I thank my hon. Friend, the Chair of the Select Committee. First, I have already thanked the chair and all the panel, but I am happy to join my hon. Friend in doing so again. The IHRAR panel produced a well-considered and useful report, and I considered it very carefully. The consultation that we are pursuing is ongoing, and includes—this is an important point—areas beyond the terms of reference of the IHRAR report, such as adding a recognition of the right to trial by jury and strengthening freedom of expression, which Members have already raised. There are also areas where the Government wish to explore only a subset of the options considered by that review, and section 3 is a good illustration of that.

Can the Deputy Prime Minister outline how his reforms to the Human Rights Act and a new British Bill of Rights can help us to take back control of our borders and stop the small boats crisis in the channel?

Clearly the issue of small boats goes well beyond issues in the European convention on human rights, but what I would say to my hon. Friend more generally is that the reforms we are pursuing allow us to take more firm action under the Nationality and Borders Bill and under wider powers to deal with foreign national offenders. He should be aware that some 70% of claims by foreign national offenders scuppering deportation orders are under article 8. That is clearly an area where we can reform.

The Prime Minister has absolutely been leading on this agenda for years—[Interruption.] He has been leading for years. I would just say that it was a Conservative Government who put in place net zero by 2050, and Members should just look at the commitments we have made under the current Prime Minister, with our nationally determined contribution and our carbon budget 6. We are leading the world when it comes to going green.

The Minister will know that Teesside is the hydrogen capital of the UK, where we already produce more than 50% of our commercially viable hydrogen, so will he consider throwing his weight behind Redcar and Cleveland’s bid to become home to the UK’s first hydrogen village by 2025?

I welcome the announcement of no new restrictions and of the changes to testing for travel, which will make it far easier and cheaper for families to go abroad, but many immunosuppressed people in Redcar and Cleveland are unsure about what they should be doing in the face of omicron. Can the Prime Minister give a message to those who were previously shielding?

I welcome the hon. Lady to her new position. I look forward to our debates in the weeks and months ahead. I can advise her that she should probably not be too surprised when letters from the Scottish Government are full of grievances—that is par for the course. On Acorn, we do support the scheme. There was a competitive bidding round, where it placed third. It is a reserved project, and we are working with it to ensure that it stands a good chance in the next tranche of the carbon capture and storage scheme.

Alongside renewable energy, we need to accept our current energy mix with the energy transition. Does the Minister therefore share my anger at the Scottish Government’s complete dismissal of the Cambo oilfield, at the expense of oil and gas workers in Scotland and across the country?

My hon. Friend makes an important point. As I said a minute ago, we cannot just switch off oil and gas immediately. We want a transition, and this Government are investing significantly, with £160 million in floating wind farms, £20 million for tidal stream and the £285 million next round of contracts for difference, but it is important that we do not lose our domestic oil and gas supply not only for energy, but for the whole range of purposes, including medicine and other vital products.

We do support a just transition; in fact, the $8.5 billion deal agreed with South Africa will enable decarbonisation and a just transition in that country. We also now have 34 countries and five public finance institutions supporting a UK-led initiative to end international public support for the unabated fossil fuel energy sector by the end of 2022.

Teesside is quickly becoming the epicentre of hydrogen technology in the UK; with recent announcements on blue and green hydrogen production, we are confident that Teesside will be able to deliver more than half of the Government’s 2030 hydrogen ambitions. Around 85% of all homes are on the gas network, and domestic heating accounts for over 30% of the UK’s carbon dioxide emissions. It is clear to me that we will not make net zero without switching our gas network to 100% hydrogen. Will the Minister recognise hydrogen as a fuel of the future, and will he join me in my campaign for the UK’s first hydrogen village in Redcar?

I agree with my hon. Friend that hydrogen is a fuel of the future. As he will know, the idea of a hydrogen village trial was proposed in the Prime Minister’s 10-point plan, and gas network companies are working with local partners to develop proposals for the trial. I suggest that he speaks to my right hon. Friend the Business Secretary to make the case for Redcar.

The trade and co-operation agreement provides for zero tariffs and zero-quota trade with the EU while also allowing us to regulate in a way that suits the UK economy and our businesses without being bound by EU rules. The trade and co-operation agreement includes appropriate rules of origin, as my hon. Friend mentions, to support tariff-free trade across all sectors.

Levelling up is at the heart of the Government’s agenda. The landmark White Paper we will publish later this year will build on the actions we are already taking to improve livelihoods and opportunity across the UK. My right hon. I would be delighted to take my hon. Friend up on what I think is an invitation to visit. I believe that he may even be able to supply a cup of tea somewhere in the vicinity. He is right that I did not mention that particular project. There are so many projects I could mention that Network Rail is responsible for in Wales as a result of UK Government funding. I did not mention, either, the south Wales relief line, the north Wales coast line, the improvements that will hopefully come about to the Wrexham to Bidston line, or a whole host of other projects that are being funded by this UK Government.

One key way we are supporting rail infrastructure across the country is through HS2. Does the Minister agree that HS2 will have a truly nationwide benefit in places such as Port Talbot and Teesside if we use UK steel in its construction?

Of course, many companies in Wales will be tendering for work on the HS2 project, so there will be huge benefits to Wales, huge benefits for the railway industry, and of course huge benefits for the whole United Kingdom. HS2 is also about getting people off the roads and on to the railways, which is something that anyone who supports getting Britain to net zero by 2050 should be in support of.

I am afraid the right hon. Gentleman is in error. ISIS-K—ISIS Khorasan Province—is a subset of Daesh. It is part of Daesh. As he knows very well, one of the bitter ironies of the situation is that the Taliban themselves are no friends to ISIS-K, and whatever Government there is in Kabul will need help to fight them.

We are proving our immense generosity by supporting those in dire need in Afghanistan with safe passage to the UK, but our ability to do so is strained by the continuing uncontrolled illegal migration across the English channel. What more can the Government do to prevent it?

My hon. Friend is completely right. The issue is that, very sadly, our friends across the channel in France are faced with a very difficult problem: large numbers of people who want to come to this country. We are doing everything we can to encourage the French to do the necessary and impede their passage. My right hon. Friend the Home Secretary is working round the clock to ensure that we not only encourage the French to stiffen their sinews and stop people making the journey but use every possible tactic available to us.

As a distinguished former Equalities Minister and former Chair of the Women and Equalities Committee, my right hon. The Tees valley is already beginning to see the Government’s levelling up agenda in action through its plans for the northern economic campus in Darlington, the UK’s largest freeport in Redcar, and the continued work in collaboration between the UK Government and Tees Valley Mayor Ben Houchen. When will we start to see the civil service jobs relocated to the Tees valley, and does my right hon. Friend agree that it would be wrong to cut train services between Teesside and London at a time when our area is growing again?

My hon. Friend is absolutely right to mention Ben Houchen, the Gareth Southgate of local government. It is appropriate that, as the Treasury and the Department for International Trade are recruiting new roles in Darlington and there is more investment in Teesside, we must make sure that we have proper connectivity, including first-class rail travel as well as improved digital connectivity.

In relation to the challenges we faced in trying to transparently publish all the contracts, I have set out some of the reasons for them. It was partly because a team of 450 people had to be surged across Government, and they were all working on different IT systems. Going back and trying to look at all the documentation relating to PPE has been a real challenge, and those challenges have been acknowledged in the various court cases that have been brought. I wish to assure the hon. Gentleman with regard to the emails that, in so far as freedom of information requests are made, they will be looked at in the relevant way.

Does the Minister agree that if the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) wants to use this time to explore conspiracy theories, he should instead go and look for the Loch Ness monster?
