Commons ChamberI have spoken on a number of occasions with President Karzai about how important education is, and he is emphatic that he sees providing it as the biggest thing we can do, long term, to improve the prospects for women in Afghanistan. That is why on my most recent visit there last November I announced further investment by the UK Government to reach about a quarter of a million girls in some of the hardest-to-reach areas to get them into education. This will certainly continue to be a key part of what we work on.
As the Secretary of State is aware, the poppy crop is an important source of funding for criminal and insurgency networks. What progress is her Department making on persuading farmers towards alternatives, particularly in Helmand province?
As the hon. Gentleman is aware, getting successful long-term change in that area is extremely challenging work for us. Fundamentally, we need to see security on the ground and then alternative livelihoods that prove more compelling prospects for farmers. The reality is that that is an extremely long-term programme. We will continue to do our work on livelihoods, which ICAI recognised was having a significant impact, but nobody is under any illusion about the scale of the challenge.

Commons ChamberYes, I absolutely pay tribute to the work of those soldiers; they have put their lives on the line, and many have lost their lives, in order to create a more stable Afghanistan that can be part of how this country remains secure in the future. The contribution they have made to our nation is incalculable, and we should recognise that, honour it and never forget it.
The Afghan security forces cannot be sustained financially by the Afghan Government, certainly not in the short to medium term. What discussions have the UK Government had with their counterparts in the USA about post-2014 funding for the Afghan security forces?
The hon. Gentleman will be aware that under the Tokyo mutual accountability framework and the summit that saw it emerge, donor countries committed to giving, on average, about $4 billion of annual support up to 2017. As I pointed out to the right hon. Member for East Renfrewshire (Mr Murphy), that is a contract between ourselves and the Afghan Government that needs them to deliver on the part of the framework relating to progress that only they can make. There is, however, a commitment and will to ensure that funding is in place for the Afghan national security force. I should also say, briefly, that we are working to help the Afghan Government to increase their tax base, so that they do not need to rely so much on the donor community. In fact, tax receipts have risen from $200 million several years ago to more than $2 billion, in part thanks to DFID’s work with the tax revenue authority to help it do a better job.

Commons ChamberI absolutely think that. As someone who was born and bred in Yorkshire, I think that the sort of investment now going up to the north of our country is absolutely critical. There is so much talent up there; we just need to make sure we invest to unlock it.
The Secretary of State mentioned small interventions that make a big difference. Do her plans include any proposal to look at the Halton curve in Cheshire, which is an important project for both Cheshire and Merseyside, and if they do not will she go away and look at it again?
That is more of a local scheme, but I will certainly undertake to look at it and see whether I can get back to the hon. Gentleman with some more details.

Commons ChamberI agree that is important. Actually, the latest statistics published by the Department suggest that Surrey road conditions are slightly higher than average. Of the 117 local authorities where we allocate highway maintenance funding, Surrey falls into the top 15 and we are providing £61 million. In addition, my hon. Friend will know that we are focused on important schemes; we are providing £24 million towards the Walton bridge scheme that is now under construction. We are willing to put in that investment, and it will make a big difference on the ground.
Roads are a very important part of any sustainable transport structure. Unfortunately, the Secretary of State turned down Halton’s bid for a sustainable transport fund, and I am in correspondence with the Under-Secretary of State for Transport, the hon. Member for Lewes (Norman Baker), on the issue. Can the Secretary of State confirm whether any other area has been asked to rework and resubmit its bid? If so, can she tell me why it has, but not Halton?
We had a rigorous process for looking at all the bids; they were considered by a panel of experts that we appointed. Some of the bids were modified in the light of the reaction of the independent panel, and we took our investment decisions on that basis.

Commons ChamberT7. All parties support the proposed new Mersey Gateway crossing, but there is concern that local people will have to pay a toll to cross the bridges. I believe that they should continue to pay nothing. My big concern is that the deal that the Government have offered Halton borough council means that they will take 70% of any excess revenue from procurement savings and 85% of any excess toll revenue, which will leave the council little room for manoeuvre to discount local tolls. Will the Secretary of State please look at this again?
I think that the deal we struck with the hon. Gentleman’s local council is the right one, and one that it signed up to. It enables it to get on with the new crossing, which will provide welcome extra capacity for many people in the area.
