Commons ChamberMy right hon. Friend is right about the huge environmental damage that has been caused by the breaking of the dam. Although I am sure Members are already conscious of this, it is worth reminding the House that incidents such as this and the damage to other civilian infrastructure across Ukraine is happening only because of Russia’s war and its illegitimate invasion of Ukraine. The best thing that Russia can do to protect the environment and civilian infrastructure, and to end the loss of life, is to withdraw its troops immediately.
The UN high seas treaty is a landmark for conservation. Will the Foreign Secretary assure the House that the Government will look to adopt and ratify it as quickly as possible?

Commons ChamberI assure the right hon. Lady that we continue to make every effort to support British dual nationals incarcerated in Iran. This remains an ongoing piece of work, and she will understand that it is not always possible, or in the best interests of the individuals, for us to go into details. However, I assure her that it remains a priority for the UK, and is one of the reasons why it is important that we maintain a bilateral diplomatic relationship with Iran.
The Foreign Secretary will be well aware of the huge demonstrations in Israel opposing the Government’s plans to control the judiciary, which will undermine the rule of law—a situation described by the President of Israel yesterday as “very serious”. Does the Foreign Secretary share President Herzog’s concerns?
Ultimately, of course, the Government of Israel need to understand that they have a responsibility to the people of Israel. We always suggest that, when there are protests, Governments listen to why those protests are happening, and of course, we want to see Israel abide by the rule of law.

Commons ChamberI reassure my right hon. Friend that in every meeting I have had with representatives of the Chinese Government, I have raised specifically their sanctioning of him and others in this House as being completely unacceptable behaviour. I have challenged them on every single occasion that I have had conversations with the Chinese Government.
I understand the desire to have a simple, short phrase or a single word to describe our posture towards China, but with a country as big, influential and significant as China, it is impossible to distil it down to a simple set of words or a phrase. That is not something we do with any other country in the world. We recognise that international relations are more complicated, so in the IR refresh there is more of a narrative than a single-word description. We want to describe the areas where we can and should work more closely with China, the areas where we need to defend ourselves and our interests against China, and the areas where we want to steer China into a different course of action. So there will always be descriptors, plural. I understand my right hon. Friend’s desire for clarity on this, and he will see through our actions that we will respond robustly to China when it behaves in a way that we disagree with, but we will also attempt to steer China in a better direction.
Given the close way in which we have been working with our European allies to resist Russia’s invasion of Ukraine, is it not now time to seek a formal foreign policy and security partnership with the European Union alongside our leading role in NATO?
I have just come back, at the tail and of last week, from the UK-France summit in Paris, and our closer defence co-operation was one of the main topics we discussed, as was our broader co-operation with the member states of the European Union on our collective self-defence, but ultimately NATO has shown itself to be the most effective mechanism for the defence of the Euro-Atlantic region. The UK has demonstrated its full commitment to NATO, and through the announcements we have made today and the previous announcements we have made, we will continue to be one of the leading contributory nations to NATO. That is the primary vehicle for our collective self-defence.

Commons ChamberI will be raising this specific subject with Martin Griffiths when I speak to him later this afternoon. Humanitarian access routes have been constrained over recent years, which has caused more suffering, and it is something we will seek to address.
First, given the immense scale of this terrible tragedy and the reports this morning that people are using their mobile phones while trapped under the rubble as they cry for help, do we have the capacity to send a further search and rescue team, because I think it seems, given the scale, that that would certainly assist? Secondly, does the Foreign Secretary expect the Disasters Emergency Committee to issue an appeal?
On the right hon. Member’s last point, I will certainly look at that and ask my officials to liaise on raising a specific appeal. What future assistance we give will be very much guided by the requests of the Turkish authorities and the feedback of the initial wave of experts that we have provided.
I realise that I failed to fully answer the question from the hon. Member for Liverpool, Riverside (Kim Johnson) about heavy lifting equipment and the fuel for it. Again, we will listen carefully to the requests from the Turkish authorities about that. One of the reasons our USAR team is so valuable is that we have state-of-the-art search and rescue equipment that co-ordinates closely with other equipment that is easier to get on to the ground for those partners who are physically closer to the incident.

Commons ChamberI assure my right hon. Friend that we will continue working cross-Department and across Whitehall to ensure that those Iranians who have chosen to make the UK their home, and Anglo-Iranians who live in the UK, feel safe. The first duty of Government is to protect the people within these shores, and I assure her that we take that responsibility incredibly seriously.
I thank the Foreign Secretary for what he has said about the brutal murder of Mr Akbari. The sad truth, however, is that the Iranian regime does such things because it can. There are voices that have called for the joint comprehensive plan of action process to be abandoned, and I would be grateful if the right hon. Gentleman could tell the House what his current view is. I caution him, however, because in absence of that process, what other means would we have of preventing Iran from acquiring a nuclear weapon, which, given its current behaviour, is surely unthinkable?
The right hon. Gentleman makes an incredibly important point. We hear calls from Tehran for us to lift sanctions, and we remind them that the sanctions are imposed because of their behaviour, be that human rights violations, brutality against their own people, support for militias in the region, or attempts to acquire a nuclear weapon. We will continue to work closely with our international partners in preventing Iran from acquiring a nuclear weapon. Negotiations on the JCPOA have not progressed, and the ball is very much in the court of the Iranians. I say strongly to them that the world will continue to work in concert and solidarity to prevent them from acquiring a nuclear weapon, and if they wish sanctions to be lifted, the regime has to fundamentally change its behaviour.

Commons ChamberThe Government and I have committed to exploring ways of ensuring that those individuals who supported Vladimir Putin—the kleptocrats and oligarchs who have helped to fund this aggression against Ukraine—are not just sanctioned; ultimately, we will look at legally robust mechanisms to seize assets as part of the reparations, rebuilding and reconstruction phase. Of course, we work closely with the Canadian authorities. Canada has a similar legal system to ours, for obvious reasons, and we will explore what it has done to see what we can learn to ensure that whatever vehicle we put in place has the desired effect and is robust.
Fixing the Northern Ireland protocol is a top priority for this Government. Since September I have been in regular contact with Vice-President Šefčovič. We last spoke on 1 December and I will be seeing him for further talks this week. My officials have also been working with our counterparts in the EU on a regular basis to try to resolve the issues, which we recognise—and we are impressing this upon them—are causing serious, genuine and damaging friction in relationships between the various communities in Northern Ireland.
I am grateful to the Foreign Secretary for that answer. It was reported recently that the Prime Minister has assured President Biden that an agreement will be reached with the EU in time for the 25th anniversary of the Good Friday agreement. We also read that the Northern Ireland Protocol Bill is on ice while the negotiations continue. Can the Foreign Secretary assure the House that if an agreement with the EU is reached—and we all hope that will happen—the Northern Ireland Protocol Bill will be dropped?
The Northern Ireland Protocol Bill exists for a reason. The commitment that I made to Maroš Šefčovič in the conversations that I had with him and others was that we would not either artificially accelerate that process or artificially hinder or retard it. We have always said that our preferred option is through negotiations. We speak regularly, the tone is positive, and I think that there is now an understanding that the concerns that we have raised, and that have been raised particularly by the Unionist community in Northern Ireland, are not confected but real, and that any agreement would need to address them.

Commons ChamberMy right hon. Friend makes an important point about the Black sea grain deal, which is helping to feed people who need international support now more than ever. The claims of the Kremlin and the Russian Ministry of Defence are becoming increasingly detached from reality; as I have said, they are designed to distract the Russian people from the reality of Russian failures on the battlefield. We will continue to shine a light on those failures, and we will continue to support Ukraine in defending itself against that aggression.
In the announcement that it was pulling out of the deal, Russia said that it would be “risky” for Ukraine to continue to export grain via the Black sea. The only possible risk to ships comes from Russia itself. Further to the question that the right hon. Member for Maldon (Sir John Whittingdale) asked, if ships are moving out of Odesa, and with reports that the United Nations, Turkey and Ukraine have reached some agreement about ships currently in Turkish waters, does the Foreign Secretary think that there is any prospect that President Putin’s bluff will be called, that the ships will continue to be inspected by other parties to the agreement and that they can carry on helping to feed the world?
The right hon. Gentleman makes an important point about where the only credible threat to international shipping would come from. If grain ships were attacked or the export of grain were prevented, the world would see who was ultimately responsible for imposing even more hunger on the world, on people in the global south and on people who are already suffering because of food insecurity and famine. The world would see who was truly to blame for imposing greater hardship on people who are already suffering.

Is it the Government’s intention to invoke article 16 of the Northern Ireland protocol alongside the publication of the Bill?
Obviously, article 16 exists for a reason. I will not pre-empt the work of my right hon. and hon. Friends, but the Northern Ireland protocol needs to be fixed and that is our intention.

The situation in Afghanistan moved incredibly quickly, and it forced a pressure on all international capitals that had a presence in Afghanistan, the likes of which we had not seen before. I hear what my hon. Friend says about the specifics, and I will not be rushed into making conclusions about our response to the report. It deserves proper consideration, and that consideration will be given.
May I return to the position of the British Council contractors—a point that was raised by the hon. Member for Basildon and Billericay (Mr Baron)? Having to move from place to place costs money, and we all know that these people are in fear of their life. What are the Government doing to support them with those costs? I know of individuals who are sending money, but are the Government doing so?
Secondly, it is all very well to say that people can be considered for the resettlement scheme if they make it out of Afghanistan, but we really owe a debt of honour to these individuals, so surely we can tell them that they will get a place on the scheme if they manage to get out.

Commons ChamberThe hon. Gentleman will understand that, ultimately, his question would be more properly answered by Defence Ministers. I can assure him, however, that the close working between the Foreign, Commonwealth and Development Office, the Ministry of Defence and our international partners will ensure that the UK absolutely remains a top-tier defence country within NATO. We will continue to support our NATO allies and countries in the region to defend themselves against physical and digital threats.
Many countries of eastern Europe chose to join NATO as soon as they were free to do so, because they regard membership of the defensive alliance as essential to their security and democracy. As a result of Russia’s invasion, Finland and Sweden are considering whether to make such an application; the Foreign Secretary has made it clear that the UK would support an application if it was forthcoming. Is the Minister confident that, in that event, NATO would agree to admit Finland and Sweden to the alliance?
The phrase that comes to mind is, “When people are free to choose, they choose freedom.” In this instance, a number of countries are seriously considering joining NATO—as the hon. Gentleman says, predominantly Finland and Sweden. I have no doubt that their application will be considered seriously by NATO member states. They are both serious defence players in their own right. Our view is that they would be an asset to NATO. Ultimately, the choice is for the people of those countries, but as my right hon. Friend the Foreign Secretary has said, we would look favourably on that application.

Commons ChamberThe UK remains fully committed to a two-state solution as the best way to permanently end the occupation, deliver Palestinian self-determination and ensure Israel’s Jewish and democratic identity. My right hon. Friend the Foreign Secretary visited Israel and the Occupied Palestinian Territories on 25 and 26 May for talks with senior leaders to reaffirm this commitment. We welcome the ceasefire in Israel and Gaza, and we are working with partners in the region to find a durable solution to the conflict. We also look forward to hearing more from the Alliance for Middle East Peace and the US Government about the international fund’s objectives and the projects it will support. Once more information is available, we will consider options for UK involvement.
As the Minister has said, for many years there has been widespread international support for a two-state solution, but he will know that a growing number of voices now say that the window on this is closing rapidly, and that if it does, Israel will have to accept full and equal civil rights for all Palestinians. In the light of this, what policy would he encourage the new Government formed this week to pursue?
We congratulate the new Government on their formation and look forward to working with them in pursuit of the almost universally held goal in this House and across the international community of having a secure, sovereign, prosperous Palestinian state alongside a secure and stable and safe Israeli state. Ultimately it is for the Government of Israel to make decisions about these policies, but, as has been the long-standing position of the UK Government, we will work to support any and all actions which are complementary to or part of the process towards making that sustainable two-state solution through political negotiations a reality.

I hear what my right hon. Friend says. The Foreign Secretary, as I said, is looking carefully at the requirements of the legislation. I can assure my right hon. Friend, from this position at the Dispatch Box, that the Government are well able to listen to the mood of the House without the need for legislation in this Session.
The Minister referred to the humanitarian aid that the UK has already given to Yemen, which we recognise, but I am afraid he has failed today to explain why the Government have now decided to cut that contribution by more than half. Doing the right thing in the past is not a justification for doing the wrong thing now. Yesterday, a Yemeni aid worker co-ordinating food aid distribution, said this:
“Children are dying every day here. It is not a moral decision to abandon Yemen.”
Why have the Government done this when for example Germany, which is also facing the same unprecedented economic situation—to use his own words—has managed to pledge twice as much as the United Kingdom?
Different countries at yesterday’s pledging events put forward their pledges. Some increased their pledges; some reduced their pledges. Each country is facing its own economic challenges. The UK remains, despite the unprecedented economic circumstances we face, one of the largest donors both in general terms and in terms of humanitarian support for Yemen. I would also make the point that while the money is of course incredibly important—that is why we have committed to at least £87 million this financial year—there are other resources we bring to bear to bring about an improvement in this situation, including our voice on the international stage, our lobbying power and our political power. We will continue to work to bring about an end to the conflict in Yemen.

My right hon. Friend makes an important point about the complexity of the situation on the ground in Syria. Members of the House, or people outside, who seek simple solutions—the idea that there are obvious good guys and obvious bad guys and we just need to pick a side—will be disappointed. What we will work towards is a de-escalation of violence, support for internally and externally displaced people, and a sustainable political solution for Syria.
Amid the grim litany of war crimes in the Syrian civil war, the continued deliberate bombing of hospitals is particularly shocking. I applaud the Government’s humanitarian effort—as I am sure the whole House does—but the more we and international allies and the UN call for a ceasefire and are ignored, the more we demonstrate that we are completely unable to protect the civilians on the receiving end of those bombs. Have there been any recent discussions with allies about whether a no-fly zone could make a contribution to the protection of those civilians?
We are pressing for an end to aerial strikes against civilians in north-west Syria. On the specifics of a no-fly zone, no-fly zones have to be enforced and the risks of military escalation in the north-west are in no one’s interest. We are, therefore, sceptical that such a position would command international consensus, so we will continue to push, with our international friends and allies, to encourage the de-escalation of violence in the region.
