Commons ChamberI am sorry to hear of the problems that my hon. Friend’s constituents experienced. Telecommunications companies are under certain obligations to Ofcom to keep networks up and running. We are testing those resilience measures. Thankfully, gigabit broadband is a much more resilient network which, has withstood floods in York recently for example, but we hope to be able to have a much more resilient network in future.

Commons ChamberI thank the hon. Gentleman for his point of order. I fully appreciate why he wants to raise the matter, which is so crucial to his constituency, but I have to say that although it is always considered good practice and good manners for Government Departments to inform local Members of Parliament about major initiatives that affect their constituents, there is no parliamentary rule that requires Ministers to inform the local Member of Parliament before such an announcement is made.
The hon. Gentleman asks how he might pursue the matter. He has a range of available remedies; I am quite sure that the Table Office will be able to advise him on how he might bring the matter forward. I am sure that he will also be asking for a meeting with the Minister, and I hope that his points will be passed to the appropriate Minister by a Member on the Treasury Bench.

Commons ChamberThis is not necessarily about allowing Channel 4 to compete in exactly the same way as Netflix and Amazon; it is about understanding the changing market dynamics that those companies are creating. As I said in my previous answer, Channel 4 is uniquely constrained. Its borrowing would sit on the public balance sheet, but it also cannot own its content. We believe that in today’s market, it needs to be able to own its content in order to have much greater flexibility in how it runs its business, and getting private capital into the business would help it to do that. While people can bury their heads in the sand about the fundamental dynamics in the market, we are taking some difficult decisions, which we think are the right decisions to secure not only the future of the business, but the future of the kind of content that audiences in this country love.
