I fear it is. I think that the hon. Gentleman will also recall that most of the deep-mine pits closed under the previous Government. However, we indicated that we were willing to advance a loan to make the closure of the pits a lot less brutal than it otherwise would be.

RBS has today recognised the competitiveness of the UK, or at least the southern part of the UK—the bits that are run by the coalition Government. Does my right hon. Friend agree that if RBS wants to domicile itself in the southern part of the United Kingdom, it should bring its jobs with it and not expect us to underwrite any mistakes that it may make in future?

As it happens, I met the chief executive of RBS a couple of days ago. It is making good progress on sorting out the problems with its balance sheet and returning to normal business lending. I have been pointing out for quite a long time that the position of RBS in an independent Scotland would be very difficult, since its balance sheet is 10 times the size of the Scottish economy. It could hardly operate within Scotland as an independent country.

I thank the hon. Lady for her question and welcome her participation at Wales Office questions. As I said, the truth is that disposable household income is increasing faster in Wales than in any other region or nation in the United Kingdom. Wages and incomes are not where we want them to be—they need to be higher—but that is because this country is still recovering from the economic trauma visited on it by the Labour party. I am sorry that she has used her question to paint Wales in such a negative light.

Would the Minister care to comment on the recent dramatic fall in the disposable household income of the former Welsh Minister for Natural Resources and Food? Does he agree that, in that instance, the fall in household income was absolutely justified, given the disgraceful dirty tricks the former Minister was employing against other Members of the Welsh Assembly?

First, I think that the best way for countries to get out of poverty is by ensuring that they make the structural reforms, including, as we have done in this country, having open markets, having competitive economies and dealing with our debts. That is why we are growing at 3% this year, which is about 2.8% faster than the countries in the eurozone. The point that the hon. Gentleman makes that is a good one is that one of the biggest arguments at the European Council had nothing to do with the United Kingdom at all; it was the members of the fiscal stability and growth pact arguing with each other about whether it should be tighter or looser. I think that only underlines the fact that it was important to keep Britain out of the fiscal compact treaty.

Does the Prime Minister agree that the willingness to stand up for British interests in the face of opposition is a sign of strength of which he can be rightly proud and that we are far better off being led by a man who is willing to go out and bring home the bacon for Britain than by someone who would not even know how to eat it if it was presented in a bap?

That was an ingenious segue from my hon. Friend. I think that it is absolutely clear from what we have seen today that if the Leader of the Opposition was in negotiations like this and the going got tough and it looked like the vote would go against him, he would simply cave in.

I think that the hon. Gentleman is referring to the director of operations for Ford’s manufacturing operations in Europe, Mr Steve Odell. Mr Odell also said:

“there are absolutely some rules and regulations…that are difficult to take”.

We agree with Mr Odell on that and that is why we want the people of this country to have their say on their future in Europe after renegotiation, which only the Conservative party can and will deliver.

Does my right hon. Friend agree that many people in Wales are deeply concerned about the extra powers that have been given to the European Union, largely by Labour Members, and that it is absolutely right that this coalition Government should seek to renegotiate our position in the European Union and put the results of that negotiation to the people of Wales and the rest of the United Kingdom?

My hon. Friend is entirely right. This Conservative party intends to renegotiate our position within Europe and to put that renegotiation to the British people in a vote by the end of 2017. We think that that is democracy and it is a shame that the Labour party does not share that view.

Q14. My constituent Mariana Robinson is seeking the right to be treated by the English-run NHS. Will the Prime Minister investigate what can be done to help her and other NHS refugees who are seeking the higher standards and lower waiting times that are being delivered by this Government?

My hon. Friend is right to raise this because, frankly, what is happening in our NHS in Wales is a scandal. It is a scandal that is entirely the responsibility of the Labour party running the Welsh Assembly Government, who made the decision to cut NHS spending by 8% in Wales. As a result, they have not met an A and E target since 2009. The last time—[Interruption.] I do not know why the Leader of the Opposition is laughing; the state of the NHS in Wales is not funny. If he had any gumption—any backbone—he would get hold of the First Minister in Wales and tell him to start investing in the NHS in Wales.

The hon. Gentleman might not know this, but as I pointed out earlier, it was his party that wasted a quarter of a billion pounds of taxpayers’ money on sweetheart deals with the private sector to undermine the NHS on tariffs that the NHS could not meet for operations that were not delivered. While he is asking a question, why cannot he tell the House why, only last week, he tabled an amendment to tell 500,000 youngsters that they can no longer be called apprentices? We stand up for fairness, we stand up for a strong NHS, and he does not.

Q10. Has the Deputy Prime Minister read the testimony of Mariana Robinson—a victim of the Labour-run NHS in Wales—in yesterday’s Western Mail? Does he have sympathy with all those suffering on longer waiting lists and with less access to drugs? Does he agree that it is time to give them the opportunity to access the far better services that are being delivered by this coalition Government for NHS patients in England?

I was appalled, and I am sure everybody would be appalled, by the experiences of one of the hon. Gentleman’s constituents. In Wales, where the NHS is run by Labour, 33%—a third—of patients wait more than eight weeks to access diagnostic services. In England, only just over 1% of patients wait longer than six weeks for the same services. I think the comparison speaks for itself.

I commend the right hon. Lady for her role in chairing the committee that came up with such an important report on the processing of complaints in the health service.

Although the issue of complaints about nurses and midwives must be one for the Nursing and Midwifery Council, we are clearly anxious to ensure that complaints should be properly investigated. That is why we were extremely pleased that the Welsh Minister for Health and Social Services has now instituted his own inquiry into this issue.

Does the Minister agree that people who have complaints about the NHS in Wales under the Labour Welsh Assembly Government are unable simply to cross the border and access the far better treatments, wider range of drugs and shorter waiting lists on offer to those fortunate enough to be served by the Conservative coalition Government in England?

Clearly, the issue of access to cross-border services is a matter of concern both to patients and practitioners in Wales. The Wales Office is closely engaged on this matter with the Department of Health and with the Welsh Assembly Government.

All parts of the United Kingdom are having to bear their part in repairing the economic damage that was sustained as a result of the downturn in 2008. However, I am sure the hon. Lady would recognise that since 2010 the United Kingdom Government have provided an additional £737 million to the Welsh Government, and it is up to the Welsh Government to live within their means.

Given that the UK Government have given extra money in cash terms to the Welsh Assembly in the form of its block grant, does the Secretary of State find it as extraordinary as I do that the Welsh Assembly has imposed drastic cuts on local authorities across Wales that are bound to lead to increases in council taxes and reductions in public services?

That is ultimately a matter for the Welsh Government, but it is noteworthy that, whereas council taxpayers in England are benefiting from a council tax freeze, that is not happening in Wales. Perhaps that is something the Welsh Government should be attending to.

The hon. Gentleman makes an interesting point. Of course, it is in all our interests to ensure that as many young people register as possible, especially in student cities such as his. It is for local authorities to determine polling places, as he knows, but I will take away his suggestion and raise it with the relevant authorities.

Does the Minister agree that increasing voter registration and voter participation is absolutely vital, but that we must not do so in any way that increases the incidence of voter fraud?

My hon. Friend is absolutely right. The purpose of individual electoral registration is to make sure that those who vote are those who are entitled to vote, so the accuracy of the register is important as well. It is not just important, vital though it is, for voting, because identity fraud is often associated with a fraudulent entry on the electoral register. In fact, the Metropolitan police found that nearly half of fraudulent IDs corresponded with a fraudulent entry on the register. That is another good reason why this change is important.

I agree with the hon. Gentleman that the tolls are a major impediment to businesses in south Wales. Having said that, these are important pieces of infrastructure that assist the south Wales economy immensely. As he will know, the franchise ends in 2017-18. At that time, we will look at ways to reduce the cost of crossing the Severn.

8. Businesses and commuters have given a warm welcome to the announcement about the M4 relief road that was made by the Prime Minister and his deputy. Given that, what does the Secretary of State make of the headline in the South Wales Evening Post on Monday, which suggested that the Liberal Democrats in Wales oppose that vital piece of infrastructure?

Having spoken to certain other Liberal Democrats, I can say that they are entirely in favour of the proposal. Both the Prime Minister and the Deputy Prime and Minister are united in wanting to see the road upgraded.
