Friend the Secretary of State has a mind of his own, and he quite rightly often takes the view that it is not worth listening to me, which is probably why he is such a successful Secretary of State. I do wish he would listen to me on this issue, however, because tech and digital companies do benefit from our membership of the European Union and they will continue to thrive if we stay in the EU.

Does the Minister agree that the internet has been a huge source of economic growth in this country and that the last thing it needs is to be stifled by the Brussels bureaucrats, which is exactly what will happen under the proposals in the EU’s single digital market strategy?

This is a very important issue that annoys a great many people and frightens the elderly and vulnerable in particular. We have announced a fund to allow call-barring equipment to be given to the elderly and vulnerable, and we are about to announce the results of our consultation on calling line identification.

There is a real danger that increasing the small claims limit in civil court cases will lead to yet more unwanted nuisance telephone calls from claims management companies. Will my hon. Friend liaise with Ministers in the Ministry of Justice to ensure that steps are taken to prevent that from happening?

My hon. Friend takes a close personal interest in this issue, and he has been very supportive. He makes an extremely important point. In my view, when Government are considering the impact of changes in legislation in any Department, they should consider the potential knock-on effect on nuisance calls. I will certainly take up his point and see whether we can make progress.

I am very pleased to tell the hon. Lady that about 96% of premises in her constituency will get superfast broadband, but also, as I said to my hon. Friend the Member for Pendle (Andrew Stephenson), the satellite voucher scheme is now available and all the hon. Lady’s constituents who do not have broadband or have broadband under 2 megabits can apply and have satellite installed for free.

Those of my constituents who have missed out on the roll-out of superfast broadband are now pinning their hopes on the universal service obligation, which the Prime Minister announced before Christmas. How far has the Minister got with the consultations that I understand have to be conducted before the USO can be introduced?

I am very pleased to tell my hon. Friend that we are proceeding at pace with our consultation, the results of which we will issue shortly, and we will probably legislate to introduce the universal service obligation in the digital economy Bill. I am delighted that he will get 99% superfast broadband in his constituency anyway.

I read the Museums Association report, and I welcome the fact that 60% of museums have seen their visitor numbers increase and that 40% of museums have seen their museum outreach increase. We want to work with local authorities and to work through the Arts Council with local authorities. I urge Labour authorities such as Lancashire to look again at their horrific plans to close their museums.

T2. Nuisance phone calls—[Interruption.]

Thank you, Mr Speaker. Nuisance phone calls continue to blight the lives of many of my constituents. Will the Minister explain how quickly the latest proposed action on caller line identification will be introduced and enforced?

I am very pleased that we have now issued a consultation on caller line identification which will, we hope, allow receivers of nuisance calls to screen the calls so that they take only calls from people from whom they want to hear.

On the issue of nuisance telephone calls, how does the Secretary of State plan to measure whether the steps the Government have taken have been successful?

May I first record my shock at not being asked a single question about broadband in this Question Time? This is a red-letter day, although I am waiting to see whether the right hon. Member for East Ham (Stephen Timms) is going to get to his feet.

We have brought the Information Commissioner’s Office into the Department for Culture, Media and Sport, so we now have a shocking thing—joined-up Government—and I will meet the ICO and Ofcom to keep a close eye on what they are doing to tackle the scourge of nuisance calls.

I regularly meet a range of stakeholders involved in this matter. We have allowed the ICO and Ofcom to share information, and we are going to lower or remove the threshold for taking action. We have also massively increased the level of fines that can be levied. We work with telecoms companies on technology solutions and we have worked with the consumer group Which? on a range of reforms. Only yesterday, I met the hon. Member for Edinburgh West (Mike Crockart) to talk about how we can help vulnerable people with call-blocking technology, so we are engaged with this issue.

The Minister referred to the nuisance calls taskforce report prepared by Which? on the Government’s behalf, which was published last month. He and I were at the report’s launch. Has he found its 15 recommendations useful, and if so, what plans does he have to implement them?

It is clear from the number of complaints I have received that the Telephone Preference Service is simply not working. I urge the Secretary of State to take whatever action is needed to stop nuisance telephone calls.

Ofcom ran an inquiry into the Telephone Preference Service, which showed that being a member does significantly reduce the number of nuisance calls received. As my hon. Friend must be aware, we have consulted extensively and changed the law in order to reduce the impact of nuisance calls.

12. What plans he has to provide superfast broadband to those areas not covered by existing policies.

I am delighted to hear that question; I look forward to my hon. Friend’s constructive comments about the roll-out of the superfast broadband project, which has seen some £3.5 million invested in Greater Manchester. His point, though, is about the last 5%. As I have already mentioned, there is a £10 million fund and 10 pilot schemes to help us assess the costs of bringing broadband to the last 5%.

The problem is that the more the progress on rolling out superfast broadband to the 95%, the greater the disappointment and disillusionment among the remaining 5%, such as among residents in Affetside and parts of Holcombe and Hawkshaw in my constituency. I urge my hon. Friend to work with other Ministers across Government and the private sector to do all that is possible to speed up the delivery of better broadband and ensure that the final 5% do not become the forgotten 5%.

They are certainly not forgotten, which is why we are undertaking pilot projects. I am also pleased that in many rural areas the roll-out of superfast broadband is now ahead of schedule. I am certainly happy to look at the situation in Affetside and Holcombe where the cabinets are conversion-enabled. It might be that some of the premises are simply too far from the current cabinet.

The hon. Gentleman is referring to ITV’s report, which calls for ITV to be allowed to charge fees to other platforms. I am sure that the hon. Gentleman will have read the brilliant speech given by the Secretary of State for Culture, Media and Sport at the Royal Television Society earlier this week, when he said—I can almost quote it from memory, it was that good—that he will take a “long, hard look” at retransmission fees.

Given that many of the regulations that affect business emanate from the European Union, will the Minister meet the new EU commissioner for the internal market, industry, entrepreneurship and SMEs, Elzbieta Bienkowska, in the near future to urge her to introduce and adopt the UK Government’s one-in, two-out rule?

We have a new set of Commissioners, so may I put on the record my gratitude to Neelie Kroes, who was the Commissioner I worked with most closely under the previous Commission, but who has now retired? I always enjoy meeting European Commissioners, and I also enjoy the fact that so much of the innovation that this Government come up with is now being copied by our European partners.

The whole point of the rural broadband programme is to help the areas she speaks about. Local councils are in charge of the roll-out, so they should know best where the money should go first for the most impact. As I say, we have had phase 1 to get to 90%; we now have phase 2 to get to 95%; and the money we have allocated for new technologies will give us the figure we need to get to 100%.

In some cases, the only way to improve broadband speeds is to install a new cabinet. Will my hon. Friend confirm that the cost of such installation is within the scope of the Government’s assistance scheme?

My understanding is that, where appropriate, new cabinets can be installed under the scheme. Much of the scheme will be for funding the upgrade of existing cabinets, but occasionally it can be for a new cabinet.

I did not hear the entire question because of the continued carping from the Opposition at our support for our major and smaller cities. I will happily work with the hon. Gentleman to ensure that all broadband funding is used as effectively as possible in his area.

2. What progress he has made in improving access to superfast broadband.

We have now approved the local broadband plans for Durham, Warwickshire, Northumberland and Staffordshire project areas, which means that 24 of the 45 plans received by the 29 February deadline have been approved; that is more than half. All submitted plans, including Greater Manchester’s, will be approved by the end of April 2012.

We anticipate that the contract for the broadband delivery framework will be signed with suppliers in mid-April and expect the first three projects to enter procurement using the framework immediately following the contract’s being signed. We have set a target for all broadband procurements to be completed by the end of 2012.

Will there be any scope for transferring funds from the moneys announced for Greater Manchester —the city region—to fill in the gaps in rural broadband?

I will happily discuss that issue with my hon. Friend. I take his point—unlike the Opposition, he welcomes the investment in Greater Manchester.

Hon. Members have made their concerns very clear about reforms to local radio by the BBC, and I am sure that the hon. Gentleman’s remarks will be heard. I am afraid I do not know the specifics of what is happening in Yorkshire. At the beginning of April, I made a very interesting visit to BBC Radio Norfolk in Norwich, and the working of a local news operation was a wonder to behold.
