Lords ChamberI am grateful to the noble and gallant Lord for his question. It is vital both that the police have confidence to exercise their duties, as demanded by this House and the Government as a whole, and that they do that in a way that is accountable but with proportion and under the rule of law. That is what we are going to examine: whether the experience of this case affects and impacts upon that particular aspect.
It is also important that the community has confidence in policing, and the two go hand in hand. We therefore need to ensure that we work through this, not just today but in the longer term, to build community confidence in policing and to ensure that the police themselves have confidence in their operational skills and that, for the reasons given by the noble Lord, Lord Hogan-Howe, they have confidence to discharge their duties. At the end of the day, they are protecting society and are given those powers by this House and the House of Commons to do so.
My Lords, I very much welcome the way in which the Minister is dealing with this. I had the privilege of meeting the armed section of the British Transport Police some years ago, and I was in awe of the responsibility that we place on police officers who are armed and on the front line for us. Obviously, this is a particularly tragic case, but it is also important that we say to the police that we give them our full support when they are carrying out their duty to protect the public.
I am grateful to the noble Lord for his support and for his welcome. My right honourable friend the Home Secretary is continuing the accountability review that was established by previous Home Secretaries in previous Governments to examine the issues that are before this House in many of the questions raised today. My right honourable friend is reaching urgent conclusions on that and, as I have indicated today, will be reporting back to the House of Commons. My commitment to the noble Lord and this House is that, the moment she does so, I will be here to do the same, and I will be open to questions on the detail of any proposals in due course.

Commons Chamber16. What recent progress his Department has made on its rail electrification programme.
Since 2010 my Department has overseen the successful delivery of 50 miles of electrified track. In the constituency of the hon. Member for Ealing Central and Acton (Dr Huq) construction is under way between Ealing Broadway and Acton mainline stations, to remove slow-moving freight trains off the line and enable high-frequency electric Crossrail trains to service her constituents from 2018. From Paddington and through her constituency to Bristol and on to Cardiff, Network Rail has installed around a quarter of the 14,000 piles needed to turn the centuries-old Great Western line into an electric railway fit for the 21st century.
I congratulate the hon. Gentleman because I, too, am a football supporter—I support Derby County and any team that plays Manchester United—and his team has done incredibly well. He makes a fair point, and Network Rail uses a huge amount of steel, which helps his constituency. I will look into his point and write to him once I get the results of Peter Hendy’s re-plan.
The Chancellor of the Exchequer visited north Wales in July and said that he will “look at” the case for electrification of the line from Crewe to north Wales. Will the Secretary of State define what “look at” means, and say whether it will mean look at and deliver, or just look at?
It means that I will take no lessons from someone who, between 1997 and 2010, supported a Labour Government who managed to achieve the great amount of electrification of 10 miles—13 years, 10 miles. We will certainly look at electrification as that is the way forward for the railways, and I will consider that along with other plans for control period 6.

Commons ChamberI hear what my hon. Friend says. There has, rightly, been involvement: Julie Dore, the leader of Sheffield city council, was a member of the taskforce. The taskforce has stated that cities need to prepare, so that we can consider the long-term consequences of overall transport investment. They need to prepare for the benefits that HS2 will bring to their areas.
I welcome the fact that the Secretary of State used the two words “north Wales” in his statement. He will have my support for the speedy development at Crewe to link to north Wales. Does he accept that this is about not just speed, but capacity? What steps will he take to increase capacity to north Wales, and, by extension, to Ireland?
The right hon. Gentleman is absolutely right. Too many people talk about high-speed trains as though they are just about speed. They are not just about speed. When Lord Adonis launched the initial plans he talked a lot, as I have done since I have been Secretary of State for Transport, about the need for additional capacity. One of the biggest reasons for the new railway line is capacity on links between north and south, and the extra capacity we need at Euston. The right hon. Gentleman is absolutely right: we need to ensure that that capacity serves north Wales well.

Commons ChamberAs I said earlier, one of the reasons the costs have increased, which my right hon. Friend often attacks, is that we have gone to extra lengths to protect the environment. There will be a huge amount of tunnelling in her constituency, which will cost more money. Sir David Higgins is a well respected engineer and has been a leader of great projects in our country, including the Olympics, which were delivered on time and below budget. I am sure that when he takes up this post, he will bring that expertise to the job.
Will the Transport team look at two places where we could link the north-west of England with north Wales? The first is the Halton curve, which my hon. Friend the Member for Halton (Derek Twigg) mentioned, and the second is the Wrexham-Bidston line. Like Scrooge, I am not asking for those things for Christmas past or Christmas present, but perhaps, in the spirit of Christmas, the Secretary of State could look at those issues for Christmas future?

My constituents in Flintshire who use the west coast main line daily will be horrified by the potential £40 million-plus cost resulting from mistakes by the Secretary of State’s Department. This is now what is called in the civil service an unfunded pressure. Will he tell the House how he plans to fund it?
