Commons ChamberIn all the conversations that I have had with people across the rail industry, I have met very few who disagree with my analysis about the need to bring back together the operation of the track and the train. What comes out of this review has to deliver a more joined-up railway.
I welcome the Secretary of State’s approach. In all the times that he has appeared before the Transport Committee, he has always been open to change and improvements. With that in mind, may I ask him to take into account the great future improvements that can be made from technology? The digital railway will add a third extra capacity without the need to build more track, but that will only occur if the unions and the workforce embrace change and do not use it as an opportunity to go on strike, as I have seen in the Southern network. Strikes have been the single biggest issue, not the other factors that hon. Members mention.
My hon. Friend is absolutely right. It is disappointing to see the RMT continuing to strike when none of its members face the loss of their jobs or a loss of money.

Commons ChamberAbsolutely. Aberdeen and the oil industry are clearly one potential beneficiary from all this. The oil industry is to be found in disparate parts of the world, and we have enormous expertise in Aberdeen. The routes that people in the oil industry need to take would not automatically be served by a regional airport, which is why a better hub airport with more international connections is a particular benefit to industries such as his in Aberdeen.

I thank the Secretary of State because, as a member of the Transport Committee, it is a delight for me to see the Committee, across party, collaborating with the Government—I think that this is the best of it. Our recommendation 22 dealt with the Lakeside Energy from Waste plant. Will he confirm that there is still a commercial opportunity for a more up-to-date waste management capability to be purchased? That is the only recommendation that has not been followed by the Government.
I had a lot of sympathy with what the Select Committee was saying, but we did not accept that recommendation because the plant is not an asset categorised as strategically important for the UK. Clearly discussions are already taking place between the airport and the owners about what should happen to that plant. Had it been of strategic importance, we would absolutely have accepted the Committee’s recommendation, but the truth is that it is not, so this really is a matter for the different organisations involved.

In the two years that the Secretary of State for Transport has been in post and I have sat on the Transport Committee, he has always been very honest, open and direct about the need for change. For any project management exercise to fail to get the sign-off from Network Rail and for it to find out only three weeks before, by which time it is too late to turn the oil tanker around, has got to be a spectacular failure. Who was the project manager and penholder for this exercise?
That is a very interesting question. My view is that the Network Rail timetabling process has gone badly wrong, and I cannot understand why GTR did not raise the alarm. I have asked Professor Glaister to go through all this because I want to understand exactly where the accountability should lie and be able to take appropriate action.

Commons ChamberIf I am not mistaken, Lord Adonis actually accepted before the Select Committee that that did not happen. He thought that standing up in Parliament and saying that there would be a ban meant that there actually was one. I assure the hon. Gentleman that my Department looked very carefully at this and no evidence of any ban has been found. Moreover, a report from the National Audit Office stated that it had found no such evidence.
I was at the same Select Committee sitting. Of course, in the year following those events, the Labour party left office. What did happen at the time was that the then Secretary of State said that National Express would be stripped of other franchises, but of course that did not occur—I dare say that that could not happen legally—and the two franchises remained the same.
My hon. Friend is right. It is all very well Labour Members posturing, but we do have to operate within the law of the land, which is a fact that they sometimes miss.

Commons ChamberWe have to make sure that the new organisation—I have talked about this with the rail regulator, which has been involved since the start of developing this concept—has a duty to make sure both that space is available for other operators and that, in relation to the support and the service provided, there is no discrimination against other operators, such as regarding whether the signals work and so forth. This has to be structured in a way that protects such operators, whether in the case of First ScotRail in the north, or other operators in the midlands and the south.
I have served on the Transport Committee for the past few years, during which time we have examined the challenges that face train operators as a result of record investment in our Network Rail assets. Is it the Secretary of State’s view that the issue on the east coast main line is so acute that the only way to fix the Network Rail assets is to have it all as one operating entity?
On a rail network that is operating absolutely at capacity all round—when there are very few, if any, spare train cars; and when anything that goes wrong is hugely disruptive to the timetable—a joint operating team that is able to plan train services and engineering works as part of that same team, rather than in two different organisations, is a much better way to operate a railway. My vision for the east coast main line, and indeed for other parts of the rail network where we are taking steps down the same path, is to create such a joined-up approach of managing track and train together. In my view, that is the best way to make a congested railway work more effectively for passengers.

Commons ChamberThe hon. Gentleman is bankrolled by the people who are inappropriately disrupting parts of the network and are politically driven. They disrupt the lives of passengers for political purposes. The Labour party should disown the unions and their current action. The hon. Gentleman’s conduct on this is not acceptable,
On my daily commute, as I walked through London Bridge station—as I know my right hon. Friend does—where there have been a lot of difficulties for me and my constituents, I noted that it is now an absolute temple to travel. We should talk positively about our rail system and not just knock it.

Commons ChamberThe answer to that is very simple. Over the next four years, we will deliver the biggest upgrades to the midland main line since the 1870s. We are straightening tracks to improve line speeds, and resignalling in places such as Derby. The programme will deliver faster journey times—it will take 15 to 20 minutes off the journey to Sheffield—and we will deliver brand-new trains on that route in the early 2020s. I could then go further and electrify the route all the way to Sheffield, but all that I would be doing is delaying the arrival of new trains and saving one minute on the journey time to Sheffield, at a cost of £1 billion. I think that we should deliver what passengers want—better journeys, faster journeys and new trains—more quickly, and that is what we are going to do.
On my own behalf and that of my neighbour and right hon. Friend the Member for Hastings and Rye (Amber Rudd), I thank the Secretary of State—who has visited our area and seen the potential there—for the proposals on page 31 of the south-eastern rail franchise stakeholder briefing document, which will deliver faster trains from Hastings with fewer station stops, and, crucially, require any bidder for the franchise to pay attention to the potential for high-speed rail to be extended to Hastings, Rye and Bexhill. Does he agree that that will unlock regeneration in our constituencies?
My hon. Friend is absolutely right. We get caught up in the biggest projects, but sometimes the smaller ones—even a bit of track realignment in places—can make the biggest difference. I hope to do big things, such as the trans-Pennine upgrade, but also smaller things at, for instance, Ashford, where we are trying to improve the situation for passengers.

Commons ChamberThat concern has been raised by the Opposition as well. The first thing to say is that our aviation sector is very strong. If people visit our airports, as I do, they will find that virtually every one will say that this has been a record year in terms of the number of passengers carried and that there have been record days in their history. Passengers are not stopping flying—more and more passengers are flying, and I am confident that that will continue.
I am also confident that we have good airlines that are growing fast: look at the success of easyJet and Jet2. Tour operators are also doing well. I am confident that the sector will grow and develop; there is demand for slots and runway space and there are acquisitions and new investments in new centres such as Jet2’s investment in Stansted. We should be confident about the sector. We can never rule out problems in the future or be certain that no airline will ever run into difficulties again. That is why we have to think through whether we need to take steps to make sure that there is proper protection for consumers. But we should be confident in our sector.
I thank my right hon. Friend, his Department and the CAA for delivering the largest ever peacetime repatriation. As he will be aware, the UK insolvency framework does not allow insolvent airlines to continue flying, unlike what happened with Alitalia in Italy and Air Berlin in Germany. Will my right hon. Friend consider looking at the insolvency framework again in that light?
We will certainly give some thought to that. It is very noticeable that other airlines have been able to carry on flying in administration. The risk, of course, is that an aircraft could easily be impounded by an international airline. One of the reasons we sought to hire our own fleet was to remove that risk. If we had used the Monarch planes, there was a danger that, if they arrived at an airport and a local creditor decided to take action, the plane might have been unable to return. That is something we always need to weigh in the balance. We need to look at what happened with Air Berlin and Alitalia and see whether there are lessons to be learned, but first and foremost our task should always be to protect passengers whose journeys might otherwise be at risk.

Commons ChamberOf course I will. I have taken a close interest in the eastern leg, and I have been up and down most of the route myself. I am very keen that we deliver the economic benefits, but that we do so in the way that works best for local communities. I am happy to take a look at the issue that the hon. Gentleman has raised.
It has been yet another week of misery for hundreds of thousands of passengers on Southern rail. Given that the unions have received guarantees on jobs, on pay and—from the independent rail safety regulator—on safety, would the Government now support Conservative proposals to limit strikes, or at least the impact of strikes, via legislation?
There is a lot of interest in the matter, and a lot of calls have been made for such measures to be taken. We are considering carefully how we approach future issues. Of course, nothing in legislative terms would solve the current dispute. I think my hon. Friend will join me in expressing the disappointment of Conservative Members about the fact that we have not heard from the Opposition today one word of regret or condemnation, and not one call for the unions to go back to work. They just do not care.

Commons ChamberMay we have a debate on the crazy situation I face in Bexhill and Battle? Our local authority is one of only 17 in which parking enforcement is still the responsibility of the police, who have stated that they can no longer do it because—fairly enough—they are required to look after policing matters. The local authority refuses to take it on. The situation is driving our residents and business people absolutely mad. Would it be possible to have a debate on whether the Government should step in and end this madness?
Before I answer my hon. Friend, I pay tribute to the Minister for Community and Social Care, who has just arrived, and to all the Members of this House who ran the marathon last weekend and emerged intact, with medals around their necks—

Commons ChamberThe Energy Secretary will be here in 10 days’ time, but if the hon. Lady wants to raise matters before that, I suggest that she writes and I will make the Energy Secretary aware that she is going to raise the issue.
In the first half of 2015, six cyclists were fatally injured in London following collisions with heavy goods vehicles. Could the Leader of the House find time in the parliamentary calendar for a debate on the costs and benefits of restricting HGVs from city centres at rush-hour times?
This is a deeply important matter. There have been far too many tragedies in recent times, some involving deaths and others serious injuries. The issue has been widely raised as a matter of concern, including by The Times, a member of whose staff was, tragically, seriously injured in an accident with an HGV. We want to take all possible steps to improve the situation, and the Mayor of London in particular has taken a lead in trying to improve things. We will continue to look for ways to improve the situation and to discuss different ideas about how we can do so.

Commons ChamberI was perturbed to hear today that BBC Radio 5 Live could be moved to online content only. While this would relieve the nation from the embarrassment of colleagues in this House playing—to give it a more tasteful title—kiss, marry or avoid on “Pienaar’s Politics”, it could deprive the nation of an outstanding sports and news radio broadcaster. May we therefore hold a debate in this place to address the need for the BBC to continue to be funded, as befits the nation’s broadcaster?
The subject of the BBC charter renewal is a very live one. I suspect that many of us have had emails about it. The Government’s view is that we want to preserve the BBC as a high quality public service broadcaster. It will, of course, be a matter for the BBC to decide how best to deploy its resources. We have to ensure, given that it is a levy on households of all different backgrounds and circumstances up and down the country, that the BBC operates cost-effectively and keeps the licence fee as low as possible.

Commons ChamberEleven thousand of my residents in Heathfield have been without a post office since the postmaster and freeholder unexpectedly left. We have been told that it will take at least three months to get a new post office, despite the local council providing a free parking berth. May we have an urgent debate to discuss why it takes Post Office Counters Ltd so long to bring in temporary, and indeed permanent, replacements for all constituents represented in this House?
First, may I welcome my hon. Friend to his place? I know he will be a very effective representative for his constituency, and it is clear that he has already started in that vein. My advice to him is that, while he could table questions or secure a debate, going directly to the organisation itself can, in my experience, be a very effective way of delivering results more quickly, and I urge him to do that.
