May I join the other voices welcoming you back to your position, Madam Deputy Speaker? I think I speak on behalf of everyone when I say that the House has missed your ability to turn people to stone with just a few words when they fall foul of the rules in this place.

Much of the innovation in the defence industry comes from the small and medium-sized enterprise sector. However, many SMEs tell me that there are real barriers to entry and to gaining access to Government contracts, and that when they do gain that access, they find that some primes are slow to pay, especially when projects are delayed. This leaves them demotivated and demoralised and with a poor experience of working with the Ministry of Defence. How will the Secretary of State ensure that SMEs have better access and are encouraged to be involved in a thriving British defence industry?

The hon. Lady is making an interesting speech. I want to focus on promoting the Welsh language. Does she agree that we have something to learn from our Scandinavian cousins, who have promoted their own language by selling programmes such as “The Killing” and “Wallander”? Does she think that there should be an emphasis on Welsh programmes being exported to the main channels with subtitles?

Order. I hesitate to interrupt the hon. Gentleman, but we in the Chamber have no idea what he has said, because he is addressing the hon. Lady instead of addressing the Chair. I will give him another go at it.

I am sorry, Madam Deputy Speaker. Please forgive me. Does the hon. Lady agree that we in Wales could learn from our Scandinavian cousins in selling programmes like “Wallander” and “The Killing” to mainstream network channels?

My hon. Friend is absolutely right. There have been many severe cases in which the probation service has been stretched to the maximum. I am thinking of one in particular, in which an extremely violent crime had been committed. I do not want to mention it, but it was reported in the national press. That violent individual was released, and the probation officer never reached him because of the extent of the work load.

Is it any wonder that people who leave prison only to be faced with the unemployment that they experienced before should return to the way of life that sent them to prison in the first place? I think that that problem is more acute in the case of short sentences, which many of the 600-odd new offences will attract. At present, 60% of prisoners serving sentences of less than 12 months are reconvicted within a year, which is a sad reflection on society. Those who are in prison for less than a year have no access to offender management programmes, and are not subject to supervision by the probation service following their release. The Offender Rehabilitation Act 2014 seeks to address that by ensuring that all offenders are supervised in the community for 12 months after their release. Given that the probation service is already strained, we must await the outcome of the Act, but in the light of my experience of membership of the Justice Committee, I do not hold out much hope.
