When it comes to levelling up and the e-sports centre, I am always clear that it is my hon. Friend the Member for Stoke-on-Trent North and Kidsgrove who answers the call of duty. He is absolutely right to say that, under the Labour council now in Stoke-on-Trent, the huge progress we were making on levelling up has stalled. What we need are more Conservative elected representatives in Stoke-on-Trent.

Bridgend’s position—brilliantly, close to Cardiff but with good transport links to Swansea as well—gives it the perfect opportunity to benefit from the additional investment that my right hon. Friend the President of the Board of Trade has put into a new trade hub in Cardiff. Of course, it is already the case that Swansea is the home not only to an outstanding university, but to the DVLA. We continually keep under review how we can support civil service relocation, not just to north Wales, as I mentioned earlier, but to south Wales as well, making sure that, not just in Cardiff and Swansea but in communities such as Bridgend, people can benefit.

The delay in the implementation of the VI-1 forms has been welcomed by the wine and spirits industry, which has been lobbying on this issue along with wine importers across the UK—including Daniel Lambert, who runs a wine import company in Aberkenfig in my constituency. Will the Minister now work with the industry beyond January next year to find long-term solutions, so that these businesses and those who work in the sector are not negatively impacted following the UK’s leaving the EU?

What steps the Government are taking to (a) maintain jobs and (b) support businesses at the end of the transition period.

The Government have been clear that the transition period will end on 31 December. We have made extensive preparations for a wide range of outcomes, including through a package of support for border infrastructure and the customs intermediary sector, and, of course, the phased implementation of border controls. A trader support service is also in place to help businesses trading under the Northern Ireland protocol, and we are scaling up the provision of Government helplines.

The Chancellor of the Duchy of Lancaster will know that, last week, my Ogmore constituents received a hammer blow with the news that INEOS has decided to pull out of building their 4x4s, which had been promised by the ardent Brexiteer, Jim Ratcliffe. The irony that INEOS’s owner was such a vocal supporter of Brexit and has now fled to France to build his 4x4s has not been lost on any of my hard-working and highly skilled constituents. What assurances can the Minister give me that he is working to try to bring about more support for job growth in highly skilled manufacturing that can work for the people of south Wales?

The hon. Gentleman makes a very important point. It is the case that, in South Wales, there is a concentration of skilled workers in advanced manufacturing who are the pride of the world. It is also the case, of course, that General Dynamics in Merthyr Tydfil, which is new to his constituency, is receiving support and investment from the defence industrial strategy. I look forward to working with him and indeed with the Welsh Government to ensure that his constituents can prosper in the future. It is absolutely vital that we work together to ensure that the skilled workers of the valleys have the bright future that they deserve.

I have every confidence that the Chancellor of the Duchy of Lancaster—and all Government Ministers—wishes to continue to prioritise the protection of children online after we leave the transition period. Over the past decade, the UK Safer Internet Centre has removed millions of child sexual abuse images and videos from the internet. Its work costs the UK Government 10p per child under the age of 15 in the UK. What assurances can the Minister give me that the UK Government will continue to fund this work, and will work with the centre, after the EU funding it receives ceases at the end of the transition period?

The hon. Gentleman raises a critically important question. The online exploitation and abuse of children is one of the most horrific crimes, and the more that we investigate, the more we are aware that its scale is even greater than any of us feared. That is why it is so vital that we continue to fund all the organisations that are fighting this scourge. Funding will be maintained. I am very grateful to the hon. Gentleman for his work in this area.

My hon. Friend is right. Cornwall is beautiful and visiting it is a pleasure, but at the moment, and for some time to come, don’t.

I would like to ask the Chancellor of the Duchy of Lancaster a question about child sexual abuse and exploitation, and online platform management. Over the weekend, the Internet Watch Foundation reported that there had been an 89% reduction in the number of URLs that were taken down in the past month compared to the previous month, the comparison being 496 in the past month and 14,947 the month before. One of the concerns of the IWF and the industry more widely is the pressure on police in being able to take down indecent images and videos. In his deliberations in the Cabinet Office, will he ensure that the police have enough resources to ensure that children are protected from this form of paedophilia?

The hon. Gentleman raises an incredibly important point. The Home Secretary has updated my ministerial implementation group on some of the increased risks of child abuse during the pandemic. I will report back to our group and to her the very important point he makes.

There are a range of views—a spectrum of opinions—in European capitals, but I think that the pennies, the pfennigs and the centimes are dropping as a result of the Prime Minister’s speeches and the lecture given recently by the Prime Minister’s sherpa David Frost.

As my hon. Friend makes clear, financial services matter not just in Wimbledon, but across the United Kingdom, which is why, as stated in the document published today, we wish to conclude an agreement that will make provision for financial stability, market integrity and investor and consumer protection for financial services. We also want to secure mutual recognition of professional qualifications to ensure that everyone in our service sector can continue to have access to opportunities in every market in which they currently work.

May I ask the Minister for further information to the chapter on digital in the report, which refers to an

“open, secure and trustworthy online environment”

and encouraging regulatory co-operation? With the Government moving to tackle online harms on various platforms, will he set out in more detail what he means by ensuring that there is co-operation on regulation in any future trading agreement?

Yes. As the hon. Gentleman knows, we are compliant with the general data protection regulation that the EU introduced, and we want to ensure that we get an equivalency judgment from the EU on data adequacy, so that we can continue to ensure that data flows, which are so integral to business and others, can continue in an appropriate way.
