Commons ChamberAs we are hearing from around the world, protections against such a deliberate and disruptive attack are few and far between. The reality is that the Government and different Departments, including the MOD, moved very quickly to assemble a response of a different kind from any previous one, and they did so in a way that is now being looked at very carefully around the world.
My right hon. Friend is absolutely right that what we saw at Gatwick was criminal activity, and I welcome the actions that he has taken. My constituents are surrounded by airports at Southampton, Farnborough, Lasham and the Odiham RAF base. What discussions has my right hon. Friend had with these smaller airports, which have real challenges when it comes to taking measures to protect themselves from such malicious attacks? As my right hon. Friend the Member for Putney (Justine Greening) has said, such attacks threaten not only safety in the air, but residents on the ground.
That is why the measures we introduced last summer—to make it illegal to fly a drone close to an airport and to put restrictions on the height above which one can fly a drone—were applicable to the situation in most of the drone incidents that have occurred, namely irresponsible usage close to an airport. There were 97 such incidents last year. We will be sharing the experience of Gatwick, and indeed the technological developments, with airports such as Southampton. Such airports may want to take steps similar to those taken by bigger airports to protect themselves. As I say, this is an emerging technology.

Commons ChamberMy right hon. Friend and I share a railway line, the Wessex route, which is under the stewardship of South Western Railway. It will be introducing a new timetable later this year. How will he ensure that the learnings from his independent inquiry are used to inform the implementation of the new timetable to avoid a replication of these sorts of problems in the future?
My right hon. Friend makes an important point—indeed, the shadow Secretary of State said the same. We will not go through with a timetable change in December that is not deliverable. A lot of working is being done right now to see what can and cannot be done. These problems cannot and will not be allowed to happen again. We also have new leadership at Network Rail. Andrew Haines, its new chief executive, stewarded the last major timetable change on the south-western network a decade ago, which went very smoothly. Andrew will be personally responsible for ensuring that any timetable change is deliverable.
I turn now to what happens next. We have seen some stabilisation on the Northern franchise, but I have yet to see any sign that GTR is getting to grips with the issue, so I have commissioned a formal review of the franchise to establish whether it has met and continues to meet its contractual obligations in the planning and delivery of the May timetable, including by ensuring sufficient capability and competence inside the group, and—importantly—to ensure that the owning groups invest sufficiently to minimise further disruption.
My main objective is to ensure there is a plan that I can have confidence in going forward. The review will inform my decisions about how to best use my enforcement powers and the next steps I can take with the owners of the franchise if they are found to be in breach of their obligations. Northern is a matter of ongoing discussion at the Transport for the North board. It has made progress, but not enough, and that is being closely monitored indeed.
The one thing on which I agree with the shadow Secretary of State is the need to put passengers first, and there are two areas where we have to work on that. I encourage all sections of the industry, including the trade unions, to put passengers first. Railway workers across the country are dedicated to providing a high level of service for their passengers and have been on the frontline facing the anger of passengers affected by the timetable disruption, and I am sorry they have had to experience that. I encourage trade union leaders to support their efforts and those of this industry to sort things out for passengers. It is a matter of great disappointment to me that the RMT has again today gone on strike on Northern at a time when the whole industry needs to work together to get the timetable back into shape.
The union makes spurious claims about safety, but trains have operated like this in the UK for more than 30 years. The London underground uses this system, as do trains around the network, and no one at Northern is losing their job or any pay. These changes will modernise the railway in the north and deliver better services for passengers and were signed up to by all the members of the partnership managing that franchise in the north. It is worth adding that on the Southern network, ASLEF, the train drivers union, reached a perfectly sensible agreement that should point the way forward. It is particularly disappointing, therefore, to see the Opposition acting effectively as a mouthpiece for a trade union that regards a Labour party led by the right hon. Member for Islington North (Jeremy Corbyn) as too right wing to affiliate to. I urge him and his colleagues to urge his union supporters to back down from this dispute, stop calling strikes at a time of disruption on Northern and work together to sort out these problems.
I am clear that passengers on these lines have been severely affected by these issues and need to receive additional compensation. My Department is working closely with the TfN board, Network Rail, train operators and stakeholders to introduce the right compensation scheme as soon as possible. It will be funded by the industry. The Rail Minister has already recommended to the board that passengers who buy weekly, monthly or annual tickets on affected Northern and TPE routes will be eligible to claim up to four weeks’ compensation. As part of the scheme, the industry will provide financial support to TfN to deal with other costs that have arisen from the disruption, including on the Lakes line. There will also be a marketing campaign to encourage people to travel by train in the affected areas. I expect the TfN board to confirm the final details of the compensation scheme come its next meeting on 28 June and payments to begin in early July. I will confirm the full details of the compensation package for Thameslink and Great Northern customers on the affected routes at the same time. This will follow approximately the same approach as that on the Southern network. Because of the numbers of people involved, it will take a little longer to begin compensation payments, but I have told GTR that these need to begin before the end of July. Finally, we are considering options to further support the northern economy, and we expect Northern to fund a marketing campaign encouraging travel to affected areas by train when it resumes full operations, particularly on the Lakes line.
Political point scoring does not help passengers. We have seen that today. We need to work to deliver the best outcome for passengers and to improve services urgently. That is what I am focused on, what my Department is focused on and what the Government are focused on.

Commons ChamberFirst, may I endorse the shadow Leader of the House’s words about the Scottish Secretary? As a colleague of his, I am very proud of the statement he made yesterday. I also send the good wishes of this House to the people of Indonesia, after this morning’s dreadful terrorist attack. I also wish you, Mr Speaker, a happy birthday for next week.
I also wish to thank you, Mr Speaker, and all the Clerks for the work you all did to ensure that the first England and Welsh Grand Committee, held under the new Standing Orders, passed smoothly on Tuesday. In our manifesto we committed to introducing English votes for English laws, and we have now delivered that. Those of us on the Government side of the House thought—I suspect that you did, too, Mr Speaker—that it was a tad ironic that the longest contribution we heard in that debate was from the hon. Member for Perth and North Perthshire (Pete Wishart). His claim that he was being excluded from the debate seemed a little on the hollow side.
I remind hon. Members that the Joint Committee considering the restoration and renewal of the Palace of Westminster is currently consulting Members and staff who work in the Palace, with a closing date of 26 January. There will also be consultation with members of the Committee and Members and staff in both Houses. I encourage any Member with an interest in the project to take part in the consultation.
Let me now turn to the shadow Leader of the House. Today we have heard another seven-minute rhetorical flourish from the hon. Gentleman, with his usual wit and repartee. But what on earth does he think he is doing? He represents Her Majesty’s loyal Opposition. Last week, on the day that Kim Jong-un announced that he had developed a hydrogen bomb, the hon. Gentleman was joined at the shadow Cabinet table by a shadow Defence Secretary who believes that we should unilaterally disarm our nuclear defences. He sits alongside a shadow Chancellor who attended an event with the organisation, CAGE, which has claimed that Jihadi John was a “kind and beautiful young man”.
The hon. Gentleman works for a man who sacked the right hon. Member for Wolverhampton South East (Mr McFadden) for having the effrontery to criticise terrorists. Over the past week, we have seen several more junior members of his Front Bench have the courage to stand up to a situation that most people in this House regard as utterly distasteful and wrong. They gave up their places on the Front Bench while the hon. Gentleman and more senior people clung on to their jobs. So it is all very well his coming here on a Thursday morning and cracking a few jokes, but I have a simple question for him: given the disgraceful turn of events in the Labour party, what on earth is he still doing here?
May I call on the Leader of the House to hold an urgent debate in Government time on the recommendations that have been made today by the Women and Equalities Committee in our first report on trans rights and the real problems that trans people face in Britain today? The Government need to take swift action on these problems, and a debate on the Floor of the House would demonstrate the commitment of the whole House to resolving them.
I congratulate my right hon. Friend on the work she is doing. I am proud to be a part of a Government who are leading the way in addressing equalities issues, and she reflects the best of this House in also doing so. Of course, the Government will consider very carefully the report that she has brought forward this morning. I commend her and the Committee for this work. I have no doubt that she may also look to the Backbench Business Committee to ensure that there is an opportunity for the House to debate her report.

Commons ChamberTo take the last point first, the Foreign Secretary was of course in the House earlier in the week, and there was plenty of opportunity for the hon. Gentleman to raise with him that issue and other issues related to international affairs.
May I associate myself with the hon. Gentleman’s comments about Charles Kennedy? His untimely death is a great loss to Scotland, and this House has shown itself at its best in the cross-party recognition of the contribution that he made.
With regard to the Scottish National party’s well-advertised desire for more powers for Scotland, I say to the hon. Gentleman that in the Government’s view, the Scotland Bill will deliver a major change for Scotland and a significant enhancement of the powers of the Scottish Parliament and Scottish Government. Some of the arguments that the SNP is making simply do not add up. It wants much greater power and full fiscal autonomy, but it simply has not addressed the fact that were it to have that, it would have to choose between massive spending cuts and substantial tax increases in Scotland, neither of which I think the Scottish people would wish for.
I suggest that the hon. Gentleman should sometimes go down and have a listen to the quality of debate in the House of Lords. We have in that place people with immensely important expertise, who bring something to the quality of debate in Parliament. I have to say that I disagree with his view of that House.
I finish by referring to reports that I have seen today, and rumours that I have been picking up around the House, about the time when Members take their seats in the mornings. I understand that both Labour and Scottish National party Members are looking to come in earlier and earlier in the morning to secure their seats, possibly even earlier than 7 o’clock in the morning. It has been suggested to me that, to accommodate that, a trolley service of breakfast might be provided to Members in the Chamber to enable them to come in that early. I simply say that I do not think that would be consistent with the traditions of the House.
New house building is an important priority for the Government, and buying a new home is the biggest purchase that most of our constituents will ever make. Will the Leader of the House make time for a debate to examine the quality of new house building and how the current system is working to expose substandard building companies that fail to deliver the quality of new build houses that we would all expect?
That is an important issue, and I praise the work that my right hon. Friend has done in her constituency, where a substantial amount of new housing has been built in recent years. Of course, the people who buy housing and find themselves in possession of properties that simply are not up to scratch go through an immensely difficult time. I simply suggest to her that she use one of the mechanisms available to her, such as Adjournment debates or Communities and Local Government questions when they come up, to keep making her important point and ensure that the message gets across to both the Government and house builders themselves.

Commons ChamberI absolutely agree with my hon. Friend. I pay tribute to him, since this is his last Justice questions, for the work that he has done in this area over the past five years. He will be much missed in this place and I wish him the very best for the future. This is one area where his work has had an impact on the way in which the Government think and the way in which legislation is shaped.
18. The growth in online crime suggests that many people still do not understand that what is illegal offline is illegal online. Has the time come to make websites and social media operators verify the identity of the people who use their services in the UK to make it easier for people to be held accountable for their actions online?
My right hon. Friend has also done important work in this area, including her success in dealing with the issue of revenge porn. I have a lot of sympathy with what she says. This area needs continuous scrutiny, and my Department and the Department for Culture, Media and Sport continue to work closely on it. It is an area in which the next Parliament will have to do further work.

Commons ChamberPosting revenge pornography on the internet is an appalling crime. Does the Secretary of State agree that the law needs to change to ensure that perpetrators are properly punished, and that the Criminal Justice and Courts Bill, which is currently being considered in the other place, could provide the Government with an opportunity to do just that?
I thank my right hon. Friend both for her question and for the contribution she made in the debate last week. She has done a very important job in raising this issue, which is clearly becoming a bigger problem in our society. What I say to her today is that the Government are very open to having a serious discussion, with a view to taking appropriate action in autumn if we can identify the best way of doing so.
