Commons ChamberI share the right hon. Gentleman’s frustration that we have been unable to fund projects in Northern Ireland this time around. As I indicated to him, that is because of a lack of an Executive in Northern Ireland. I assure him that we have set aside what Northern Ireland’s allocation would have been in this round, and I commit to working with him and his colleagues to ensure that Northern Ireland receives the full benefit of levelling up.
I thank my hon. Friend for his statement. I have lost my voice cheering for the £1.1 million for Swadlincote town. This is the first time in 50 years that Government money has been put into regenerating that area, which is the heart of South Derbyshire, and I thank him very much indeed. I have had a word with the chief executive of the new Labour council, and I will sit on the board that ensures we have spades in the ground. I thank the Minister very much.

Commons ChamberI do not think the good park home owners have any problem about trying to make ends meet. It would be much more difficult for them were we to, for example, change the 10% commission that is payable on the sale of any park home. My right hon. Friend refers to the matter going into Committee; let us hope that in due course that will be possible.
I have made the point about the service charges sometimes including repairs and maintenance that should already have been paid for in the pitch fees, and that is dealt with in clause 1(2)(a). The second issue—the change to CPI indexing to which my right hon. Friend the Member for Gainsborough (Sir Edward Leigh) referred—is dealt with in clause 1(2)(b).
On the pitch fee review, the Government concluded, in their 2018 response, that they had
“considered all the arguments put forward including concerns about affordability for both residents and site owners. We also considered the merits of using CPI or RPI as the pitch fee review inflationary index and have concluded that CPI is the most appropriate inflationary index…The Government will introduce legislation in due course to change the pitch fee review inflationary index from RPI to CPI, when parliamentary time allows.”
That is exactly what the Bill does: it enables the parliamentary time to be found to make that change.
I thank my hon. Friend for bringing this Bill forward. It is a matter of regret that there has not previously been parliamentary time. I sincerely hope that the Minister, with her good civil servants working hard behind the scenes, will find a way to do a write-around or whatever is needed to move forward on this issue. The important thing is that there are really good mobile park owners and there are absolute rogues. Our first interest is the consumer protection of our constituents, so I wish my good friend all the best with the Bill.
I am grateful to my hon. Friend for that intervention. She is a long-term champion of park home residents and I hope that, with her encouragement, the Government will give the Bill their support. They are not going to allow the Bill to go through today, but they have said to me that there will be a write-around because they are supportive of its principles. I hope the Opposition are supportive, too—[Interruption.] I am grateful to see that they are nodding. If that is the situation, there is no reason why, if the debate is carried over to another day after this short debate, the Bill may not then get its Second Reading. I am grateful to the House for its indulgence and look forward to having the opportunity to hear briefly from the Opposition spokesman and our Minister.

That the Local Government Finance Report (England) for 2020–21 (HC 68), which was laid before this House on 6 February, be approved.
It is my pleasure to follow the successful passage of the police settlement and to speak after a number of brilliant maiden speeches, to which I had the pleasure to listen. I gently say that although today is the 100th anniversary of Nancy Astor’s first speech as the first female MP, the first five female councillors were elected more than 10 years before that, in 1907, after the passing of the Act allowing female ratepayers to stand for local councils. It is always local government that gets there first.
It is my privilege as Local Government Secretary to work closely with public servants throughout the country who day in, day out deliver the local public services that we all rely on. These are the people who are improving people’s lives, ensuring access to vital services and helping some of the most vulnerable in our society. I saw this again in the past fortnight, with those who responded to the storms, just as they did during November’s floods. I am immensely grateful for their efforts and delighted to be backing them and their communities today.
Will my right hon. Friend congratulate the parish councils for the really important work that they do to look after flood victims? In Coton in the Elms, Willington, Egginton —goodness me, I need to say so many more—Repton and Barrow upon Trent they worked so hard to help their neighbours in the very difficult times during the recent floods.
I am absolutely delighted to agree with my hon. Friend. Serving on a parish council is an important role in local democracy. I give my praise, along with hers, to all those who serve on parish councils—including in my own constituency, where a number of communities were flooded very seriously over the past week—for the work that they have done to support their local communities as they begin to recover from the very serious floods.
It is because those individuals and the communities they represent matter to this country that today we are backing them with the best local government funding settlement for a decade. The settlement delivers a 4.4% real-terms increase in spending power for councils—£2.9 billion extra. It has been widely welcomed by the sector. It injects significant new resources into adult and children’s social care. It places councils on a stronger financial footing from which to build. It achieves all of that while protecting people from excessive council tax rises—the kind of regressive tax increases that we saw hurting working people year after year under the last Labour Government, during whose time in office council tax doubled.
