I will pay all the taxes that are due in the proper way. The point I would make is that all the years in which the hon. Gentleman sat on this side of the House, there was a top rate of tax that was lower than the one we are putting in place. I did not hear any groaning from the hon. Gentleman then.

Q13. A typical council tax payer in my Aberconwy constituency will now pay £124 more than they did in 2010 because the money made available to the Labour Welsh Government has been used to fund their pet project to secure their majority in the Assembly. Does the Prime Minister share my concern that hard-working families in Wales are being used in order to fund the Labour party’s pork-barrel policy in Cardiff Bay?

My hon. Friend makes a very good point. This Government have made available money for a council tax freeze. That has the consequence that money for that freeze is available in Wales, so people in Wales will know who to blame if their council tax is not frozen. It is the Labour Assembly Government in Wales: they are to blame; they are the ones who are charging hard-working people more for their council tax.

Q10. Thank you, Mr Speaker. Employment levels in Wales have increased by 40,000 in the last quarter, not least because of the contribution of self-employment. Will the Prime Minister therefore join me in welcoming the extension of the new enterprise allowance, which has already resulted in the creation of more than 8,000 new businesses?

I will certainly join my hon. Friend in that. This is an important announcement, because the new enterprise allowance gives people who become unemployed the chance to set up their own business and enterprise. Under the current rules, people must wait three months before being able to access that programme, but under our plans, they will be able to access it from day one of becoming unemployed. I want to see many more new businesses started up in our country to build on the record of last year, when more businesses were established in Britain than in any year in our recent history.

I am certainly happy to return to the House, as I said, putting an answer in the House of Commons Library about all this information. On the individual case that the right hon. Gentleman mentioned, I understand that it was a multiple claim because it was a shop with a number of flats above it, but I accept that eight months is too long. So we will make progress on that case. The Minister for Policing and Criminal Justice is taking the lead on this matter, but I have also held follow-up meetings myself with DCLG and the Home Office to ensure that the money is paid out.

Q15. The Prime Minister might be aware that the St Dunstan’s charity, which provides support for injured servicemen, has recently changed its name to Blind Veterans UK. To raise awareness of this name change, will he join me in visiting its new residential centre in Llandudno to see at first hand the wonderful work it does in supporting our veterans?

I always enjoy my visits to Llandudno, and perhaps I will be able to schedule one before long. I would like to put on the record my thanks for the tireless and highly professional way in which the charity assists service personnel who have tragically lost their sight. My hon. Friend pays it a great compliment and does his duty by explaining the change in its name, so that people know what it is and can give it money. As a country and a Government, we have a huge debt to pay to former service personnel. They have done extraordinary things on behalf of their country, and we need to look after them through their lives. My right hon. Friend the Chancellor will make some announcements about that in his Budget.

Will the Prime Minister agree that Aneurin Bevan would be turning in his grave as he sees a Conservative Secretary of State increase spending on the health service in England while a Labour Government in Cardiff cut spending on the NHS?

My hon. Friend has an extremely good point. I hope it is in order to talk about Labour’s record in Wales, because if anybody wants to know what would happen to the NHS under Labour, they can look at Wales, where it is slashing the NHS budget and actually seeing more people waiting for longer. That is what happens when you get a Labour party running the NHS.
