I have three clear priorities as Chancellor: to ensure a strong economy, to get Brexit done and to deliver on the British people’s priorities. That is why I am pleased to confirm that this Government will bring an end to low pay. We are setting two new targets for the national living wage over the next five years: raising it to two thirds of median earnings and extending it to workers aged 21 and above. That will give 4 million workers an average pay rise of £4,000. I will set out further details in the next Budget. This Government are proving again that they are on the side of working people. Thanks to the hard work of the British people, we are moving from a decade of recovery to a decade of renewal.

When the Chancellor was Home Secretary, he told me and other More United MPs that officials were looking into the potential economic benefits of lifting the ban on asylum seekers working, which the Lift the Ban coalition says would bring £42 million into the economy. Now that he is Chancellor of the Exchequer, will he lift that ban in order to allow asylum seekers such as those in my constituency to contribute to the economy and to have the dignity that they deserve?

The hon. Lady makes an important point, and I am glad that she has brought my attention to it again. As Chancellor, I want to ensure that across Government every Department is doing its bit for the economy. Some of the people she is talking about will be vulnerable people and the current rules are worth looking at again. It is something that the Home Office is taking very seriously.

The Government are acting now. For example, last year I made two visits to meet the online giants in the United States. One of those was for the Global Internet Forum to Counter Terrorism, which the UK Government sponsor, as the hon. Gentleman will know. It is an industry body, but it works both with the large platforms and with the small platforms. We are working with it to see what more can be done to use technology, especially with auto-detection. I welcome the hon. Gentleman’s support—he did support the measures in the Counter-Terrorism and Border Security Bill, and I thank him and his colleagues for that—and I look forward to working with him even more closely.

First, I reassure the hon. Gentleman that we will take the international evidence into account. I know that Dame Sally Davies will look at that too, as will the ACMD. I want that work to be done as soon as possible, but right now I want to streamline the process, which means that the work of the expert panel will be very important.

I welcome the Home Secretary’s statement. It will be particularly welcomed by my constituents the Gray family, as Murray Gray suffers from a similar condition to Alfie Dingley and Billy Caldwell. I also welcome the speed with which the Home Secretary will act, but I urge him not to be thrown off track or to allow anything to affect the rescheduling of cannabis, such as reactionary fear about its availability for recreational use.

That sounds like a very worthwhile invitation. I very much agree with my hon. Friend that the contribution made to this country by the Windrush generation is immeasurable, and we should all celebrate that when it comes to the 70th anniversary.

Will the Secretary of State assure me that the targets about which we have all heard so much and, although he does not like the term, “hostile environment”, are not being used to encourage civil servants and officers to pursue people who are legally in this country and are British citizens, but who are now—like a constituent of mine who has been affected—being asked to prove once again that they are entitled to the passport they already hold?

Yes, I am very happy to do that. The expert panel is chaired by Sir Ken Knight, the former London fire commissioner and the Government’s former chief fire and rescue adviser. Also on the panel are Dr Peter Bonfield, chief executive of the Building Research Establishment, Mr Roy Wilsher, chair of the National Fire Chiefs Council, and Miss Ann Bentley, global director of a leading construction company and a member of the Construction Leadership Council.

The expert panel’s recommendation that no change in safety advice is necessary will come as a surprise to many people. Will the Government insist that Dame Judith Hackitt’s review of fire regulation assessments makes sure that every high-rise building assessment is published and made available in an accessible form to the public so that they can get the reassurance that I fear they will not have got from this report?

I hope that the public will be very reassured by the advice of the expert panel, not just because of the years of expertise represented on it, but—it is worth emphasising this—because it is working closely and consulting with the National Fire Chiefs Council, the Metropolitan police and the Government’s chief scientific officers. I hope that that gives more confidence to the public and the hon. Lady.
