In answer to the first part of the hon. Gentleman’s question, I refer to what I said earlier. In relation to the second, one thing that was clear from last week’s discussion at the UN Security Council was the recognition that, in the absence of being able to make any serious immediate move on the middle east peace process, which ultimately will be the best way to overcome the issues at the heart of this, the international community —and Israel, Egypt and others with entry into Gaza—should first make changes and drive forward developments, including to infrastructure in Gaza, to change the nature of the lives of the people there. The UK firmly believes that, whatever else might have been behind the events of last week, the long-standing frustrations of the people of Gaza, caused by pressures upon them from more than just Israel but including Israel, should be relieved. We support the efforts that will be made to improve the conditions in Gaza.
Given that Gazans did all the dying and the Israeli soldiers did all the killing, how does the Minister expect an internal Israeli inquiry led by Brigadier General Baruch to be less partial and less unhelpfully unbalanced than the inquiry mandated by the UN Human Rights Council?
With respect to my hon. Friend, until we see the make-up of the inquiry process, we will not know the answer to that. I made it very clear that if Israel is not only to undertake its legal obligations for what has happened on its territory but to fulfil its own processes, an international element to the investigation will clearly be one of the most important things, and that should bring the transparent and independent element that the UK and others have called for in order to find out the answers to these questions.

I fully understand the hon. Lady’s position and have already indicated our concern about the use of live fire, which has to be investigated further. On the US position, we will do all we can. The US will remain a central part of what needs to happen in Israel, but it does need to give a greater sense of understanding of some of the underlying issues than on occasions its statements suggest. We will work with our partners because they should be part of the solution. Yesterday’s timing and yesterday’s event—that split-screen—will be one of the images of 2018. We must make sure that we use what happened yesterday as a cause for peace, not as a further cause for confrontation.
The situation in Gaza has been desperate and deteriorating for decades. It is 14 years since British citizen Tom Hurndall received the kind of treatment that is now being meted out to hundreds if not thousands of Palestinians on the border, protesting through the rage and despair that they feel after all this time. Given that it is now some years since William Hague said that the two-state solution was in the last-chance saloon, if we simply repeat platitudes about the need for a two-state solution, are we not limiting our ability to think really constructively about how we are to end this tragedy for both the Palestinians and the Israelis?
Continuing on from what was said by the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper) and by my hon. Friend, there is room for engagement in this situation and in the imaginative opportunities for the future by more than just the United States. These are not platitudes. The fundamentals remain the same: how do we guarantee the existence and the security of the state of Israel, which is fundamental, and yet provide justice for the Palestinians in relation to all that has happened. That is what needs to be worked on, and we will dedicate our efforts to that.

Commons ChamberI am afraid the hon. Gentleman is talking complete nonsense. There are 50 new posts in the European network and, in case he missed my earlier answer, 250 more globally. That allows us to have 10 whole new postings—legations, missions, embassies—around the world and will take the representation of this country to the biggest of any European power. That is a fact of which the House should be proud.
I hope that those 250 posts may have been partly the product of the continued reports of the Foreign Affairs Committee in the previous Parliament about the utter paucity of resources for the Foreign and Commonwealth Office, given the task that it now faces in presenting global Britain. How much more revenue money has my right hon. Friend been given to fund those posts?
I thank the Foreign Affairs Committee, in all its incarnations, for the support that it has given to the cause of more money for the Foreign Office. The figure that my hon. Friend is asking for is £90 million.

Commons ChamberI thank the hon. Lady for her questions and for the way in which she has approached this subject. She poses some questions that it would be difficult for any Government to answer, but I will do my best. This is an area where the United Kingdom is not present on the ground, where it is difficult to get information out, and where UN workers are not able to operate. There is a limit on what we can actually deliver, but there will be no shortage of effort in trying to do everything that she recommends in terms of protecting civilians.
The hon. Lady is right to say that, once again, this is another part of the overall Syrian tragedy. Whatever the particular circumstances may be, it can all be traced back to a war waged by a President on his own people that will enter its eighth year in just a couple of days’ time. In his oral report to the Security Council on 12 March, the Secretary-General of the UN said:
“Syria is bleeding inside and out. There should be only one agenda for all of us: to end the suffering of the Syrian people and find a political solution to the conflict.”
We would all echo that, however hard it might be.
Let me deal with some of the points that the hon. Lady raised, particularly about the way in which this is seen. She gave a picture of how she perceives the situation and how the Kurdish community see it. We are not here to answer for the Turkish authorities, but they plainly take a different view. Their aim is to oust from the territory the YPG, which they see as an extension of the Kurdistan Workers party—the PKK—which is a proscribed terrorist organisation in Turkey and the United Kingdom. That is how they see their situation, which is why we refer to their territorial considerations and security concerns. The most important thing for us at the moment is to do all we can to bring that part of the conflict to an end and to protect people.
On the hon. Lady’s questions, first, in relation to any further assaults, the Foreign Secretary and the Prime Minister have both been in contact with their respective partners, and our ambassador made representations to the Turkish Government just three days ago on the up-to-date circumstances. I assure the hon. Lady and the House that everything we do is designed to persuade the parties to de-escalate the conflict as quickly as possible, and to allow humanitarian access and meet all other needs there.
Secondly, on what happens to people who flee and whether there are supplies, we have worked with partners to make sure that there are supplies in the area. We cannot get close in to Afrin, but we are doing our best to make sure that the UN agencies and others active in the area have supplies available if people are able to leave. We would wish them to be able to leave—I mentioned in the statement the distinction between civilians and those considered to be fighters—and we will be doing all we can in relation to that.
Thirdly, on access for monitors and the like, we would of course advocate that and we wish to see it, but the brutality and grimness of the war in that region means that there is a gap between anything we would seek in our deliberations in the House and what may be happening on the ground. I wish I could promise the hon. Lady that we will not be back here soon, but I do not think I can. I can, however, promise that we will do all we can to meet the humanitarian needs in the conflict. We recognise the pain being inflicted in the region, which can only end, as the Secretary-General has said, with a political resolution that will encompass all the various elements of the conflict.
I thank my right hon. Friend for his statement, during which he said, “The Turkish Government have assured the Foreign and Commonwealth Office that they are working to prevent civilian casualties.” I take that to be diplomatic code for “We don’t believe you,” and that is supported by all the evidence coming out about the way in which the Turks are conducting this operation. The wretched truth is that our Kurdish allies in the war against the enemies of civilisation are being brutally treated by a NATO ally. Is there anything else we can do about it?
The UK has consistently raised the need to protect civilians and to de-escalate the operation. I repeat: the Turkish Government have assured the Foreign and Commonwealth Office that they are working to prevent civilian casualties. We believe the Turkish Government, and we will hold them to their statement.

I thank the right hon. Gentleman for his questions. His starting point and opening view of Saudi Arabia represents one of the reasons why the Crown Prince is here. The right hon. Gentleman used the word “medieval”, and the Crown Prince has been conducting a series of reforms and has made clear statements about where he wants to take the Kingdom of Saudi Arabia. Everyone is aware of its history and its past, but it is really important to look at what is happening at present—good things as well as difficult things—and to point the way forward that he has with Vision 2030, both in economic and society terms. When he speaks about a modernising country supporting moderate Islam, that should be taken as seriously as any reference to the Kingdom in the past.
The right hon. Gentleman asked a series of questions. He referred to the war in Yemen as being “initiated” by Saudi Arabia, but that is not correct. What happened was that an insurgency overthrew a legitimate Government, which was backed by the United Nations, and then sought support from their neighbours in order to deal with the insurgency. The insurgency is cruel: the Houthi have executed a number of people, not least the former President of Yemen; they hold people to ransom in areas that they occupy; and they have been preventing people from getting humanitarian aid. We support the efforts of the Saudi-led coalition in order to defend Yemen against the insurgency and, more importantly, to bring the conflict to an end. That is the most important thing, but it will take both parties to do this, not just the Saudis. On weapons sales, these are as strict as any in the world, as the right hon. Gentleman is aware, and there was a court case last year. We keep this under strict check to ensure that international humanitarian law is abided by and to make sure we can provide the support to Saudi Arabia that it needs to protect itself, not least in relation to weapons directed from Yemen towards its capital city—that should also not be forgotten.
The right hon. Gentleman referred to a blockade. There is no blockade; there are now no restrictions on the ports—the ports are open. There was a restriction from 19 December, following a missile attack on the capital of Yemen by Houthi forces. There is a strong suspicion that weapons were being smuggled into the country. That is why the restrictions were in place. Since 20 December, a total of 50 ships have docked, and the ports are open.[Official Report, 12 March 2018, Vol. 637, c. 3MC.] The UK has played a substantial part in ensuring that those ports are open and that humanitarian aid comes in. We will strongly defend the joint comprehensive plan of action, which we believe is in the UK’s interests and those of the region.
On the economic prospects of Saudi Arabia, we know the area is changing, and that is what Vision 2030 is about; it is about moving, in time, from an oil-based economy to something different. This provides tremendous opportunities for the region, as well as for Saudi Arabia, and we strongly support that. We would like the Aramco share option to be issued in the UK and we will continue to suggest that the City would be the best place for it.
Lastly, the right hon. Gentleman mentioned International Women’s Day. It is of course obvious to us that some of the easing in things relating to women in Saudi Arabia seems incredibly mundane—the ability to attend a football match and for the cinemas to be open, the mixed space and the ability to drive—but in a Saudi context, and in the context of a conservative region, these changes have immense significance. We do not always appreciate that, but we need to make reference to it. That further progress seems likely is very much in everyone’s minds, so we should not judge the progress to date as a full stop. The engagement of women, not only in the areas we have mentioned, but increasingly in business and in government, makes a real difference to the area. International Women’s Day is enhanced, to a degree, by the sorts of changes we have seen in the Kingdom of Saudi Arabia, and Members can be sure that our Prime Minister will make sure that that progress gets every support from the UK as we move forward.
I congratulate my right hon. Friend on his comprehensive answer to the right hon. Member for Twickenham (Sir Vince Cable). Is my right hon. Friend as surprised as I am that the question was shorn of the context of the scale of the reforms now taking place in Saudi Arabia? May I urge the Government to continue our assistance to the Government of Saudi Arabia in order to deliver the astonishing scale of ambition associated with Vision 2030?
I am grateful to my hon. Friend, who rightly sets this in context. No one denies that there are difficult aspects to a relationship with the Kingdom of Saudi Arabia, just as there are with a number of engagements the UK has with countries whose views and human rights issues we do not always share. But the important point he made is about having engagement to seek a common view of a future, one that, as he rightly says, is changing markedly and in a way that no one quite anticipated because of the arrival of the Crown Prince in his position. He could well have an influence on the region for the next 30 years, and our engagement and support for the moderate, modernising image he has for Saudi Arabia is important to all of us.

I thank the right hon. Lady for her thoughtful comments. We obviously very much hope that next month’s Kabul peace process will be part of bringing all sides together, with democracy in mind, in Afghanistan. Having met President Ghani, I have to say that I have been impressed by his resilience in the face of great difficulties. As the right hon. Lady will know, with a national unity Government, there are inevitably ups and downs. Broadly speaking, however, things have held together, and that is to the great credit not just of Ghani, but of all the people who have been playing their part and recognising the importance of this process.
The UK Government remain very committed to a diplomatic presence in Kabul, to support the Afghan Government in their efforts to secure peace and stability. The support the UK provides to the Afghan Government, along with our NATO allies and partners, in improving security, development and governance is in my view crucial to ensuring stability and reducing the terrorist threat to the UK.
If I may, I would like to pay—I am sure the right hon. Lady would join me in paying—the warmest possible tribute to all our courageous staff on the ground in Kabul. As I said, I was there in October, and I realised the great difficulties and the very challenging conditions under which they work. It is very dangerous not just to leave the green zone, but even to live within it. The esprit de corps of our embassy in Kabul—this applies to other high-profile places such as Mogadishu—is something of which all of us here can be incredibly proud.
On the issue of the interpreters, the right hon. Lady will appreciate that I cannot comment on the individual cases that have made it into the press, but I am very happy to say a few words. Our local staff policies were developed having regard to the then Afghan Government’s concern to retain their brightest and best citizens to help build a more stable and secure Afghanistan. Afghan local staff who are eligible for the ex gratia scheme but not for relocation are entitled to appeal such a decision, and MOD staff will assist individuals where the Department holds the relevant evidence. If the right hon. Lady or other Members have specific cases that they would like to bring to my attention, my door remains open and I am very happy to take up such cases.
Rightly, this country takes very seriously the cases of those who are putting themselves at grave risk—as grave as, if not more grave than, the risk to our embassy staff abroad—and they should be properly protected. I would obviously be very disturbed to hear if that were not the case. The right hon. Lady will recognise that there is a procedure and a protocol that needs to be gone through on such matters, but if there are specific issues to be raised, I hope she will do so.
I note the Minister’s remarks about the threat in and outside Kabul, but what should one make of current reports that the Taliban control 40% to 50% of Afghanistan’s 400 districts, which is the most since the NATO intervention in 2001? Will the Minister give us his assessment of the rather surprising resilience of both the Taliban and ISIS in the face of everything we are trying to do to assist the force in Afghanistan in taking them on, and will he also give us his assessment of the resilience of Afghanistan’s armed forces in the face of this threat?
Others will have observed that, as I have said, the solution for long-term peace and stability lies not just with the military, but in a broader peace process. Although my hon. Friend is right to identify the fact that the Taliban have clearly not gone away, equally they have not been able to take any major cities during the past two or three years. That means that large, relatively ungoverned parts and open spaces of Afghanistan may well be under Taliban control, for want of a better phrase, but most of the larger towns and cities are assuredly not.
I can appreciate the concern of my hon. Friend, who has great experience in these matters, that perhaps our efforts in Helmand are perceived as wasted. It is certainly an argument put by some—I am not trying to put words into his mouth, but that is an increasing concern. Without doubt, UK personnel served with great commitment in Afghanistan, and our forces could play an important ongoing role in training the Afghan security forces to help to create the conditions for a more viable state moving forward. My assessment is that Afghanistan remains a dangerous place, but I am optimistic for its longer-term future. It is the view of the UK and our NATO allies that we have to look upon our presence as conditions-based rather than time-based.

Commons ChamberWe fully support the Colombian Government in doing their utmost to implement the agreement as was signed. We are concerned by increasing attacks on human rights defenders, which are interrupting the passage towards a lasting peace, but we are in no doubt that responsibility for the majority of such attacks lies with illegal armed groups.
Does my right hon. Friend agree with the current and former Presidents of Colombia, Juan Manuel Santos and César Gaviria, that the continuing failed global policy of prohibition of drugs and the creation and sustaining of vast criminal enterprises serves to undermine the peace, stability and institutions of Colombia and its neighbours? Will the Government work to move towards an evidence-based policy response?
My hon. Friend is absolutely right to point to the fact that drug smuggling and trading is becoming a main threat to the implementation of the peace agreement. I am reassured that the Colombian Government are investigating the deaths of several individuals who protested against coca eradication in Tumaco on 5 October.

I hope that the House will understand with crystal clarity that Mrs Zaghari-Ratcliffe was there on holiday. She was not there in any professional capacity. In so far as people got a different impression from what I was saying at the FAC, that was my mistake. I should have been clearer—[Interruption.] With great respect, Members should listen to what I am saying. I should have been clearer. It was my mistake; I should have been clearer. I apologise for the distress and anguish that has been caused to Mrs Zaghari-Ratcliffe and her family. Our priority now is to do everything we can to get her out of Iran on humanitarian grounds.
My right hon. Friend should know that he has the support of everyone on the Government Benches in his efforts to secure the release of Mrs Zaghari-Ratcliffe, understanding how difficult this case is. It has already been raised twice at Head of Government level, so it is very difficult to see how the Government could have done more. Does he agree that the prospects for her release are not being assisted by the rather unedifying spectacle of the pursuit of his scalp?
I think the paramount concern of everybody in this House is not narrow party political concerns, is it? It is not. It is the safe, secure return of Nazanin Zaghari-Ratcliffe and that is what we are working for.

Commons ChamberI can confirm that the UK is the second biggest donor to the humanitarian relief effort in Syria at the moment, and we will of course be a major contributor to the reconstruction of the country when the Geneva talks get back under way. As the hon. Gentleman knows, we already contribute around £2.46 billion.
On bringing Daesh to justice, I will not hide it from the House: there is a question still about exactly which forum we are going to find to bring these people to justice. But be in no doubt about our determination to do that. We are assembling the evidence therefore.
On the hon. Gentleman’s point about Nazanin Zaghari-Ratcliffe, I repeat that these are allegations made against her by the Iranians, to which we think there is absolutely no substance whatever, as I said in my statement. Before I go to Iran in the next few weeks, I will of course seek a meeting with Mr Ratcliffe, who has been in regular contact with our Ministers and with the Foreign Office.
In his oral statement, I thought I heard the Foreign Secretary refer to the coalition’s Kurdish partner forces, with regard to the fight in Raqqa, but the word “Kurdish” does not appear in the written version of the statement that has just been handed out. He also talked about the consequences for Kurds in Iraq of the Kurdistan Regional Government’s referendum. As matters now unfold, with the effective end of Islamic State control of territory in both Syria and Iraq, will he bear in mind the fact that the Kurds have been let down by history over the course of the past century? They think they have friends in the United Kingdom and the United States. Will he try to ensure that, when it comes to the protection of Kurdish cultural interests and freedoms in all the countries of the region, it is not just the mountains that are their friends?
I thank my hon. Friend for the eloquent way he expressed himself on that point. This country and this House are indeed great friends of Kurdistan. They well remember the role played by the Conservative Government in 1991 in that mountainous region with the setting up of safe havens for the Kurds, which were the origin of the Kurdish Regional Government of today. I see doughty campaigners on the Opposition Benches who have also played a major role.
The Kurds can be in no doubt about our lasting friendship, but we did say to them that the referendum was not the right way forward. The best course now for our Kurdish friends is surely to take advantage of Mr Abadi, who is their best possible hope, and to enter into a solid and substantial negotiation with him.

Let me start with the last part of the hon. Gentleman’s questions. We have convened that meeting, which we hope will be in London, and it follows a meeting that I hosted in New York at the end of the General Assembly of the United Nations that involved what is known as the “quad”—the United Kingdom, the United States, the UAE and Saudi Arabia—meeting the UN special envoy for Yemen to discuss progress on the negotiations and talks. The engagement of Oman is about trying to provide the link that will get the Houthis and those who support them to engage in the talks and use the good offices of Oman to try to achieve that in Muscat. It is part of an effort made over many months to support the work of the UN special envoy, to try to make political progress, which the United Kingdom is doing all it can to facilitate. What do I hope comes out of it? I hope that we get a detailed plan for the de-escalation of the conflict, but that will work only if all parties agree to it. It is a matter of utmost concern to the United Kingdom that we do that and that is what we are engaged in.
As for the hon. Gentleman’s other questions, I spoke earlier about the arms control situation. It is not the United Kingdom’s policy to change matters in relation to Saudi Arabia, but to continue to use rigorous arms controls mechanisms and our legal obligations, not least to ensure that international humanitarian law is applied in relation to the use of any United Kingdom weapons by the Saudis. Any allegations that that is not happening are open to legal challenge.
As I have indicated, we are the third largest donor of humanitarian aid to Yemen. We have supplied £150 million this year to provide nutrition for 1.7 million people and clean water and sanitation for 1.2 million people. However, I fully appreciate that unless the conflict comes to an end the handing over of aid is a plaster over the situation. The whole House should be united in wanting to see the negotiations succeed, and that is what the United Kingdom is spending all its efforts on.
Does my right hon. Friend agree that no-one should envy the Saudi-led coalition and the complexity of the task it has set itself, under a unanimous mandate from the UN Security Council, to deliver some security and stability in Yemen? Is he able to give us some sense of the number of Saudi civilians who have been killed by missiles coming from Houthi-held areas, as illustrated today by the missile that was fired at Riyadh?
The number of deaths among the Saudis is measured in hundreds and relates to a variety of missile attacks over a significant period. I am grateful to my hon. Friend for his remarks about the complexity and difficulty of the situation that the coalition is trying to deal with: an insurrection against an elected Government that is complicated by all the history of Yemen. That is why it is taking such effort to try to pull it all together. There is also the unwelcome involvement of those who are supplying weapons to the Houthis, instead of contributing to the peace process. There is always a chance for any of the parties involved to play a part now, recognising the seriousness of the humanitarian situation.
