The hon. Lady has made her point. The Procedure Committee is conscious of its importance, as indeed is the Leader of the House, who is nodding sagely from a sedentary position on the Treasury Bench.

On a point of order, Mr Speaker. Last Thursday the Under-Secretary of State for Transport, the hon. Member for Wimbledon (Stephen Hammond), made a written statement to the House regarding the impending closure of the Driver and Vehicle Agency in Northern Ireland, which will result in more than 300 jobs being lost, including 200 in my constituency. The matter has concentrated the minds of many people, including a petition of more than 40,000 people. A debate in the Assembly indicated unanimous support there, as well as the First Minister of Northern Ireland and the Prime Minister here. What further procedures are available to try to salvage jobs and services in Northern Ireland before that unacceptable decision is implemented?

The hon. Gentleman has already given the issue a somewhat higher profile by the very fact of raising it with such force on the Floor of the House. My simple advice is that he should repair to the Table Office from this Chamber, and seek advice as to the means he can deploy to take forward his concern and seek resolution. I hope that is helpful.

Will the Prime Minister join me in wishing a speedy recovery to my right hon. Friend the Member for Belfast North (Mr Dodds), who was injured when seeking to resolve problems in his constituency during the recent unacceptable disturbances? Will he also join with many in Northern Ireland who want to see the initiative headed up by Dr Richard Haass from the United States of America, which will require considerable effort and good will to resolve all the outstanding parading issues, which have been plagued by violent opposition for far too long?

The hon. Gentleman is certainly a man of integrity, so I am happy to hear his point and judge whether it is legitimate to continue with it.

Given what has happened and in the light of the Secretary of State’s response, I wondered whether, within the context of the next 48 hours, she will ensure that the extreme frustration that has been exhibited today—I do not in any way challenge your ruling, Mr Speaker—is not played out on the streets of Belfast and Northern Ireland on Friday. We must maintain the rule of law and respect the integrity of all those involved in talks so that we can try to dissolve and devolve the position in Northern Ireland to a problem-solving exercise in which violence is avoided and people respect each other’s rights.

This is a very sensitive week leading up to 12 July, and I think that we are all conscious of, and respectful towards, that fact. The hon. Gentleman’s point is on the record, and I know that he will not take offence if I say that it is not a point of order for the Chair. He has registered his concerns and they have been noted.

If the point of order appetite has now been satisfied, perhaps we can proceed with the presentation of a Bill.

Does the Secretary of State accept that part of the problem in dealing with the past and trying to get the parties around the table is that one party was party to the major problem of the past—the Provisional IRA. It will not own up to the part it played in creating the past—rather, it tries to deem everyone equal, innocent and guilty alike.

Thank you, Mr Speaker. The ease with which cross-border trafficking between Northern Ireland and the Republic can occur is quite obvious and apparent to everyone. Will the Minister ensure that liaison with the Republic of Ireland’s authorities is stepped up to ensure that those who are being trafficked can be helped, given the problems that they are facing?
