Commons ChamberI am happy to say that the discussion has already taken place to some degree. The Under-Secretary of State for Transport, my hon. Friend the Member for Hemel Hempstead (Mike Penning), is looking at those schemes as we speak.
12. What plans she has for future use of variable speed limits.
Mandatory variable speed limits will continue to be used as part of the management of traffic on controlled and managed motorways on the strategic road network. Three schemes will be started this year and there will be a further 10 schemes by the end of 2015.
I am grateful to the Minister for that reply. We heard calls earlier today for the greater use of 20 mph speed limits, but is the Minister aware that often the danger that justifies a 20 mph limit is transient, such as outside a school, where the danger is present only briefly during the school day—in the morning, at lunch time and in the afternoon? As we already have the lowest speed limits in Europe, will the Minister encourage local authorities to make greater use of variable 20 mph limits so that once the danger has passed the limit will default to 30?
That is exactly what is being looked at in the Department at the moment. On the motorway network, where variable speed limits help us to sweat the assets, where we can stick to national speed limits we shall continue to do so.

Commons ChamberWe in this Government are looking across the board to see what we can do to get rid of unnecessary red tape and regulation, and the MOT review came up as a result of that, but, as I just said to her hon. Friend the Member for Gateshead (Ian Mearns), it is important that we have an informed and balanced debate. I am considering all those points; I met the Motorists Forum yesterday; and I expect to make an announcement soon about the timing and scope of the review.
I join in the welcome given by the House to the Secretary of State. Before she throws in the towel on this excellent proposal, will she reflect on the fact that most of those bleating about it outside the House have a vested interest and want the law kept as it is so that it generates more income for them? Will she also remind herself and the House that 97% of road accidents are caused by human error, not by vehicle defect?
My right hon. Friend makes an important point. Approximately 3% of accidents are a result of vehicle defects, and he is also right that many of the representations against the review have come from those whose businesses would be affected by it. I have been very clear, however, and as a new Secretary of State it is right that I consider all the points that have been made. I will make an announcement shortly.

Commons ChamberI am grateful to the hon. Gentleman, and I also thank him on behalf of my hon. Friend the shipping Minister. It is nice to receive an acknowledgment of some of the effort that goes into getting some of these things right.
Of course the proposals are subject to the consultation that I have announced, but we envisage this as a settled situation that deals with the long-running question of how we can modernise the coastguard not just to make it technically resilient, but to create a career structure and, indeed, a pay structure that will solve the deep-rooted and long-running industrial relations problems that have existed in the service.
I thank my right hon. Friend and his ministerial team for listening to the representations that I, and others, have made about the Humber coastguard. While this is clearly good news for my constituents who are employed in Bridlington, is not the overriding issue the need to improve the effectiveness and efficiency of the whole service? As the Humber station is in effect being asked to take on more responsibility, what will be the ultimate effect on staffing levels? Will they be increased rather than decreased?
What my right hon. Friend must take into account is that there will be a marine operations centre in the Portsmouth-Southampton area, with 96 staff operating 24/7. That will provide a great deal of back-up for all the operations in the country. At Humber there will be a loss of six full-time equivalent posts. The station, like all the other stations and sub-stations that are remaining open 24/7, will operate with a total of 23 staff and will work in networked tandem, 24/7, with the marine operations centre on the south coast.

Commons ChamberI am grateful to my hon. Friend for her welcome for the extra funds made available. It is worth putting on record that we have committed £3 billion for highway maintenance over a four-year period in addition to the £200 million that was announced this year, so despite the difficult economic circumstances, we are prioritising moneys for highway maintenance. I am not aware of the particular junction, but if my hon. Friend writes to me with further details I will happily get a reply to her on the matter.
If the main excuse given by failing authorities is that they are short of resources, will the Minister consider instructing them to stop installing speed humps and to use the tarmac they save to fill in the potholes?
That is a novel and interesting suggestion, but I do not think it is the job of Transport Ministers to direct local councils how to spend their money.

I am pleased to address this debate under your chairmanship, Mr Crausby. I shall begin by congratulating the Minister on the fine achievement of uniting the Members from nine parties in the House in opposition to the proposals. It is certainly good to see Members from so many parties present. Many of them represent Northern Ireland and it is welcome that they have crossed the divide on this issue.
Will the hon. Gentleman at least give the Minister credit for extending the consultation period? At least we can live in hope that he is listening, which I am sure he is.
The right hon. Gentleman makes an important point. Many residents in our communities have welcomed the extension of the consultation period, as have the staff, because it provides an opportunity to suggest alternative proposals.
I have a number of points to make. I had only one minute to speak in the previous debate on this issue, so I warn hon. Members that I will take a bit longer this time. Safety is a big concern, and it came up at the consultation meeting that I attended. It was the Liverpool meeting, but it was held in Southport—about 20 minutes away from the coastguard station—but that did not deter the 250 people who turned up. A vote was taken on the proposals and all 250 people—every single hand went up—opposed the proposals, and that has been repeated throughout the country. Safety is a prime concern for everybody, particularly the question of whether the proposals adequately address the balance between cost and safety. The big issue that comes up again and again—it certainly came up in the Crosby consultation meeting—is that of local knowledge and whether it can be adequately transferred to the new marine operation centres.
I am happy to talk to my constituent further to find out the information but, as I said, I am not going to give the name of my constituent.
I am most grateful to the hon. Gentleman for giving way. He has been very generous in giving way and I think we all applaud him for that. I pay tribute to the Humber coastguard, but this is an important point. We are not asking him to reveal the source of the remark. We are asking who it is who is alleged to have made the remark—not who has told him, but whom we are talking about. Who is the mystery person who has made this outrageous comment? That is what we would like to know—not his source, which he is right to protect, but about whom are we talking.
I think I made it clear earlier that it was a senior manager. I do not have the name with me now, because that is not what my constituent has said to me, so I cannot give hon. Members any more information, but I will talk to the Minister separately if he wants to pursue that.
