My Lords, there will always be somebody who will be inconvenienced by changes and, as the noble Lord, Lord Adonis, said, in this case it will be fleet drivers and fleet operators. They will often have cars that a few years ago would not have been thought out of date but will suddenly become so. A study of how we are making sure that that bit of the transport network goes on would be beneficial to the House.
This information will be updated once a week, but local government is not exactly awash with spare cash at the moment. Will the Minister indicate how the Government will support this to make sure it happens? I cannot think of a bit of local government at the moment that is not saying and displaying by its actions that it is short of resources. This database is a good thing, but if the Government do not make sure it is properly financed it will not happen well or quickly. Will the Minister give us a little more information on that?
My Lords, I welcome the Government’s proposal. I draw the Minister’s attention to the concerns raised by UNICEF, particularly about children’s health. For instance, children’s lungs, which are developing, are particularly susceptible to toxicity in the air. I suffered from pneumonia as a child, and the risks of pneumonia and asthma are raised by high air toxicity levels. These clean air zones seem very welcome.
The Minister talked about nitrogen dioxide levels, but did not mention particulate matter, which can be so fine that it can enter a mother’s respiratory tract and pass through to her developing foetus, reducing birth weight and impacting the foetus in other ways. Issues such as asthma and pneumonia can result from that. Could the Minister say whether she is also looking at particulate matter in these clean air zones?
As a vice-president of the Local Government Association, I am also concerned about further burdens on local government and what the Government are doing to help authorities get the funds necessary to be effective in reacting to this problem.

Regarding some of the points raised by the noble Lord, that school sits on sports grounds that have served half the sports clubs in the area. Indeed, the club where I started my career—I should declare—and finished, started on those grounds. These are the sorts of things that need to be worked into the system. We have to try to get them in somewhere along the line. On its use as a community asset, the noble Lord will not know the place but these are acres of prime playing fields in the heart of one of the fastest growing cities in the country. They are wonderful playing fields on flat, open ground that have been used as an asset by everything going on there. How we build on such a utility is something that should be taken into account. What are we doing on the broader picture? That has not been brought in here, and it should. The fact that the community and parents should be given that courtesy is self-evident. That greater asset to the local community is something we seem to have missed so far.
My Lords, I shall be taking part in the Second Reading of the Welfare Reform and Work Bill, so I apologise to your Lordships if I cannot be here for much of this afternoon’s discussion.
Listening to this debate, I think back to the experience of my half-sister, who for many years was a school librarian in Canada. She would complain about fathers coming in and taking books for their three year-olds about the planets and stars, which were completely inappropriate for the age of the children in question. Fathers were expecting children to understand things that they had no possibility of understanding. I think that probably happens a lot in the education system and outside it. People feel very strongly that certain things are important and others are less so.
My concern with sponsors is that they may have a very strong vision; sometimes that is a very positive thing, but sometimes that may not be so helpful. That is why I am interested to hear from the Minister, in a letter in due course, about the selection, training, support and development of sponsors, and why I have some sympathy with the concerns expressed by the Committee about who these sponsors are and who guards the sponsors. I look forward to the Minister’s response.

Grand CommitteeMy Lords, I apologise for asking a quick question. How does the virtual school head that this Bill puts on a statutory basis keep track of a looked-after child who enters the secure estate? Many of them will have special educational needs. There is no need for a response now but perhaps it is a matter that the Minister can think about for us to discuss at some point.
My Lords, I thank my noble friend for that—shall I say?—reassuring answer. It was not the radical announcement that I was half hoping for, perhaps forlornly. However, it is certainly reassuring to know that people are thinking about this problem. I should also say to my noble friend that there is a lot of cross-party consensus on this. I do not think that anyone has any idea other than to try and improve this Bill, so I encourage him to make sure that we are all engaged in this. The continuation of political support on this issue can, on this occasion, be added to and built on. All of us want to find a sustainable and improving way to reach this incredibly hard-to-reach group. My noble friend Lady Walmsley talked about the problems that someone who cannot read has in accessing help. To take that one step further: try accessing the benefits system without being able to fill in a form, and then have the fear of humiliation in admitting that you cannot read. I encourage my noble friend to encourage the Ministry of Justice to address this. It must do so because everyone is a winner if we get this right. I beg leave to withdraw the amendment.

Grand CommitteeMy Lords, I apologise that this is the first time I have spoken on the Bill. Something is occurring here which I have been aware of ever since the Government, of which I am a supporter, came to power. It is a fact that people are worried about what is going on when reading some of the language being used. Much of this anxiety is caused by things like getting rid of regulations, although I suspect that many of them were useless. The disability movement has in effect had a defence in depth of regulation. We have stuck extra regulations on which have given us a sense of security. I must remind the Committee that I am a dyslexic and therefore a disabled person, but not one who I think would be covered under the regulations here. That provides another example of how complicated the world is that we are stepping into. No two people who have spoken in the debate have the same problems.
In effect, the challenge the Minister faces today is to start to calm down these fears. If PIP is going to come in, what is required is a huge campaign to explain what it actually means. On reading the Bill, I do not think we have much to worry about, but the fear that there might be something there that does huge damage. Underclaiming is historically the biggest problem in this area. It means that we end up with on-costs in health, for instance, because people do not claim the right benefits. It is something that has had to be dealt with for a long time. If the Minister can start the process of dialogue, he will be doing himself a favour.
Would changing the words do anything? I suspect not, even if it made us feel better. I suspect that many of the problems we have in this area exist because we have done one or two too many things in Parliament, and, as I have said on other occasions, I take my share of the blame for that. But giving clarification of what is actually going on will help, and this would be a good place to start that process.
My Lords, I support the amendment by the noble Baroness, Lady Campbell of Surbiton. I listened with particular interest to the analysis of the media representation of people who are disabled made by the noble Baroness, Lady Wilkins. What she said reminded me of the terrible force of envy. Perhaps it is not recognised enough, but envy is an enormously powerful motivator in human societies. To my mind, it seems to originate in early childhood. When new younger siblings arrive as babies into families, sometimes they are harmed by their older siblings who feel deeply envious of the intruder coming in. Envy can also arise out of feelings of competition between the love of the child for the mother and the father coming in. What I am suggesting is that these feelings of envy are laid down in us very early in our lives, and they can easily be stirred up again in adulthood. It is therefore an extremely important issue. Indeed, in an organisation one will often see those in one part of it seeking to starve those in another because they do not want to see that other part getting more than they get. In a family, the parent must send out clear signals to the child that they are still important and wanted, but that there is a new arrival to whom they have to give more attention for a while. Likewise, those in authority in society have to send out a signal to the wider society that some people need additional support and on some occasions resources, and that is the way it is. It worries me that signals appear to have been sent out indicating that a particular group is being over-favoured. That is quite wrong, and therefore this change of name might be important in that respect.
