I have had the chance to talk to students in colleges that are delivering successful T-level provision in the north, but I understand the point that the noble Lord is making. As I say, V-levels are an enormously important opportunity for young people who are not wholly clear what career pathway and occupation that they want to undertake but know that they learn better through applied learning and through assessment that is more practical—something that has been widely called for. The links to occupational standards that V-levels will include will also give confidence that young people will find a route through to work or to higher study as a result of V-levels. As I said in my initial Answer, we will also work hard to make sure that awareness of these opportunities is spread as far as possible.

My Lords, HND is well known as a qualification, and many employers have been delighted over many years now to employ people who have obtained that qualification. However, does the Minister not think that, with these various different qualifications, employers in many cases are still confused as to precisely what qualifications they are looking at when they are employing new people?

The noble Lord makes a fair point, which is why at level 3 we want to ensure that there are three clear routes—through A-levels, T-levels and V-levels—while at levels 4 and 5, which is where HNDs sit, we want to improve our current position, where insufficient numbers of young people go on to get qualified. That is why the Prime Minister set the target of two-thirds of young people achieving level 4 or above, and V-levels are an important route to that further study that the noble Lord was talking about.

Yes, I would agree. I acknowledge my noble friend’s recognition and explanation of the Taith programme. My department and I hold regular discussions with Welsh Government colleagues about a range of policy issues, and this is a good example of our ability to learn from each other. I also note her important point about how Taith—and now, the Government’s Turing scheme—provides additional support to participants from disadvantaged backgrounds so that they can participate in international placements. We have made considerable progress in the Turing scheme in doing that.

My Lords, we had a long debate in the House recently on the question of restoring a youth mobility scheme with our European partners. Is it not now surely time for us to proceed with that, given that it has no negative impacts on the freedom of movement issue or indeed on our Immigration Rules? Young people all across Europe want to be able to meet and work together in the interests of future democracy and peace.

This Government are very keen to ensure that we reset our relationships with the EU, but that, of course, happens across a whole range of areas. The last time I responded to questions on this issue, I said that it feels appropriate to me to carry out that negotiation across the whole range of issues, and to do so in detail and in breadth, as my right honourable friend Nick Thomas-Symonds is doing.

I am sure that my colleagues in the Department of Health and Social Care will look closely at that, given their concern to ensure that babies and children have the healthiest start in life.

My Lords, I was saying that it is quite inspirational how fathers, particularly young fathers, are now much more involved in bringing up young children. We should recognise that sharing of responsibilities in many families. What do the Government say about that? What more can be done to encourage fathers to get more involved in bringing up their young children?

The noble Lord makes a very important point. I know from personal experience that, where fathers can give that care, it has an enormously important impact on children and their development. Obviously, over recent years we are more able, through parental leave provisions, to share that leave at the early stages of children’s lives. I assure the noble Lord that, across government, we will continue to think about ways we can support parents, including fathers, in doing that very important role.
