Commons ChamberThree weeks ago, I went on a parliamentary visit to the Netherlands and had a tour of the port of Rotterdam. That one port alone is recruiting over 100 new vets to carry out the necessary regulatory checks in the light of a no-deal Brexit. Does that not demonstrate the scale of the cost of a no-deal Brexit and the likely delays from the checks that will be necessary?
It is not the Government’s policy to pursue a no-deal Brexit. It is the Government’s policy, under current and future leadership, to pursue an agreement with the European Union. That is what we want. We would all prefer to leave with a deal with the European Union, but that has got to be the right deal.

Commons ChamberI absolutely agree with my right hon. Friend. I pay tribute to him for what he did to step up investment in the north. When I listen to the Opposition waxing about a lack of investment in the north, I simply remind them that when they were in power they let a Northern Rail franchise with no investment in it at all, whereas this Conservative Government are replacing every single train in the north with either a brand-new or a completely refurbished train.
When I drive around Europe this summer, I will not find any two major cities less well connected than Sheffield and Manchester. A review has been done of improving the road connections between those two cities, and there is now an agreed best way forward. When will the Government activate that, so that we get an all-purpose, all-weather route between those two cities?
I can tell the hon. Gentleman that the concept of the tunnel, which has been much reviewed and much discussed, is on the board agenda for the next Transport for the North meeting, and we are looking forward with interest to seeing the detail of those proposals. It is clearly necessary to improve trans-Pennine links. That is why we are committed to dualling the A66 and are putting in improvements on the A69. It is why I have asked Highways England to start work on better links between east Lancashire and west Yorkshire. Quite clearly, particularly given the vulnerability of the M62 to bad weather, a second route between Manchester and Sheffield must also be a part of the future.

Commons ChamberI will certainly have a look and the rail Minister will be happy to talk to my hon. Friend about that. We are supporting a programme of substantial investment in new rolling stock all around the country, which will benefit passengers. New coaches will be arriving on the LNWR franchise, but we could certainly have a discussion about where they are serving.
In the last timetable changes, on the midland main line, Stagecoach was forced to lengthen the journey times of peak time trains from Sheffield to London to accommodate more Thameslink commuter trains. Is it true that the Department for Transport has told Stagecoach it cannot revisit that in the next timetable changes because of the shambles last time and the nervousness that has created in the Department?
We would dispute that we have done anything to disadvantage Sheffield to help Govia Thameslink Railway. We are of course doing a massive upgrade programme on the midland main line. I pay tribute to all those involved in the recent Derby station remodelling. Many projects have gone badly wrong; that did not. It was handled very well. Further improvements are happening up and down that line, as part of the biggest modernisation programme on that route since Victorian times. That work will continue. We will do everything to make sure, if we can, that the timetable remains as intact as possible as those changes happen.

Commons ChamberWe are on the threshold of exciting developments in battery technology—I absolutely agree with my hon. Friend. We are working with National Grid to look at ways in which we can increase the capacity to key locations such as motorway service areas, but I say to him that battery technology is going to deliver some solutions we do not have at present. It is great to see businesses in the UK at the forefront of developing those technologies.
Does the Secretary of State see any contradiction between the policy of trying to move motorists away from petrol and diesel vehicles to electric vehicles, and freezing fuel duty while cutting grants for electric vehicles?
We are focusing our support on electric vehicles, which are the part of the market we want to see grow the fastest. We provide substantial incentives to buyers of electric vehicles. It was great to see that, in August, 12% of the new car market was low-emission vehicles, which is a big step forward for this country.

Friend, who is a strong champion of Kettering, will be delighted to know that the expansion in capacity to Corby means that there will be a much better commuter service in the mornings and evenings through Corby down to Kettering, and to Wellingborough and beyond. That is one of the benefits of the biggest investment in the midland main line since the 1870s.
Just to give the Secretary of State an example of unequal treatment, is it true that for the new east midlands rail franchise in 2020 the current HST—high-speed trains—carriages will be scrapped, because they are disability non-compliant, and the power cars will then be matched with second-hand, cast-off carriages from the east coast main line? Instead of the brand new, hybrid hydrogen trains that we were promised, we will be getting hybrid trains composed of 30-year-old power cars and 30-year-old discarded carriages from another line.
I do not know what stories the Labour party has been listening to. The midland main line will have brand new, bi-mode trains delivered as soon as possible—
In the early 2020s, which is years ahead of what would otherwise have been the case under the original scheme.

Commons ChamberMy hon. Friend makes an interesting suggestion that I will pass on to the HS2 team. I am very glad that he supports this alternative site; I think it is the right one, and that people further south will welcome the decision. I have sought, having visited all the route, ways of minimising the impact, but as I said earlier, there are inevitably consequences of a project on this scale.
May I ask the Secretary of State for a clarification and about a point of omission? On the clarification, he referred to the electrification of the line north of Sheffield to Leeds. Will he confirm that the cost of that is provided for in the decision? Paragraph 2.7.62 of the Department’s report talks about the possibility of bimodal trains operating north of Sheffield if the line is not electrified. On the omission, the biggest challenge to his decision is the lack of capacity at Sheffield Midland station. His departmental officials have confirmed that there is capacity for only two trains an hour, yet the proposal is for two HS2 trains from Sheffield to London, two from Leeds to Birmingham through Sheffield, and hopefully more trains from Sheffield to Manchester as part of Northern Powerhouse Rail. How will he deal with that lack of capacity? Where is the money coming from?
As we get towards the opening of this part of the route in 2033, we will have to make sure that the necessary capacity is available, but as the hon. Gentleman knows, this is the route that Sheffield City Council has argued for. I have accepted that argument. We will have an electrified route that links HS2 and Leeds via Sheffield; that is really important.

Commons ChamberThe essence of the Bill is that franchising will be available to mayoral authorities automatically, but to deliver change, they will still have to demonstrate that it would benefit passengers. They will have a legal duty to do that, otherwise their decision will be subject to judicial review. Other authorities will have a duty to demonstrate to the Secretary of State that they will transform services to get permission to make a change. Ultimately, the Bill is about the passenger, who has to come first.
Bus networks in England’s six metropolitan areas are estimated to generate £2.5 billion of economic benefits every year. They are a lifeline for many rural communities, which I will talk about shortly.
Let me make it very clear: the Bill does not introduce wholesale re-regulation of the bus market. It is not a return to a pre-1986 world of local councils running bus services. Private operators will continue to dominate the bus market. They will still deliver services, whether through the current arrangements, improved partnerships or franchising. The aim of the Bill is to increase bus passenger numbers and to improve bus services by giving local authorities and operators new options. The Bill builds on existing partnership powers, making them more attractive and easier to use, and introduces new, enhanced partnership scheme powers, which will enable local authorities to work with bus operators and introduce a set of standards for bus services in their areas. They both operate in a deregulated environment where commercial operators can make decisions about where and when buses run.
The Bill also refreshes bus franchising powers, honours our devolution deal commitments and recognises the successes of the franchising model that was introduced for London in 1984. One of those successes is the easy access that London bus passengers have to information about their bus services, with over 500 smartphone apps available. The Bill will make it easier for passengers throughout England to get such information on timetables, fares and routes. That is particularly valuable in rural areas where bus services may be less frequent.
In 1986, South Yorkshire had a renowned bus service. It was cheap, frequent and comprehensive and 268 million passenger journeys were made. Since deregulation, that figure has fallen by 62% to 102 million. I welcome the regulatory powers in the Bill, but if the Secretary of State does not extend them beyond mayoral combined authorities, what criteria will he use to judge other requests for franchising from areas that do not automatically get it under the Bill?
As I said earlier, there has to be a point of accountability. That is the mayor in a mayoral authority and the Secretary of State in other areas. Any change must deliver benefits to passengers. Since 1986, this country is more prosperous, with broader car use. We want improved public transport, particularly in cities, where there is congestion and better bus services can make a real difference. We will offer those cities the opportunities to develop schemes that they believe will work for them locally, but we are clear that any change should deliver benefits to the public.

Commons ChamberA few people have asked why we are holding a consultation at all. Quite apart from the statutory process, we want to hear from people how the proposal would have an impact on them. Regardless of whether Parliament decides that we should go ahead with the proposal, it is essential that, if we do go ahead with it, we listen carefully and, if necessary, refine it to make improvements for those communities. The airspace reforms also provide an opportunity to make a real difference to areas around the airport that are exposed to take-offs and landings.
I continue to support the third runway at Heathrow as the best option for my constituency in Sheffield, but given the delays we are still roughly 10 years away from the runway being up and running. In the meantime, Heathrow is running at around 98% capacity at certain times of day, and demand will continue to increase during that 10-year period. What are the Government’s plans to manage that increased demand over the 10 years before the runway opens?
The truth is that that is a constraint. There is still capacity around London’s airports, and there are some first-rate regional airports near the hon. Gentleman’s constituency. The east midlands and south Yorkshire have access to good airports in Leeds Bradford and East Midlands, both of which have done phenomenally well in recent times and are providing more and more international links. However, we are constrained by the fact that the decision was not taken a long time ago, which is why we need to get on with it now.

Commons ChamberFirst, on behalf of the Government, I thank all members of the House of Lords Select Committee for their work over the past few months. Indeed, I thank those who served on the equivalent Committee in this House, for whom this was a long and arduous task. We are carefully considering the Lords recommendations and we will publish our response shortly. If my right hon. Friend will forgive me, I will save my detailed response for that publication, but I am looking extremely carefully at the recommendation to which she referred.
I am sure the Secretary of State is aware that, with regard to the option to have a station in the centre of Sheffield, there is currently no money to get trains out of the station and north to Leeds, and there is no money to increase the station’s capacity at the southern end to get better connectivity to trans-Pennine trains. There is even no money to electrify the line between Sheffield station and the main HS2 route. Does this not increasingly look like a cut-price option? Will he agree to meet local MPs and councillors, and other interested parties, to discuss these matters?
May I start by wishing the hon. Gentleman a happy birthday? [Hon. Members: “For tomorrow.”] For tomorrow. The Under-Secretary of State for Transport, my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones), has indeed been involved in such discussions, but I remind the hon. Gentleman that the original proposal for a station at Meadowhall was opposed by the city council, which wanted the route to pass through the city centre. It is in response to pressure from within Sheffield that we have revisited those original plans, but I assure him that those discussions will continue.

I agree; what the public want is to know that someone is in charge. The aim of all this is to ensure that someone is in charge. Things will go wrong and there will be problems—that is unavoidable in a congested rail system—but we all want to know that there is a joined-up team trying to solve them. Of course, I hope that the new trains on my hon. Friend’s network, once they arrive and have bedded in, will deliver much better reliability than the existing ones.
Will this new arrangement have any impact on future investment decisions? I note that the east midlands franchise is to be one of the first considered for this new arrangement, so how does that impact on possible electrification there? A scheme was committed to and then paused, and then unpaused and recommitted to. Now it appears to be neither paused nor committed to. Will the Secretary of State explain the impact on that of these arrangements?
There is no impact; as I have said in the House before, we are proceeding with the next stage of electrification to Corby. We are looking at how we deliver service improvements to Sheffield by 2020, with improved journey times, faster tracks and the remodelling of key places such as Derby station, and I am looking actively at how we provide the best train fleet for the future.

Commons ChamberI agree with my hon. Friend. Part of the job of delivering the northern powerhouse is delivering connectivity that goes from east to west—or west to east, depending on which way we look at it. This is about not just rail but road improvements. In my work on how we shape the next generation of investments, I am mindful of the need to ensure that that east-west connectivity for the north is delivered.
I have been open-minded about the right location for the Sheffield station, but may we have a clear indication from the Secretary of State of when a decision will be made? Many of my constituents have had their homes and lives blighted for many years. Will he give us some clarification about the possible Sheffield city centre station? Is it true that the trains that run there will be shorter and narrower than the full HS2 trains? In other words, is it true that they will not be full HS2 trains? Given that it does not look as though the midland mainline electrification will happen, will HS2 now have to pick up the full bill for electrification from the HS2 line into Sheffield station?
The hon. Gentleman makes some assumptions on the latter point. The trains that operate off the HS2 network will be a different design from those that operate exclusively on the HS2 network—that is to do with platform widths and gauges. That does not mean that they are slower trains or that they are less good trains; they are simply trains that can operate both on HS2 and on a conventional network. Clearly, if those trains go through Sheffield midland station, which is on the conventional network, we will be using them.

Commons ChamberI will make a little more progress, because a lot of people are waiting to speak.
I am reticent about using legislation, because this House currently determines its own rules and procedures, rather than the courts. The boundaries between the courts and Parliament are long established and well respected. There is a principle of mutual respect, which means that the courts will not generally challenge the means by which legislation is passed or decisions taken in Parliament. There is a strong feeling in the House that using legislation to govern our legislative process would risk opening it up to legal challenge and that ultimate authority may pass from you, Mr Speaker, to the courts. We therefore have to be immensely careful.
Parts of the processes of the House have been legislated on, but I think that it would be better to consider the issue of legislation in 12 months’ time as part of the review, when we have seen the detail of how this works and invited the Procedure Committee to look in detail at how to make it work as effectively as possible. It is important that we are careful.
So far, the Leader of the House has talked about the position of Scottish and Welsh MPs. Some of us in this House believe passionately that there should be devolution to local authority areas in England. If there was devolution to combined local authority areas in England, would it be his intention to come back with proposed changes to Standing Orders to affect the voting position of the MPs who come from those areas?
The hon. Gentleman is not taking into account the fact that what we have in Wales, Scotland and Northern Ireland is legislative devolution—they have the power to make laws. When there is devolution in England, for example to the Mayor of London, we do not devolve the power to legislate. The Chamber that legislates for England is this one. That is why we have to ensure that within what is and must remain a United Kingdom Parliament, we offer to English or English and Welsh Members of Parliament the decisive say over matters that exclusively affect their constituencies.
