northern Ireland to make exactly those points. When we look at the special status that Northern Ireland has been given in terms of vital grants, the important co-operation as part of the common travel area with the Republic, and the way we have already reformed the common agricultural policy and the common fisheries policy, it is clear that there is more to be done, but money goes into Northern Ireland through those programmes. I am happy to talk about all those things in the Province.
The Prime Minister referred to resolving the issue for a generation. Will a treaty change to incorporate our changes and perhaps to allow greater integration of the eurozone require a further referendum in the UK?
That is a very good question. It would depend on what was in that treaty. If the eurozone members were to bring forward treaty changes to change the nature of the eurozone, but without in any way affecting competencies here in Britain, I suspect we would be able to get our changes on ever closer union and on the governance surrounding the eurozone into that treaty. Whether or not such a treaty change requires a referendum simply depends on whether it passes competencies from Britain to Brussels. If the answer is yes, we have to have a referendum; if the answer is no, we do not.
